I’m not going to give all the legal reasons but talk to you from a humanitarian side. May I introduce myself? I’m Merle Loomis (female) and have property in Old Magalia. Loomis Hill has been our family for nearly 70 years. I also own property in the POA which also burned up. I am a nurse with a focus on Hospice. My life has been greatly motivated by HUMANITARIAN service. I have served a senior mission for The Church of Jesus Christ of Latter Day Saints and practice charity in all I do. Since the fire I have been living in an art studio with no kitchen or toilet facilities inside. I have a Porta Potty. I am a clean well-adjusted lady who seems to be on an extended camping trip. Through the HOPE Foundation I am in the process of rebuilding my home. I’m moving forward, and getting my ducks in a row, etc. For nearly 3 years I have been working on rebuilding my home. There are so many opportunities for help and relocation or for counseling when asked for. You (we) have a good opportunity to put Magalia back better than before. For the most part, those of us who have chosen to stay and rebuild are the ones who love the area and are working to rebuild. **Just this past month I have had to deal with “campers” squatters, who have given me a nasty eyesore of a mess and the stench has been awful. This is at both properties. Finally after over a year of threats, code enforcement came in and cleaned up a couple of properties. There are 3 THREE different properties I have visited just recently who are using abandoned cars to defecate behind. When I approach my neighbors it is never in a hostile manner ( I was married for 27 years to a top cop) and boy can I see things amiss. One landowner has a broken porta potty on a trailer and he told me it is to keep nosey people off his back. I saw no identifying symbols. He laughed and said he “borrowed it”. I went there to talk with him because the night before he pulled a broken down car off his property and on to mine. I told him he had 12 hours to relocate it or I was going to call the authorities. He removed it quickly. The property that had been cleaned up by code enforcement was starting to be filled within the week after. Those people were using an old motorhome to poop. They had punched out the septic and were going straight onto the ground. They are at it again, today for all to see. They are using a stump now. The dude with the stolen porta potty has a redheaded female living out of her car. She was so strung out I couldn’t understand her. The “village people” decided to dump bags and bags of trash onto my driveway next to my garbage cans. I was able to find identifying papers mixed in with maggots and hypodermic needles. DID YOU KNOW THAT, THE TRASH BECOMES MY PROBLEM AND REFUSE REFUSES TO PICK IT UP? I HAD TO PAY A MAN TO DEAL WITH IT. Some people will NEVER be ready to take care of themselves. It has been my experience that there is a percentage of the population who will always ask for more and more. I once ran a shelter for Red Cross and at the end of the crisis most of the folks did not want to leave and made every excuse they could. We had to pay each and every one with a gas card to get them to leave the shelter so we could close it. The Paradise Pines HOA does not want to extend the camping but they are looking towards you to stop the nonsense. If a person is camping they must have the plans submitted to rebuild. Otherwise-OUT! The county has offered our “village people” many opportunities for a solution with ZERO compliance. Take a look at the problems up in the POA! Why should we responsible home owners be on the losing end of lawlessness? These proposed investments by the County are in direct alignment with the most recently drafted Comprehensive Economic Development Strategy. In 2020, we were proud to partner with the County in the Butte Business Stabilization Small Business Grant Program. Through this program we were able to assist 285 businesses in the County with $4,711,539 in small business grant support. In many circumstances, this injection of capital by the County served as a lifeline to these heavily impacted businesses. Since the beginning of the pandemic, local businesses have worked to navigate an ever-changing landscape, many have endured severe economic impacts. As a region, our work today should be to mitigate financial impacts from COVID on small businesses through addressing barriers that could impede recovery. Clerk of the Board, Butte County Board of Supervisors: On behalf of RCRC, we would like to express our support of the Board of Supervisors approving the proposed ARPA funding proposal for $1 million for broadband. These dollars would ensure Butte County is poised to take advantage of opportunities for leveraging, matching, or funding broadband projects in the coming months. With so many dollars targeting broadband infrastructure deployment at the federal and state level, the proposed Butte County ARPA dollars could be used to leverage and/or match a myriad of significant public funding opportunities. These Butte County ARPA funds could also be leveraged with private dollars to expand and extend broadband infrastructure deployment to the residents and businesses in Butte County. The timing of earmarking these funds for broadband deployment coincides nicely with the development of a county-wide broadband strategic plan that will be completed under the US Department of Commerce Economic Development Administration grant that RCRC has applied for on Butte County’s behalf. Among other possible uses for broadband deployment, these funds could be used to strategically accelerate deployment of broadband infrastructure in unserved and under- served areas of the County, as identified in the plan. We commend Butte County for the forward-thinking approach that is being contemplated with this proposal. Investing in broadband infrastructure is something that will serve Butte County decades into the future. Dear Chair Connelly and Supervisors: On Tuesday, October 12, 2021 you will be considering all of proposals for agenda item 5.01 as it pertains to spending American Rescue Plan Act monies. On behalf of Explore Butte County’s Board of Directors, I ask that you vote to approve the $600,000 planned for “Travel/Tourism Promotion” to support the travel and tourism economy in Butte County. In Butte County, the direct impacts of travel spending have steadily increased year over year since 2015. However, when we look at the effects of COVID on the direct travel spending we see a decrease from $338.7 million in 2019 to $175.4 million in 2020; a 48.2% decrease ($163.3 million less than the previous year). There was a decrease in travel industry earnings from $118.1 million in 2019 to $88.3 million in 2020, a 25.2% decrease. Those working in accommodations, food service, arts and entertainment, and recreation comprised a decrease of $24 million alone. Employment in travel and tourism decreased from 4,020 jobs in 2019 to 3,090 jobs in 2020, a 930 or 22.9% decrease. (Source: Dean Runyan Associates). The Travel/Tourism Promotion (Consolidated Projects) details 3 projects that would be developed and implemented over the next 3 years, all to support the travel and tourism industry in Butte County. First, the partnership with Visit California (the State’s tourism organization) takes into account the ARPA recommendations to work cooperatively with others already working on the same type of initiatives. Visit California was awarded $95 million in one-time funding from the 2021-2022 California State Budget in order to jump start advertising and economic stimulus for travel and tourism. Visit California created their own programming and is leveraging their media partners for affordable opportunities to get in front of the active travel audience. Program opportunities with Visit California include highly targeted, leveraged media packages with partners like Expedia and TripAdvisor, key media and travel influencers, the California Now Podcast, Visit California e-newsletters, and more. Explore Butte County (EBC) has invested more than five years and $250,000 producing creative assets to elevate the awareness and interest in Butte County as a travel destination. By using assets already captured by EBC, not only can implementation times be accelerated to start marketing faster, ARPA funding could be used to repackage the assets instead of starting from scratch. The rapid deployment across Visit California’s distribution channels will assist in an increased brand awareness for Butte County and the entire region. If more people know about Butte County when planning travel, and we’ve already created the funnel for conversion for lodging, then they will travel to the county - spend money in hotels, at restaurants and in our shops - aiding in economic recovery. Second, we have identified county-wide wayfinding signage as a shortcoming and opportunity in building Butte County as a travel and tourism destination. Our board of directors has set aside $68,000 in seed funding to begin a wayfinding project, but scoping and planning will require a larger investment to analyze the entire county and create a strategy to build and implement the signage. Investment in this infrastructure will benefit the local community but is vital to the building of a destination for travel and tourism. Finally, an investment in local event promotion is a quick and easy way to encourage visitors to Butte County to experience a fun event or activity, requires little infrastructure but can result in significant spending in lodging, restaurants and retail. The travel and tourism industry has been significantly impacted by COVID-19 and the use of ARPA funds would help hasten recovery of the tourism related businesses as well as the economic health of the entire county. The impacts of covid-19 coupled with recent catastrophic wildfires have devastated our communities and severely affected the County’s social, economic, and natural resources. Funding this proposal provides opportunities to invest in the region by promoting the travel and tourism economy that is essential to move towards recovery. Prior to the pandemic, California’s travel industry was one of the largest economic drivers for the state and had enjoyed a 9-year trend of considerable increase. Once the pandemic hit, Butte County, like the rest of the state, felt immediate negative economic impacts. The direct travel spending impact in Butte County decreased from $338.7 million in 2019 to $175.4 million in 2020, a 48.2% decrease year over year. In order for our community to recover under the umbrella of travel and tourism, I am asking you to support the $600,000 Travel/Tourism Promotion Proposal to leverage advertising budgets to increase travel, maintain our staple events, and to elevate Butte County in the tourism conversation by creating a county-wide wayfinding signage program. I am not able to attend the meeting in person but as the president of Chico Velo I want to express our commitment and engagement as a key project partner. Our organization provides bicycle advocacy and education and, prior to COVID-19, also hosted one of the largest road cycling events in the state- the Wildflower Century. The desire for outdoor recreation experiences has been increasing and saw an even bigger surge during the pandemic to support mental and physical health. Our region was already limited in high quality trail experiences which has only been exacerbated in the last two years. Chico Velo and other project partners have done our due diligence in gaining key stakeholder support from multiple users groups, communities, organizations, land managers, businesses, and agencies to build a strong foundation for this project. We have already received funding to complete layout of the proposed 40 mile trail network in the Lassen National Forest surrounding Jonesville and Colby Meadows as well as to complete the NEPA documentation. If awarded funds through ARPA, we would be able to complete construction of the first 20 miles of non-motorized, multi-purpose trail as early as next year. The Colby Mountain Recreation Area project will also draw vital tourism back to the region as part of a broader, generational strategy to recover from devastating wildfires. Trail networks, and access to outdoor recreation in general, drive economic growth and job opportunities while increasing quality of life and pride for community members. This project’s linkage to the Connected Communities “Lost Sierra Route” will further increase the recreational vitality of the region. Lastly, through our successful Trailworks program, we’ve built a strong network of volunteers that are highly engaged in supporting the long-term sustainability of this project by providing trail maintenance and preservation. Abating hazardous trees post-fire along the trail is a first step in the process and must occur before rebuilding the trailhead, trail, and observation platform. The Feather Falls Trail is a Butte County treasure and tribally significant area. Having the trail rebuilt post fire will allow for residents and visitors to return. This project will play a significant role in building a stronger, more equitable economy following impacts from the COVID pandemic. I would also like to see the Bidwell Avenue area included as part of District #2, but I understand that it is part of a Census block that extends into a heavily agricultural area.
