RE: State of California 2018 CDBG-DR Action Plan

Valley Contractors Exchange supports the State of California’s proposed Action Plan for Disaster
Recovery from the 2017/2018 wildfires. We appreciate the study recognized and confirms the
devastating loss suffered in Butte County as a result of the Camp Fire and the need to provide funds to
reconstruct homes, infrastructure and encourage economic development to support our recovery.
Valley Contractors Exchange isa non-profit construction association inButte County. Our membership
is comprised of both Union and Merit based companiesin the North Valley, the majority of which are
Merit shops due to the rural nature of our community. We strongly support an open and transparent
bid process per the Public Contract Code. We do not support any effort to give a bid advantage to
either one of these groups. Unions may try to sell Project Labor Agreements and/or Skilled and Trained
Workforce as a means to deliver CBDG-DR projects. Projects built under these requirements rarely
deliver and only serve to provide a distinct bid advantage to Union based companies. This practice is
discriminatory to our local Merit companies and would create a workforce unrepresentative of our
local population. We urge that during the competitive bid process for these funds, no such agreements
are considered.
