Bose, Secretary Federal Energy Regulatory Commission 888 First Street NE Washington, DC 20426 RE: Bucks Creek-Grizzly Hydroelectric Project, FERC No. 619 Recover Abandoned Historic-Era Steam Boiler from Lower Bucks Lakebed, Plumas County ENCLOSURES CONTAIN PRIVILEGED INFORMATION (CUI/PRIV) DO NOT RELEASE Dear Secretary Bose: Pacific Gas and Electric Company (PG&E) plans to recover an abandoned historic-era steam boiler from Lower Bucks Lakebed this fall. Lower Bucks Lake is Bucks Creek Hydroelectric Project, Federal Energy Regulatory Commission (FERC) Project No. 619. In support of Bucks Lake, reservoir levels were lowered, exposing a suspected historic-era boiler. This summer, PG&E performed an investigation and recorded the item (Enclosure 1). PG&E is working with the U.S. Forest Service (USFS) on the steam boiler removal and a future display plan. The USFS has taken the lead, and on September 25, 2020, initiated consultation as described in Section 110 of the National Historic Preservation Act with the California State Historic Preservation Officer (SHPO) on the Recover Abandoned Historic- Era Steam Boiler Project. Please find enclosed the SHPO concurrence letter dated October 9, 2020, which concurs with the recommendation that the steam boiler is not eligible for inclusion in the National Register of Historic Places (Enclosure 2). The plan for relocation is to have an excavator track in along the current Lower Bucks bypass route and contour down to the boiler (see attached project figure, Enclosure 3). No improvement to (blading/grading) nor deposition of fill material is proposed for the excavator access route as it will travel overland to the boiler location. The boiler is about 30% buried in sand, which will be hand excavated away by archaeologists. Once the Ms. Kimberly D. Bose, Secretary October 14, 2020 Page 2 boiler is exposed, the boiler will be lifted up out of the lakebed and tracked out to the adjacent upland and access road by rigging attached to the excavator bucket. In addition to the USFS consultation with SHPO, PG&E has consulted with the California Regional Water Quality Control Board, the U.S. Army Corps and the Plumas National Forest.
