HomeMy WebLinkAboutEDAC21-0001 - Meeting Notes - FinalOctober 30, 2019 Butte County Economic Development Assistance Committee Meeting Notes Page 1 of 4 BUTTE COUNTY ECONOMIC DEVELOPMENT ASSISTANCE COMMITTEE April 28, 2021 EDAC21-0001 (Valley Iron – All Metals) APNs: 078-090-053 and 078-090-032 Applicant Attendees: Noel Brisco (Valley Iron) Jay Beck (Valley Iron) Howard Slater (Slater & Son) County Attendees: Dan Breedon (Development Services, Planning Manager), Paula Daneluk (Development Services Director), Mark Michelena (Senior Planner), Danielle Nuzum (Deputy Chief Administrator Office, Acting Economic and Community Development Manager), Chris Boyd (Deputy Fire Marshall), Nikolay Ostrovskiy (Butte County Environmental Health, Program Development Manager), Curtis Johnson (Development Services Building Official), Radley Ott (Public Works Assistant Director), Feraidon Ataie (Public Works, Land Development Division, Associate Civil Engineer)  Proposed uses: Similar to what All Metals does.  Expand the metal storage part of the business (50,000 warehouse – east/west on adjacent parcel - 078-090-032)  General Plan Amendment (GPA) and Rezone (REZ) on adjacent parcel (078-090-032) from Mixed Use/Mixed Use-1 to Industrial/General Industrial  Merge the two parcels.  Add new ingress on the western edge of the parcel (truck access)  Expand the parking during construction, relocate to western portion for employee parking  Owner working with LOAPUD to annex into their district and tie-into  Are there incentives to businesses for certain number of employees - Departments Comments Planning Land Use, Zoning, & Permitting  Need a General Plan Amendment (GPA) and Rezone (REZ) from Mixed Use to Industrial,and Merger (timeframe – 6 to 9 months – discussed process from application to public hearing) – (Possibly a shorter timeframe, 4-6 months, with use of one of the contract Planning firms)  A Certificate of Merger will also need to be processed. Application fee for the Merger is $  GPA and REZ will be subject to review under the California Environmental Quality Act (CEQA) October 30, 2019 Butte County Economic Development Assistance Committee Meeting Notes Page 2 of 4  Environmental Assessment on the adjacent parcel. This will assist with the biological assessment for the project. This is the time of year to do the assessment (March – June). Please submit the biological assessment with the application to streamline process. Ensure that the consultant completes biological assessment to Butte County standards for CEQA review.  Setback from existing riparian feature (creek) – riparian areas are defined as areas between the banks and 50 feet in width measured from the top bank of any intermittent or perennial stream or river landward.(Butte County Code Section 24-77 (a))  To assist with environmental analysis, please include with the project current volume of shipping and receiving truck trips and what additional truck trips will be generated - How activity of the site would changes.  Parking requirements for a storage warehouse is 1 space per 2,000 square feet. Butte Count Code, but can be reduced based on the following:  Please see attached Butte County Zoning Code -Article 8 Industrial Zones for maximum Floor Area Ratio (0.5), maximum height 50 feet and setback requirements. For a fee, the Building Division will give a refined cost.  Work with your design professional on minimum setbacks from property lines based on occupancy classification and construction type to avoid exterior firewalls. October 30, 2019 Butte County Economic Development Assistance Committee Meeting Notes Page 3 of 4  Proposed structure is above allowable square foot of building for type-II building (possible area increases allowed for sprinklers – side yard setbacks, interior fire walls)  Require stamped plans from a registered design professional/licensed architect  May require a restroom in the building unless the lot merger is completed and adequate restroom facilities are provided elsewhere on the site. You may either retain or detain stormwater and discharge runoff where it currently leaves the property. Work with your civil engineer.  Disturbance over an acre will require a Stormwater Pollution Prevention Plan (SWPPP)  Warehouse (no additional customer traffic) shipping and receiving of raw material  Traffic – appears volume levels not much of a change to existing operations  Stormwater detention/retention - civil engineers can address  Point of discharge of drainage  Disturbance over an acre will require a Stormwater Pollution Prevention Plan (SWPPP). If connected to LOAPUD not an issue for additional wastewater. If not, will need to do site evaluation.  Site within South Feather Water and Power District (SFWPD) for water.
