(PHI) for Case Investigation, Contact Tracing (CI/CT) and epidemiological services The Department of Public Health has received funding to support CI/CT and epidemiological work in response to the COVID-19 pandemic. Since the start of the pandemic, the Department has utilized redirected State staff to support the local CI/CT work. The State is now ending the redirected staff program. To continue supporting counties in CI/CT work, the California Department of Public Health (CDPH) was expected to enter into a single contract with Public Health Institute (PHI) on behalf of counties. However, the Department was informed in late August 2021 that individual counties needed to contract directly with PHI. PHI uses specialists with training, supervision, and access to California’s contact tracing and data management system used to submit COVID-19 data to CDPH. The Department does not have sufficient specialized staff to support the CI/CT function and are unable to hire and train quickly enough to fill this gap. Contracting with PHI to complete this work is the best action to support the COVID-19 response efforts for the community. The Department recommends entering into a contract with PHI for CI/CT and epidemiological services. The term of the contract is November 1, 2021 through April 30, 2022, not-to-exceed $1,170,911. Multiple generations of this family have helped to shape the values which we share nationally, Butte Strong. An amazing sight to behold, but an even more beautiful place for fellowship, and the site of communal gatherings. The gardens have provided knowledgebase for the community and shaped programs to create a holistic and healthy relationship with growing and consuming local produce. The ability to use this property for intimate events, will benefit Chico and greater Butte county. This home and property with its french country design and architecture provide those who use it beauty, functionality, and an oasis while still being local. Outside of sponsoring and hosting community events, this family’s long relationship with Bethel AME Church in Chico, I have witnessed this family use their land to provide safe space for honest and organic discussions related to community building and safety.We look forward to more opportunities to gather on this sacred land and celebrate nuptials, community related events and much much more, for this was the idea of the space from the beginning, in the mind of the late Mr. Glen Toney. As leader and chief celebrant of one of Butte County’s Oldest Religious instititions, I fully support the wishes of the family in the usage of this magnificant piece of land, which represents the culmination of dream and the is a container of hope in our Butte County. I am the niece of Dr. Glen Toney and Virginia Toney, cousin to Nicole Toney Hickman and Carl Hickman and daughter of Virginia Walker (sister to Glen Toney and neighbor to the Toney family). I’ve spent many family occasions with my aunts, uncles and cousins in Chico for nearly the past 25 years. My uncle Glen always loved the area and couldn’t wait to build a home and become a part of the community there. He, my mother and the rest of their siblings grew up in Butte County (Oroville) and have had a strong connection to it ever since. My uncle worked in education for a number of years and then in human resources. After retiring he moved to Chico. He worked withseveral presidents of Chico State University and sat on the CSU board of regents. While growing up he as well as my mom always taught us about the importance of community. He loved the Chico community and enjoyed opening his home whenever he could to support it, whether it was a university event or a church event. He was a long-standing member of Bethel AME church. I have very fond memories of the numerous family gatherings we’ve had at my uncle’s home including his second daughter’s wedding, which was beautiful, Christmas celebrations and Summer Bar-B-Ques. My uncle Glen’s daughters would like to preserve the legacy he built in Chico by preserving the house that was his home for so many years. I grew up with my cousin Nicole and can personally attest that both she and her husband Carl are responsible, considerate and respectful individuals. The special events permit they have requested will allow them to offset some of the costs of keeping the home in their family. In addition, it provides another available venue in the city of Chico. One that is quite unique and offers plenty country charm! Nicole and Carl have significantly scaled back their initial requestof 60 events of up to 200 people to 24 events, 12 with no greater than or equal to 50 and 12 no greater than or equal to 100 with 12 indoor and 12 outdoor due to feedback. I urge you to allow them to continue their family legacy in Butte County and support them in this endeavor. I hope they are granted the special use permit. I am a resident of the fine city of Chico, in Butte County, California. I am submitting this letter to you on behalf of Nicole Hickman (my niece) and her husband, Carl Hickman in support of their interest in obtaining a: Minor Use Permit (MUP20-002). As I understand it, this permit will allow Nicole and Carl to carry on with the development of facilities for the establishment of a “Special Events Venue” at: 400 Mamore Road, Chico, CA. This location was the home of Nicole’s parents, my late brother, Dr. Glen Toney and his wife Virginia, for more than twenty-five years. It also happens to be adjacent to the home of my sister, Virginia Walker and her husband Ledell. Whenever the family thinks about and discusses this project, we think of it as an homage or legacy to the time when Glen, Virginia and their daughters lived here in Chico. We, our extended family, friends and their neighbors spent a lot of memorable times at the “Toney’s” home. When I consider an even larger span of time, I would note that the Toney family has figuratively, embedded deep roots within the greater Butte County area extending back well into the 1940s, when many war time jobs moved away from the Bay Area due to the end of WW II, our father (who was quite an explorer and visionary) along with a few other Masonic friends visited the Butte County area and envisioned the possibility for a great future for his family. He decided to relocate our family from the urban environment of Oakland, to Oroville in search of a better environment to raise his family of six children (5 boys and 1 girl). He was attracted by work possibilities in the thriving lumber industry in and near Buttecounty and because of extensive experience he had acquired working in large mills in Arkansas and Louisiana. Our family assimilated into the new environment. Our mother and father worked as a team. My father worked hard and with his skills he was readily elevated to a position of foreman - - we were making progress. The kids were in school, except for our sister who was a toddler at that time. Our mother, was trained as an elementary school teacher in Louisiana, however, she never worked outside of the home when we migrated to California, in 1943. Of course, there were challenges in managing a fairly large family and getting acquainted in a new community. Our mother spent a considerable amount of her time meeting with all of our teachers to ensure we were getting the best education possible for us by checking to ensure that teachers were meeting her expectations and that we were meeting the expectations of our teachers and her. In addition to academics, we were very active in church activities, extra-curricular school activities, sports and scouting. These are things that I remember fondly. Overall, we had a modest and decent lifestyle based on strong values and working together as a family. Our dad was highly respected in the Butte County community as a man whose life exemplified his core values, as a model for the entire family. At a young age, we learned to work together, as a family, harvesting fruits, nuts and olives (what-ever was in season). As we grew older, when one of the brothers acquired a job (i.e., at the Cannery, the Box Factory or Pacific Bell in Oroville), they would cultivate a sibling to get a job at the same place when they moved on. Also, as each of the brothers matriculated CSU Chico, they all helped to pay for the next one coming along. They shared an apartment with one checking account among them. Our family has eight members who are alums of CSU Chico, including the late Rear Admiral Robert Toney, who served on President’s Advisory Board and Dr. Glen Toney, who served as President of the Alumni Association; plus one of my sons and a few nieces or nephews. My purpose in giving you all of this background, is to let you know that our mother and father instilled within each of us, a family heritage that has been passed from generation to generation, based on our core values that stem from the example they set: Family Honesty Integrity Kindness Community Ambition Hard work Faith These fundamental values were the foundation upon which our lives were built. It is through living by these values as guide lines that we endeavor to live respectfully, to make contributionsin our various communities and to always leave the camp ground better thanit was when we found it! Finally, it is in the spirit of the fore-going passages, as-well-as a deep and abiding respect for the surrounding community members, (just as I to would expect if I were in their position) along with an abundance of faith and confidence that I feel that the city of Chico will benefit from the approval of this permit. I feel no doubt in making that statement so affirmatively because, I know Nicole and Carl and I also have the utmost trust that they are not only competent, they are mindful of their community responsibilities and highly motivated to not only maintain or exceed the high standards set forth by the Chico Planning Commission and the expectations of the surrounding Chico community at large, but also, their own personal standards whichreflect the “Toney Core Values”. My name is Robert Collins and I am writing to you in support of the special events permit Nicole and Carl Hickman have applied for project MUP20-0002. As you’ve likely become aware by some of the correspondence by some of my family members, our roots in Butte County run deep. My mother was raised in Oroville, her brothers attended Chico State, and other generations of cousins are Wildcats as well. After having careers in other regions, the family made a conscious decision to return to the area to deepen our roots once again. The property at 400 Marmore Road is the home of my Uncle and Aunt and godparents, Dr. Glen O. and Virginia Toney. As Nicole and Carl have shared their initial thoughts about preserving the legacy ofher parents & our family in the community of Chico I was thoroughly excited. It’s a unique opportunity to share our family’s love for the region and allow the family to maintain its presence in a community we hold dear. In addition, two of my younger cousins (Nicole’s sisters) want to return to Chico after they complete college and assist in supporting this venture. Nicole and Carl have done “the hard work” to maintain and secure the property over the last few years and the ability to have the special use permit to help offset some of the cost would help them immensely. In my estimation, this is not a question of turning the property into a high traffic destination, but a way to give back to the community her parents loved so much. My uncle was one of myheroes and much of what I have learned about family, hard work, community, and truly appreciating life has come from him. He would frequently take me on drives around Butte County to scope out projects he wanted to engage in and I know he would be so proud that individuals would be able to appreciate the beauty of his French country home. He had plans to do so much more, and much of that sticks with me to this day, as I plan to make my own roots in Chico very soon. Nicole and her sisters miss their fatherdearly, and this opportunity to maintain the home and share it with the surrounding community would make her father proud. Our familyisandhasbeendeeplyintegratedintothecommunity.Weraisedourtwoyoungest daughtersinChicoandattendedBethelchurch.MyhusbandwasamemberoftheCollegeof Engineering,ComputerScience,andTechnologyAdvisoryBoard,amemberoftheCalifornia StateCollegesBoardofTrustees.Inaddition,heworkedwithseveralPresidentsofCSUC. BothGlenandIwereontheBoardofDirectorsoftheNaturalHistoryMuseum. OurMarmoreRd.communitywasanextremelyclose-knitcommunity. Itwascommonplace tohavepartiesanddinnersateachother’shomes.Weheldfundraisersforphilanthropic organizations. Ourchildrengrewuptogether.Thecommunityhostedababyshowerforus whenweadoptedourtwoyoungerdaughters.Thechildren“trickortreated’togetherfor manyyearsandhostednumerousHalloweenparties.Inaddition,wehostednumerousbirthday parties,openhouses,weddings,receptions,meetings,andbrunches. Wealsohostedour daughter’sweddingincluding150guests,myoldestdaughter’sweddingreceptionincluding th 100guests,aswellasyearlyweek-longholidaygatherings,4ofJulygatheringsandLabor Daygatheringsforupto50familymembers.Inaddition,ourgrandchildrenspentschool breaksandsummersinChico. TheToney legacy is anchored at 400 Marmore Road.Wewanttomemorializeourdeepties tothecommunityandourfamilymemories.Forhealthreasons,wemovedtothebayareabut thefamilywantstopreserveourlegacy.MyoldestdaughterNicoletalkedwithmeatlength aboutkeepingthehome.Sheandourson-in-law,CarlHickman,offeredtocaretakethe home.Bothofmytwoyoungestdaughtersandmygranddaughterwanttogetmarriedthere liketheirsisterandmom.WeusedtowatchmydaughterKali’sweddingvideo which inspired allofmychildrenandgranddaughtertowanttobemarriedatourfamily home.NicoleandIknewthiswasimportanttomydaughtersandgranddaughter. I would like to ask the Board of Supervisor members and specifically the members that are on various other decision making boards (such as LAFCO and the Groundwater Sustainable Agencies to consider environmental concerns and impacts for all proposed developments. As theCity of Oroville seeks to expand and annex into the County lands, the County must practice due diligence and oversight to represent and act in the best interest of County residents. Here are photos taken of Ruddy Creek at Biggs Ave on 0ct 24 2021 flowing through Thermalito. These pictures must go into the County records as new and current data as evidence to be included in any new proposed subdivisions and groundwater discussions and GSA drafts.The fact that Ruddy Creek is a living part of Butte County's Groundwater Dependent Ecosystem should not go unnoticed in the GSA reports, that are being drafted.. As far as the three GSA sub-basins, Ruddy Creek is located in the Wyandotte Groundwater Sub-Basin and that basin sits closest to the Feather River. Any and all development projects and annexations that are proposed to the County and or LAFCO or to the GSA boards and committees must have current EIR data and anything approved without that is negligent, mitigations are not the same. The recent approval of LAFCO to annex two parcels into the City of Oroville, without County oversight is concerning. The approved annexation and proposed project plans to develop a 97 unit subdivision and to discharge it's new subdivision run off waters into Ruddy Creek. This proposal is VERY alarming especially since Ruddy Creek sits in a FEMA floodplain. This will effect County residents, as more water into Ruddy Creek by the City of Oroville project will risk more flooding to County residents. The Board of Supervisors has the responsibility to represent the community it serves, not just those with the fattest wallet. Thank you for you time.
