Fiscal Impact: Personnel Impact: Action Requested: Administrative Office Review: Revised: December 2019 PO Box 4868 Chico, CA 95927 Curtis Johnson Building Department 7 County Center Drive Oroville, CA 95965 August 11, 2021 RE:WAIVER REQUEST PERMIT & INSPECTION FEES FOR EVERHART VILLAGE PERMIT # B21-1935 Dear Mr. Johnson This letter is to request a waiver of the County permit fees for the Everhart Village project, a planned shelter community for homeless people with severe mental illness. The fees in question amount to $6830.15. Waiver of these fees will assist CHAT to move forward with this project as quickly as possible, to the benefit of both the County and the City of Chico. According to the most recent official homeless census,the Point in Time Count of 2019, there were more than 2300 homeless individuals in our community,with over 900 of those being unsheltered; i.e., staying in places not fit for human habitation, such as vehicles, trailers, garages, or just outdoors in tents or on benches.Although Everhart Village is designed to shelter only 20 individuals at a time, these shelter residents will be some of the most challenging of the chronically homeless people living in our communities.These ‘villagers’ will be receiving intensive case management services while they are at Everhart, working with trained social workers, behavioral health workers, and student interns in training, to help ensure that they develop life skills and goals, and that they graduate to permanent housing placements and never return to homelessness. The Everhart Project will consist of 20 individual shelter units and a community building to provide common showers, laundry facilities, and cooking facilities. There will be round the clock security and hands-on management, and all residents will be Behavioral Health clients who have been hand-picked by Behavioral Health with an eye toward their long-term success in the program. The project is to be built at a site near the intersection of Cohasset Road and Rio Lindo Ave. The property is owned by the County, but is within the City limits of Chico. The City has agreed to the County having primary jurisdiction in terms of permits and inspections. The property is very close to many behavioral health services,so is an ideal location. CHAT already has entered into a Project Delivery and Operations agreement with the County for this project, opening the door to something the County has wanted to do on this property for some years. CHAT also has received a grant from Behavioral Health to help purchase some of the structures needed for the project. The major challenge of creating Everhart Village is the cost of bringing in infrastructure, since at present there is no water, sewer, or electricity on the site. This will be very expensive, and CHAT will be relying on grants and donations to raise the funds to make this much needed project possible. There is a great need for more services for our mentally ill homeless population, and CHAT is working hard to develop one part of the solution. Please help us bring the Everhart Village project to fruition by waiving the permit fees in the amount of $6830.15. Thank you.
