Good evening Chico City Manager Orme, Chico City Council, CPD Chief
Madden, Butte County Board of Supervisors, and Sheriff Honea,
In the past weeks I spoke directly to you all at both the Chico City Council
and Butte County Board of Supervisor’s meetings to ask for support of
my request that our state and the federal governmentsponsor
legislation to mandate and fund long-term mental health and
detox/recovery residential facilities to be run by the counties, which in
turn helps the cities within our county.
As an outcome of my email request to the state, I have attended two
meetings to date with both the health committees; one at the Assembly
level, and one at the State level to make that plea directly.
I have also sent emails requesting meetings with the Budget and Fiscal
Committees of the Assembly and the Senate. I haven’t heard back yet on
my request, but will push the issue like I did for the other meetings. To that
end,I also spoke directly with Assembly-members Gallagher and Kiley last
week to ask if they supported long-term mental health and detox/recovery
residential facilities, as it just a different type of ‘Housing First’ and likely
funds could be redirected or supplemented for this request, and both
indicated they were supportive. Being that they serve on the committee
who would hear this plea, I am hopeful the request will be well received.
I also made contact with the Chief of Staff of our Congressman this week
and he will set up a meeting for me to make the plea in person or via
conference call with the Congressman.
My ask of all of you:
Please create and sign a resolution signed by each of your entities
(Council, Board, City and Police) in support of the request I made to the
Assembly and Senate Committees and to our Congressman per what I
described above.
I invite everyone who wants to improve our quality of life and save many
lives by creating a vital lifeline to health and wellness to email that
resolution, or at the very least a plea, to our Assembly-members James
Gallagher and Kevin Kiley and Senator Jim Nielsen, as they all serve on
the appropriate committees, to request that they sponsor this legislation.
And please email Congressman Doug LaMalfa to request sponsored
legislation compelling treatment, changing laws for Medicaid to pay for
facilities with more than 16 beds, and allow for broader conservatorship of
the mentally ill.
I wrote a letter to the Chico E-R Editor to ask that our entire community
take two minutes to send an email to our representatives in support as well.
I noted I had spoken to all of you to ask for your support of this much
needed assistance to begin turning things around for our community and
hopefully others as well.
I am but one person, trying my best to get help for humans in dire need of
humane treatment and this is an important path forward for them to regain
hope and hopefully reunite with family and friends and get on a healthier
path. It would be wonderful if you all were to join in and make this request
even harder to ignore.

representatives, ready for you to copy and paste into your email:
