Elementary School Waiver Urgently Needed Dear Chico Unified School Board, We the undersigned, recognizing the unprecedented strain being placed on local students, families, commerce, government and non-profit care organizations by school closures in response to the Covid-19 pandemic, urgently ask the Board to direct District Staff to the District to open some or all of its 12 elementary campuses for in-person learning. As you know, this all-important mechanism for utilizing untold hundreds of millions of dollars in infrastructure and staff for their intended purpose education and nurturing was first applications are now pouring in from districts and schools statewide, as well as right here in Butte County. All schools should be reopened for in-person instruction as soon as is reasonably possible. The American Academy of Pediatrics, Harvard Medical School, the Centers for Disease Control and UN Secretary General Antonio Guterres and many others agree, and have pointed to the serious harms associated with children being out of school. These include learning loss, harm to social and emotional skills, harm to friendships and feelings of isolation, reduced access to emotional support systems, increased sexual activity, depression and suicidal thoughts, increased social anxiety, harms that may exist in the home (neglect or abuse), decreased healthy physical activity, hunger, and many other negative impacts. We do not agree with an earlier suggestion by Chico Unified to delay a waiver application pending a series of potentially endless meetings and consultations at individual school sites. Aside from being impractical few of us are available for meetings at present we see this as a delay tactic that puts an undue burden on stressed-out families to advocate for something they should have a right to choose. Leadership should always come from the top down, and it is the responsibility of the existing board to put students first. Working families need a lifeline of help for the schooling and care of our children, who have recently endured so many disruptions over the past few years. We strongly urge you to move swiftly and immediately apply for an Elementary School Waiver.
