RE: Employee Layoffs and the Fiscal Year 2020-21 Budget
As we begin to understand and address a multitude of
will be required layoffs triggered at different times in the process. Layoffs do not require Board of Supervisors
action, though they may be triggered by budget reductions, so the first round of layoffs will happen prior to
budget considerations by your Board.
The first set of layoffs will be in the Department of Child Support Services (DCSS), which are triggered by two
things: 1) the State issued allocation notices to all Child Support Services departments in the State, and the

notice to Butte County reflects a $545,000 reduction in funding effective July 1 and 2) San Joaquin County is
ending its contract with us for call center services. Unlike other County departments, DCSS has a known
reductions. DCSS is funded entirely with non-General Fund resources. Letters have been sent to four (4) DCSS
employees notifying them that that they are being laid off. In addition, the Recommended Budget includes
elimination of a number of vacant positon allocations to fill the revenue gap.
Moving forward, it is likely that I will recommend additional position allocation eliminations at Budget Hearings,
or later in the fall, as additional State or federal actions are taken. Eliminating positions is necessary when we
have to adjust staffing levels to match available resources and/or when operational changes make certain
positions no longer necessary. It takes Board action to eliminate position allocations, but it does not take Board
action to initiate layoffs. It is always difficult when layoffs are being considered, but necessary to right size our
organization to fit within available financial resources.
Human Resources is working with impacted DCSS employees to identify positions within the County that they
may be qualified to fill, and will provide that same service to any County employee whose position is identified
for reduction during these difficult budget times.
