Revised California Senate Schedule
The Senate has released a revised schedule, which indicates they still plan to return Monday, July 27.
However, they will not begin committee hearings until Wednesday, July 19. You may view therevised

League of California Cities
The California League of Cities has released a list of priority bills that remain active in the legislature,
view here.
Senate GOP/White House COVID-19 Assistance Package
There is a rumored outline of the next federal relief package; you may view it here. Obviously, things are
fluid in D.C. Below are points regarding state/local government assistance:
o No additional funds for state/local governments (document says there is expectation funds will
be added in negotiations with Democrats)
o CARES Act funds can be used to make up lost revenues
15% of CARES Act funds must be passed through to local governments. CARES Act suggests 45%
- but under this proposal, 15% would now be enforceable
o Funds cannot be used for pensions/retirement benefits
o Funds cannot be used to replenish a state or local rainy-day fund
o States may not impose any restrictions on the use of CARES Act funds by their local
governments other than those set in CARES Act and associated Treasury guidance.
