Newsom Administration - Resources / Mutual Aid / Executive Orders
Today, Governor Newsom announced the Blueprint for a Safer Economy, a statewide, stringent and slow plan
for living with COVID-19 for the long haul. The plan imposes risk-based criteria on tightening and loosening
COVID-19 allowable activities and expands the length of time between changes to assess how any movement

Evictions
The legislation on evictions and foreclosures relative to the pandemic has been put into AB 3308 (Chiu)
Tenancy: rental payment default: mortgage forbearance: state of emergency: COVID-19. This is the deal that
the Governor eluded to during his noon press conference today. The measure cannot be amended after
midnight today and still be eligible for a vote on Monday, so you should assume this is the final version of this

SB 793 (Hill) Flavored Tobacco Products
Today, Governor Newsom signed SB 793 (Hill), prohibiting the retail sale of flavored tobacco products to
address an unprecedented surge in youth nicotine consumption. View here.
California State Legislature
The Senate is scheduled to hold a floor session tomorrow at 10 a.m.
The Senate Budget Committee is tentatively set for tomorrow upon adjournment of floor session per an
announcement made by Chairwoman Mitchell. You may view the agenda and bill analyses here.
Both Houses are scheduled to hold floor session on Sunday, August 30.
The Assembly Budget Process, Oversight & Program Evaluation Committee is scheduled to meet Sunday to
