Miranda FOR IMMEDIATE RELEASE October 7, 2021 CONTACT Casey Hatcher, Deputy Administrative Officer 530.552.3336 BUTTE COUNTY BEGINS COLLECTION OF INSURANCE FUNDS FOR CAMP FIRE GOVERNMENT-SPONSORED DEBRIS REMOVAL PROGRAM OROVILLE, CA--Following the 2018 Camp Fire, property owners were required to enroll in a Camp Fire Debris Removal Program. Property owners had the option of enrolling in the Government-sponsored debris removal program provided by CalOES, or the Alternative Debris Removal Program. Property owners who enrolled in the Government-sponsored debris removal program signed a Right-of-Entry permit, which assigned their insurance proceeds for debris removal to the Government. The County is required by federal law to collect these insurance proceeds to prevent a duplication of benefit. It is important to note that insurance companies, or property owners if they have already been paid by the insurance company, are only responsible for paying up to their insurance coverage limits for debris removal even though the invoices for the Government-sponsored debris removal program likely exceed that amount. The County hired Tetra Tech to perform insurance collection. The first step in the insurance collection process is to send an invoice to insurance companies notifying them of the insurance recovery process. Notices began going to insurance companies by email last week. Property owners are copied on the email to insurance companies if the County has the property owner’s email address in its records. If an insurance company informs the County’s contractor they have already paid the property owner for the debris removal coverage, the County will contact the property owner directly for payment. The County has not begun contacting property owners directly for payment. In some cases, property owners have made payments after receiving the notice to the insurance company because they already received payment from their insurance company.
