RE: Appointments to the Housing Authority of the County of Butte
Over the past few months, the Clerk of the Board received a total of seven applications for the two currently vacant
Tenant Commissioner positions on the Housing Authority of the County of Butte Board of Directors.
The following applicants are eligible for the Tenant Commissioner position:

Theresa Ayers
Chairmain Riggs
John Manganiello
Janet Ward
Bernadine Wiggley
Of the seven applicants, only two are eligible for the Tenant Commissioner over the age of 62:

At this time it is recommended that the Board of Supervisors appoint one individual to each of the vacant Tenant
Commissioner positions, with a term ending August 25, 2022.

I moved to Butte County from the Bay Area and have been a resident since 1978. My experience here includes
working with various groups organizing against the presence of racist hate groups (KKK, National Social White
Peoples' Party) in Butte and surrounding communities. As an employee of Legal Services of Northern California
in the 80s, I was appointed as its representative on Governor Browns Council on Racial Relations; worked to
assist with, and facilitate the SAWS amnesty program for illegal immigrants; part of a support team dedicated to
bringing public transportation to Butte County, and; provided legal information and assistance outreach to the
communities of Oroville, Chico, and Paradise. I have also performed volunteer work for many non-profit, public
benefit agencies over the years (Community Action Agency, KZFR and others).
