Construction of 12,500 sq.ft. building; truck scale and smaller scales for weighing recycling materials. Applicant wishes to abandon existing flowage easement across site and relocate drainage easements; existing stormwater pond to be reduced in size. Departments Comments Planning Land Use, Zoning, & Permitting  The metal recycling business could be approved under an Administrative Permit  Landscaping and Parking would be required in accordance with County Code  See attached Butte County Zoning Code -Article 8 Industrial Zones for maximum Floor Area Ratio (0.5), maximum height 50 feet and setback requirements. Plans will have to be designed per currents Codes at time of application. Depending on the occupancy, size, setbacks to property lines, fire walls or/and fire sprinklers may be required.  Office Trailer will require HUD Approval, and separate building permit and review.  Require stamped plans from a registered design professional/licensed architect For additional information regarding these requirements, please contact: Efrain Ruvalcaba, Assistant Building Official at (530) 552-3651 eruvalcaba@buttecounty.net Public Works  Public Works will review whether flowage easement across site may be abandoned and will review status of drainage easements across site as to whether relocation possible.  Improvement Standards applicable to Norflield Avneue (RS-1); construction of Norfield could be phased based upon amount of improvements on site.  Drainage – No increase in peak storm runoff is allowed with any additional development. You may either retain or detain stormwater and discharge runoff where it currently leaves the property. Work with your civil engineer.  Stormwater detention/retention - civil engineers can address  Disturbance over an acre will require a Stormwater Pollution Prevention Plan (SWPPP). Construction permit for drainage (through the state) – permanent stormwater practices (include as part of your plans as part of the design).  Make sure trucks can enter and exit the property safely.  Frontage improvements – need to determine if they are required (Public Works to follow-up)  Encroachment Permit for any new ingress/egress For additional information regarding these requirements, please contact: Feraidon Ataie, Land Development Associate Civil Engineer (530) 538-7266 fataie@buttecounty.net November 17, 2021 Butte County Economic Development Assistance Committee Meeting Notes Page 3 of 3 Environmental Health  Soil samples were undertaken in conjunction with prior withdrawn tentative map (TPM16-0010)  If drainage easements are relocated, they cannot impact useable wastewater area requirement.  Test wells are not anticipated.  Cal-Water infrastructure is 1,200 ft. away, very costly to serve, applicant likely to go with onsite well.  Please contact Environmental Health directly for their requirements for water (wells), wastewater (septic system and leachfield) and hazardous materials (if any)  Restroom facilities/Wastewater discharge – will need to determine For additional information regarding these requirements, please contact: Nikolay Ostrovskiy, Program Development Manager (530) 538-7281 – NOstrovskiy@buttecounty.net Butte County Fire/Cal Fire  Storage of hazardous materials or drain oil is proposed by the applicant to be stored onsite.  Storage over 12 feet is not proposed within buildings.  13,000 sq.ft building size would trigger indoor fire suppression sprinklers requirement. If the orchard is not pulled a maintenance agreement will be needed to ensure it does not harbor pests.
