One requiring isolation of all persons positive or likely to be positive with COVID-19 and the other requiring quarantine of persons who have been exposed to someone positive with COVID-19. A copy of the final orders are attached for your information (the signed orders are on file but the links in the signed documents do not work because they had to be scanned) I anticipate that you may receive questions. Please direct all calls to our COVID call center, 530-552- 3050. The reason we need to issue orders at this time is because the State only used words like “recommendation”, “should” and “may” in some of their guidance documents. Isolation and Quarantine are THE major tools Public Health uses to slow the spread of communicable disease. It has always been a requirement for COVID-19 in Butte County but PH staff obtained compliance via education and only issued orders when absolutely necessary on a case by case basis. With a state guidance document that states “recommendation” businesses, organizations and the education sector need something that spells out it is a requirement in Butte County to help them prevent ill and exposed persons from entering their facilities. This is a tool for everyone to use. We will continue to address enforcement issues on a case by case basis. Public Health Administration Danette York, MPH,Director DavidCanton, DO, MPH, JD, Health Officer, Interim 202 Mira Loma Drive T: 530.552.4000 Oroville, California 95965 F: 530.538.2164 COUNTY OF BUTTE HEALTH OFFICER ORDER Quarantine ofAll Persons Exposed to COVID-19 Pursuant to sections 101030, 101040, 120175, and120215,120220, and 120225 of the California Health and Safety Code, the Butte County Health Officer (“Health Officer”) hereby ORDERS AS FOLLOWS: 1. The spread of Coronavirus Disease 2019 (“COVID-19”) is a substantial threat to the public’s health and safety. The County of Butte (“County”) is currently subject to a declared local health emergency and a proclaimed local emergency due to the COVID-19 pandemic. The Governor of the state of California has proclaimed a state of emergency. Everyone is at risk for becoming ill with COVID-19, but some people are more vulnerable to serious illness due to age or underlying health conditions. In order to slow the spread of COVID-19 and prevent the healthcare system in the County from becoming overwhelmed with hospitalizations or ICU patients, it is necessary for the Health Officer of the County to require the quarantine of persons exposed to COVID-19 (“COVID Exposed Persons”). 2.Household contacts, intimate partners,caregivers, and any other persons whohave been in close contact witha personeitherdiagnosed with COVID-19, or likely to have COVID-19 (“COVID Positive Person”) shall beconsideredCOVIDExposed Persons. An individualis considered to havebeen in close contact with aCOVIDPositivePerson if, within forty-eight (48) hours before the COVID Positive Person’s symptoms began (or, for asymptomatic patients, two (2) days prior to test specimen collection), and until the COVID Positive Person is no longer required to be isolated, the individual: a. Was within six (6) feet of a COVID Positive Person for a cumulative total of fifteen (15) minutes or more over a twenty-four (24) hour period; or b. Had unprotected contact with the body fluids and/or secretions (including but not limited tobeingcoughed on or sneezedon,sharingutensils,ordrinking outof the same container) ofa COVID Positive Person. 3.In a case involving K-12 students where both parties were appropriately wearing face coverings at the time of exposure, a modified quarantine, as more fully described in Paragraph D below, may be followed. 4.The Centers for DiseaseControl and Prevention (“CDC”) and the California Department of Public Health(“CDPH”)currently recommend that COVID Exposed Persons quarantine for a period of ten (10) days after COVID-19 exposure. The CDC and CDPH recognize that quarantine may not be required when a COVID Exposed Person has been fully vaccinated againstCOVID-19,orhasrecentlyrecoveredfromapreviousCOVID-19infectionas describedinParagraphCbelow. 5.ThisOrderisintendedtoprovideforthequarantineofCOVIDExposedPersons,whileatthe sametime,provideflexibilityforthoseCOVIDExposedPersonswhohavebeenfully vaccinated againstCOVID-19, have recentlyrecovered from apreviousCOVID-19 infection, or qualify for modified quarantine, asdiscussed in more detail below. Quarantine requirements are based on the following criteria: A.VaccinatedPersons.COVIDExposedPersonsthathavebeenfullyvaccinatedandare asymptomatic shall notbe requiredto quarantine, so long as they do not subsequently develop COVID-19 symptoms within fourteen (14) days from the date of last exposure to a COVID Positive Person. Duringthe14-daypost-exposureperiod, fullyvaccinated COVID Exposed Persons shall continue to self-monitor for COVID-19 symptoms and shall immediately isolate if COVID-19 symptoms develop within the 14-day post-exposure period. An individualis considered to be fullyvaccinated two (2) weeks after receiving the second dose of a two-dose vaccination series; or two (2) weeks after receiving one dose of a single dose vaccine. B. UnvaccinatedPersons. i. COVID Exposed Persons that are unvaccinated and asymptomatic, but have not taken a COVID test, may discontinue quarantine after ten (10) days from the date of last exposure to a COVID Positive Person. ii. COVID Exposed Persons that are unvaccinated and asymptomatic, and have received a negative COVID-19 test(antigen diagnostictest, PCR/molecular diagnostic test, or pooled PCR/molecular test)result froma specimen collectedat leastfive(5)days from the date of last exposure to a COVID Positive Person, may discontinue quarantine after seven (7) days from the date of last exposure to a COVID Positive Person. iii. All COVID Exposed Personsshall continue to self-monitor for COVID-19 symptoms for fourteen (14) days from the date of last exposure to a COVID Positive Person, and shall immediately isolate if COVID-19 symptoms develop within the 14-day post- exposure period. C. Person Recently Recovered from COVID-19. COVID Exposed Persons that have recently recoveredfrom COVID-19infectionand areasymptomatic shall not be required to quarantine, so long as they do not subsequently develop COVID-19 symptoms within fourteen (14) days from the date of last exposure to a COVID Positive Person. Recently recovered is defined as within 90 days from initial onset of symptoms or, if asymptomatic, first positive test. D. K-12Schools. A positive antigen or molecular (also referred to as PCR) labtestfor thecoronavirus (known as SARS-CoV-2) that causes COVID-19; or b.Signs and symptoms that are consistent with COVID-19 within 14 days of being in close contact with a person who had or was believed to have had COVID-19; or c.A healthcare provider has informed the individual that they are likely to have COVID-19. 3. COVID Positive Persons, regardless of vaccination status, are required to isolate themselves. These persons are required to follow all instructions in this Order and guidance documents referenced in this Order. All COVID Positive Persons must take the following actions: a. Isolate themselves in their home or another residence. They may not leave their place of isolation or enter any other public or private place, except to receive necessary medical care. b.Isolate themselves until they are no longer at risk for spreading COVID-19 based on the following criteria: i.For COVID Positive Persons with symptoms: 1) At least ten (10) days have passed since their symptoms started;and 2)Atleasttwenty-four(24)hourshavepassedsinceresolutionoffever without the use of fever-reducing medications; and 3) Other symptoms have improved (Some COVID positive persons may need to isolate for morethan 10 days. Hospitalized patients with severe to critical illness orCOVID positivepersonswho areseverely immunocompromised may require isolationforup to20 days) ii.ForCOVIDPositivePersonswhoareasymptomatic,meaningtheyhaveNOT hadanysymptoms: 1) At least ten (10) days have passed since the date of the first positive COVID-19 test; and 2) If symptoms develop, the strategies for discontinuing self-isolation for symptomatic persons (see above) must be used. c.Carefully review and closely followall requirementslistedin the California DepartmentofPublic Health’s(CDPH) Guidance on Isolation and Quarantine for COVID-19ContactTracing. COVID Positive Persons that are staff or students of a K-12schoollocated within theCountyare alsorequiredto follow all recommendations found in the isolation guidance issued by CDPH: COVID-19 Public Health Guidance for K-12Schoolsin California,2021-22School Year. d.Inform their Close Contacts that they are considered COVID Exposed Persons and that they need to quarantine themselves pursuant to the Butte County Health Officer Quarantine Order, which is located at: www.buttecounty.net/ph/COVID-19. Also refer their CloseContactsto theCaliforniaDepartment of Public Health’s Guidance on Isolation and Quarantine for COVID-19 Contact Tracing, which describessteps that Close Contacts must take to prevent the spread of COVID-19. i.Household contacts, intimatepartners,caregivers, andany other personswho have been in close contact with a COVID PositivePerson shall beconsidered close contacts andtherefore COVID Exposed Persons. This Order is issued in accordance with, and incorporates by reference any applicable federal, State or local law, regulation, rule, policy or procedure related to COVID-19, as they may be amended or supplemented. 6. This Order shall remain in effect until superseded, rescinded or amended. E.Travel. i. Domestic Travel (within theUnited States “U.S.”or U.S.Territory). Persons returning to the Countyfromdomestictravel(“Domestic Travelers”)shall abide by . the CDC’s guidance on Domestic Travel during COVID-19 ii. International Travel (outsidethe U.S.). Persons returning to the Countyfrom internationaltravel(“InternationalTravelers”)shall abideby theCDC’s guidanceon InternationalTravelduringCOVID-19. F.ForthepurposesofthisOrder,incalculatingthenumberofdayssinceanindividualwas exposed to a COVID Positive Person, the first day shall be the day after the individual was exposedtoaCOVIDPositivePerson. G.Ifquarantinedinacongregatesetting,hotel,ormulti-unitsetting,COVIDExposedPersons shallnotenteranyotherunitswithinthatsettingorhavevisitorsinthequarantinespace. H.COVIDExposedPersonsshallcarefullyreviewandcloselyfollowallrequirementsofthe HealthOfficerorrepresentativeoftheHealthOfficer,includingbutnotlimitedtoallHealth Officer Orders. I. COVID Exposed Persons should refrain from visiting public places while in quarantine. When this is not possible, COVID Exposed Persons shall wear and appropriate face covering keep a minimum distance of six (6) feet between themselves and other individuals at all times, excluding a treating medical professional, a caretaker, a law enforcement officer, a representative of the Health Officer or any other person specifically authorized by the Health Officer. J. If any subsection, sentence, clause, phrase, or word of this Order, or any application of it, is held to be invalid, preempted, or unconstitutional by a decision of a court of competent jurisdiction, then such decision will not affect the validity of the remaining portions or applications of this Order. K. This Order is issued in accordance with, and incorporates by reference any applicable federal, State, or local law, regulation, rule, policy, or procedure related to COVID-19,as theymay be amended or supplemented. L. This Ordershallremain ineffectuntil superseded, rescinded, or amended.
