Please find attached our quarterly report that briefly reviews the disaster recovery resource development efforts of the past three months. There is reason to celebrate. It has been a productive and profitable three months. The bottom line is that we have submitted funding requests for $194 million dollars, and to date, have been funded for nine projects totaling $64 million dollars. Over the past three months, 16 Notices of Interests were submitted for road repair, utility expansion, and new service centers. We are currently preparing another 10 Notices of Interest for an additional $90 million dollars in road repair and widening. These successes could not be accomplished with the partnership of Butte County leadership and staff. Thank you for your continued support and investment in Butte County recovery. Sherisse Sherisse Allen Program Development Manager Butte County Administration 25 County Center Drive, Suite 213, Oroville, CA 95965 T: 530.552.3339 | Butte County Resilience & Recovery Program & Resource Development Fall 2021 Update In July through September 2021, sixteen Notices of Interest (NOIs) were submitted for Community Development Block Grant – Disaster Recovery funds to support infrastructure impacted by the Camp Fire. The NOIs totaled $128,884,245 of funding for road repair ($10,146,012), integrated service centers ($70,150,233), and sewage facility upgrades ($48,588,000). These NOIs represent Round One of submissions. Round Two submissions are being prepared for an additional 10 NOIs totaling approximately $90,000,000 of road repairs. Full applications will be submitted by invitation from the California Housing and Community Development Department. Community Development Block Grant – Disaster Recovery - Infrastructure Concow Road Repair Concow Road sustained road damage due to emergency work performed during the Camp Fire. The fund request covers the local match for a FEMA grant to repair top surface damage to the road. Fund Request: $262,500 Communities: Concow and Yankee Hill Concow Road Restoration Concow Road requires full depth road restoration to return to its pre-Camp Fire condition. The section of road begins at the West side of Highway 70 and extends almost to Concow Reservoir, serving as a primary artery road to housing, a school, the public pool, the park, the community center and the fire station. Fund Request: $5,662,500 Communities: Concow and Yankee Hill Dark Canyon Road Restoration The structural integrity of Dark Canyon Road was destroyed by soil destabilization caused by Camp Fire high burn severity. The extreme storms of the winter following the fire reacted with the unstable soil, triggering a debris flow landslide that damaged the roadway, road embankment, and associated culverts. Funding would rebuild and stabilize the road and embankment. Fund Request: $328,812 Communities: East County Andover Road Restoration Andover Road sustained permanent damage to its surface and base as a result of Camp Fire recovery operations including debris hauling and use of heavy equipment. The road requires a full road depth restoration. Andover is a collector road in Magalia between the Skyway and a series of neighborhood streets. Fund Request: $936,000 Community: Magalia Sherisse Allen, Butte County Administration 530-552-3339 shallen@buttecounty.net Magalia Local Roads Repair The Magalia Local Roads Repair focuses on 47 local access roads in two neighborhoods that were damaged by emergency and debris removal trucks. Restoring these nearly seven miles of roadway with dig-out rehabilitation will support housing recovery of the 736 destroyed homes impacted in those neighborhoods. Fund Request: $1,728,000 Community: Magalia Magalia Collector Roads Repairs Rosewood Drive and Dogtown Road are two collector roads in Magalia that sustained permanent damage to their surface and base as a result of Camp Fire recovery operations including debris removal, tree hauling, and use of heavy equipment. The rehabilitation repair will cover over two miles of roads leading from the Skyway to neighborhood housing. Fund Request: $1,228,200 Community: Magalia Waste Water Sewage Treatment Plant Upgrade and Expansion The Camp Fire led to a massive redistribution of residents throughout the County, and as such, has impacted the infrastructure needs of receiving communities trying to adapt to a population increase that would normally take decades to achieve. Butte County submitted an NOI on behalf of the Sewerage Commission – Oroville Region (SC-OR) for an upgraded and expanded treatment plant to meet growing Oroville area needs. Fund Request: $45,044,000 Communities: Thermalito, Oroville, Kelly Ridge Ruddy Creek Pump Station Replacement The Ruddy Creek Pump Station is critical infrastructure that needs complete replacement to accommodate the housing recovery needs of Butte County after the Camp Fire. The current system has several significant shortfalls in operation that makes functionality under standard conditions a risk to the community, and needs to be replaced to accommodate population growth. Butte County submitted an NOI for the pump station replacement on behalf of SC-OR. Fund Request: $3,544,000 Community: Thermalito Butte County Community Services Center The Butte County Community Services Center is a one-stop service center in Paradise for residents on the Ridge. It will be a joint venture with the Department of Employment and Social Services (DESS), the Department of Behavioral Health (BCDBH), and community service providers to offer support services to residents as they financially and emotionally recover from the Camp Fire. Funds will be use to acquire a facility. Fund Request: $7,825,000 Communities: Paradise and Magalia Sherisse Allen, Butte County Administration 530-552-3339 shallen@buttecounty.net Oroville Integrated Behavioral Health Services The Camp Fire was an unprecedented disaster with an unprecedented impact on the trauma recovery and mental health needs of the growing communities surrounding the burn scar. In order to provide adequate services in a best practices model, BCDBH is seeking funding to build a facility that will provide integrated behavioral health services in the Oroville area. Fund Request: $18,804,608 Communities: Oroville, South Oroville, Thermalito, Palermo, Kelly Ridge Gridley Integrated Behavioral Health Services The immediate and ongoing impact of the Camp Fire constitutes a staggering need for mental health support. As the population shifts throughout the county, so does the need to bolster services in communities that have been significantly expanded. BCDBH will build a new integrated mental health facility in Gridley in order to provide the type and quantity of services that meets community demand. Fund Request: $6,197,200 Communities: Gridley and Biggs North County Homeless Navigation Center The pre Camp Fire housing crisis has been further exacerbated by losing 40% of the county housing stock in the fire. The demand for housing has significantly impacted the number of people experiencing homelessness, throughout the county. Butte County has the opportunity to establish a North County Homeless Navigation Center adjacent to DESS programs in Chico to support individuals and families without homes with services, and to find housing, when available. Fund Request: $1,525,000 Community: North County Resiliency Empowerment Support Team Facility Butte County is experiencing a dramatic increase in homelessness and trauma-related mental illness due to the Camp Fire, and BCDBH strives to expand services to meet these staggering needs. A multidisciplinary team has been established to address these needs in close proximity to adult services, crisis services, and the new Everhart temporary housing program. Funds are sought to remodel facility space for service provision. Fund Request: $4,812,500 Communities: Chico Chico Iversen Wellness Center The Camp Fire has been emotionally devastating to County residents, with long-term impacts on the mental health of many residents. The Chico Iversen Wellness Center is a unique and successful mental health delivery model with a variety of therapeutic modalities; most prominent, peer support. BCDBH has outgrown the current facility, and grant funds will allow the purchase and remodel of a larger facility. Fund Request: $8,025,000 Community: Chico Sherisse Allen, Butte County Administration 530-552-3339 shallen@buttecounty.net Stepping Stones Parent Child Treatment Facility The Camp Fire has impacted the mental wellness and coping strategies of County residents in many ways. Since the fire there has been a 480% increase in service demand for the Stepping Stones program that provide drug treatment for mothers. By supporting these mothers through recovery, children do not carry the burden of the trauma in their lives or into the next generation. This BCDBH program will seek funding to purchase and remodel a facility that better meets the needs of the participants. Fund Request: $5,595,000 Communities: North County Chico Youth Service Facility Trauma can change the trajectory of a child’s life. It is imperative that North County expand mental health services for youth after the devastation of the Camp Fire. Grant funds will allow the purchase and remodel of a facility for the exclusive mental health support of county youth.
