Good afternoon Board Members
The Board approved a contract with Tetra Tech for insurance recovery services related to Camp Fire
Debris and Hazard Tree Removal. Starting this week, Tetra Tech will send invoices to insurers for the
amount owed for Debris Removal. See a sample insurer invoice attached. Insurance recovery applies
to over 9,500 parcels. The invoices will be sent out in batches of 1,000 over the next several weeks.
If insurers indicate a property owner was already paid for debris removal, the next step is for Tetra
Tech to contact the property owner directly.
All communication will direct insurers or property owners to contact Tetra Tech for questions and to
direct payment to the County. A webpage is setup with some basic information, which you can find
here. It mostly communicates contact information for Tetra Tech.
Please feel free to direct Camp Fire survivors directly to Tetra Tech using the contact information
below if you receive inquiries. Tetra Tech has customer service representatives as part of its contract
with the County and can handle these inquires.

Dear Insurer:
We are contacting you in reference to the reimbursement provisions of the Government Sponsored
Debris Removal Program. Attached please find an invoice for the costs incurred by the Federal
Emergency Management Agency (FEMA) through the GovernmentSponsored Debris Removal Program
for clearing of all debris (including dwelling, primary structure, other structures, personal property and
contents) from the property insured by you and as identified above as a result of the 2018Camp Fire.
Through participation in the program, your insured assigned to the County of Butte (County) any and all
insurance proceeds theywould be entitled to for the removal of debris and damaged items from the
insured property. The totals provided in the attached invoicereflectthe costs provided to the Countyby
the California Office of Emergency Services (CalOES).If you need any additional information to
complete the payment, we can provide the information electronically or by other means if necessary.
Please tender paymentfor the full amount owed under your insured's policy for the debris removal clean-
up. For those properties completely destroyed, please include payment for debris removal covered by
the policy forother structures and personal property. When making the payment, please write the
Assessor's Parcel Number(APN)number on your check, provide a copy of the declaration page,
identify the amount in the policy dedicated to debris removal, and any settlement statement prepared by
you relating to the policy in effect at the time of the loss.
If payment has already been made to your insured, please so adviseto the contact information in the
header of this letter.Wewill follow up directly with the property owner regarding reimbursement in those
cases.
Please note that the costs identified in the invoice are costs-to-datewe have receivedfrom CalOES.The
County is providing these costsnow to help move the recovery process forward for the fire survivorsas
these costs likely will exceed the limits in the property owners'insurance policies. If the insurance policy
limits have not been met,the County reserves the right to reissue this invoicefor any additional costs
identified by CalOES.Nothing in this letter waives the County's right to submit additional actual costs for
payment if FEMA and CalOES subsequently send them to the Countyandadditional debris removal

Additionally, the County will issue invoices for the Government Sponsored Hazard Tree Removal
Program in approximately 12 to 18 months. If the insured participated in the Government Sponsored
Hazard Tree Removal Program, an invoice will be issued for thoseadditional costs.
