The County is allowed to utilize its allocation to finance developments in incorporated jurisdictions within the County. The County’s RFP for projects closed October 5, 2021. The County received 10 project proposals. Six of the proposals are for development in Chico, three in Oroville, and one in Gridley. The County’s administrative consultant reviewed all the proposals and worked with County staff to determine if these projects should be recommended to HCD for funding. Two of the projects also applied to the City of Chico for CDBG-DR funds and will be fully funded by the City’s allocation. The County has recommended the remaining projects to HCD for a conditional commitment of funding. The projects target large families, seniors, and residents with special needs. If all projects are funded and developed, they will add nearly 500 housing units in Butte County. The next step in the process if for HCD to review the proposed development and provide a conditional commitment. This allows the developments to move forward with environmental assessments. We anticipate this step taking 45 days. The County has $3 million left in its allocation and is working to issue an RFP for a second round of funding. We anticipate publishing this early next year.
