Final budget decisions are being made in the next 72 hours. The Legislature and Governor's office need to hear directly from you. Call and text them to convey these important messages. 1. Thank Legislator for $1 Billion for Safety Net Services “Thank you for including $1 billion to help preserve the safety net services that counties administer on behalf of the state.” 2. Provide Local Examples of Safety Net Services “Without this funding, our county will be forced to decimate safety net services such as <<insert key local services that you care about here, such as core Public Health functions during the pandemic, responding to reports of child abuse and neglect, Children’s Behavioral Health Services, responding to elder abuse and neglect, public safety functions>>.” 3. Reinforce the Need to Fund Both 1991 and 2011 Realignment “Please ensure this safety net funding is spread equitably across both 1991 and 2011 realignments to help protect all services including public health, behavioral health, social services, and public safety.” 4. Ask that this Safety Net Funding Remain in the Final Budget Agreement “I understand the difficult decisions you’re facing in these unprecedented times and appreciate your help in doing everything you can to ensure this funding for safety net programs is included in the final budget agreement. Is there anything my county or CSAC can do to get you more information?” Thank you for your continued action on this important advocacy effort to protect safety net services! Stage 3 Reopening Guidance Released Today The California Department of Public Health (CDPH) released a raft of Stage 3 guidance today with a recommended effective date of June 12. The guidance listed below covers 11 sectors and outlines the requirements for reopening, some in all counties and some limited to variance counties only. A variance county may choose to move forward with any or all of the posted guidance based on local data and conditions. Sector Guidance Released Today: All guidance can be viewed here: https://covid19.ca.gov/roadmap-counties. We have included links to the specific guidance for each sector in the list below. Asterisks * indicate a sector that can only open in a county with a variance. Interim Guidance on Schools and School-Based Programs Restaurants, Bars and Wineries* Fitness centers and gyms (including pools)* Campgrounds, RV Parks, and Outdoor Recreation (including pools)* Hotels, Lodging, and Short Term Rentals (includes pools, however non-essential travel order remains in effect, see below)* Day Camps (excludes children’s active sport day camps and overnight camps) Card Rooms, Satellite Wagering Facilities, and Racetracks (specific guidance for tribal casino- based gaming)* Film, TV, and Music Production (must follow Office Workspace Guidance) Professional Sports Without a Live Audience (must follow Office Workspace and Retail Guidance) Family Entertainment Centers (includes bowling alleys, miniature golf, batting cages, and arcades)* Zoos, Museums, Galleries, and Aquariums* Secretary Ghaly indicated on a call with the CSAC Executive Committee this morning that guidance for the following areas has not yet been posted but is under development and will be forthcoming: Nail salons Youth active sports Overnight youth camps Playgrounds Weddings Ice rinks Roller rinks Movie theaters Laser tag and other spaces with different household groups in the same space Amusement parks Theme parks Other specific gatherings Please also note that this tranche of guidance may come at various times with various implementation dates as well. Secretary Ghaly also indicated that the state is considering modifications to the statewide order prohibiting nonessential travel and acknowledged that counties, businesses, and the public require more information and clarity about travel and freedom of movement. County Monitoring The state, via CDPH, also announced a comprehensive monitoring effort and will post each county’s COVID-19 data via a new public data portal. The portal, monitored and updated daily by CDPH staff, organizes counties into three rough categories: Active Data Monitoring (all counties) Targeted Engagement Counties Reinstitute County Measures Counties The state will monitor each county’s COVID-19 positivity rate, number of cases, hospitalizations, and ICU capacity, among other factors. If the data shows increasing cases or hospitalizations within a county, the state will move it to the Targeted Engagement list and engage and support the county to ensure resources are available to combat COVID-19. Counties with data that continues to trend in the wrong direction over a period of time – possibly 14 days – will be placed in the Reinstitute County Measures category, and the state will consult with the county regarding modifications to the county’s reopening process, oversight, resources, and attestation plan. 51 counties currently have variances; only the six Bay Area counties and Imperial County do not have variances and must follow the state in the Resilience Roadmap process. Statewide COVID-19 Cases and ICU Statistics Click for interactive chartClick for interactive chart CARES Act CDBG Funding for Non-Entitlement Counties Now Available The California Department of Housing and Community Development recently released the Notice of Funding Availability (NOFA) for approximately $18.7 million in new federal funds for the Community Development Block Grant Coronavirus Response Round 1 (CDBG-CV1). These funds are available pursuant to the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Funding is available on an allocation basis for eligible non-entitlement jurisdictions. Funds are intended to support communities impacted by the COVID-19 pandemic and may be used for the following types of assistance: Businesses and microenterprises / economic development Public services Acquisition of real property to be used for treatment or recovery of infectious diseases Medical and homeless facility improvements Applications must be submitted through HCD’s new online Grants Network, eCivis and will be accepted over-the-counter from June 8, 2020 through August 31, 2020. HCD will be hosting a webinar to provide guidance on preparing a CDBG-CV1 application and to discuss expectations in operating CDBG-CV1 funded activities. The webinar will be held on June 24, 2020 from 1:30 p.m. – 4:00 p.m. Registration is available online. For more information, please visit the CDBG webpage or email cdbg@hcd.ca.gov. Pandemic Recovery Resource Guide for Courts Released AJudicial Councilworkinggroup of23volunteerjudges and court executivesreleased a75-page resource guideto assist the state’strial courtswith their pandemic continuity of operations, while providing a safe environment for court users,staff, and justice partners (full press release). Developed by thePandemic Continuity of Operations Working Group,the guideaddressesmore than 200questions andtopicsidentified by the working groupandcontainsarange ofresourcesto addresschallengesrelated tofacilities, personnel, jury management, casemanagement andprocessing, and communications.In addition to the resource guide, the council’s facility modification committee agreed to designate $5 million in statewide maintenance funds to reimburse courts fortemporary safe distancing measures related tocourthouse operationsduring the COVID-19 pandemic. Theguide and facility modification funding are just two resourcesamongaslate of emergency orders and rulesapproved by Chief Justice Cantil-Sakauye or the Judicial Council of California in recent weeks in response to the COVID-19 pandemic.
