Good afternoon district supervisors,
I'm writing in response to public health and want to strongly encourage fair play
regarding impositions regarding mandates that are disregarding people's healthy
choice for medical freedom.
I've attached a document to explain how to secure a site in Butte County that will
conduct saliva (spit in tube/vile) testing as an alternative. When I worked for the
county, Teamsters suggested they were in collaborations to employ this option for
workers. Though, i no longer work with the county, i'm a native Chico constituent,
who values their medical choice and spiritual liberty and still contributes taxpayer
dollars to your paycheck.
Since the endemic nature of covid isn't going anywhere, please, do what is necessary
to create an alternative testing site.
Warm Regards,
~Keith Husband, BSW

Free COVID-19 Saliva Testingin Every California County
October 25, 2021
Dear County Public Health Director and Board of Supervisors,
Mandates for COVID-19 testing have made testing essential to achieve normal life. Testing is now a condition
of employment, being allowed in schools or on college campuses, entry to certain buildings, events, etc.
Considering the importance of testing in the state’s efforts to prevent the spread of the virus, A Voice for
Choice Advocacy requests there be at least one free testing site that offers saliva testing in your county.
Saliva tests allow a patient to spit into a tube rather than get their nose and/or throat swabbed. As a result,
1
saliva tests are non-invasive, quick and safe, and therefore easier for many people, especially children and
those with disabilities or medical conditions, to tolerate. They also offer an alternative for those with sincere
religious beliefs. The sensitivity and accuracy of FDA Emergency Use Authorized COVID-19 saliva tests are
comparable to the nasal or oral swab COVID-19 tests.
Some disabilities inhibit a student’s ability to safely receive PCR tests, due to behavior concerns,
2
sensory disorders, etc.
Some medical conditions, such as a nasal deformity, nasal surgery or facial trauma, prevent a person
from receiving a swab COVID-19 test.
Invasive COVID-19 tests violate some religious observances.
Labs or sites accessible to the public that offer COVID-19 saliva tests are few and far between and individual
3
, often making them unattainable for those who have no other option.
COVID-19 saliva tests are expensive
When purchased in bulk, COVID-19 saliva tests are no more expensive than nasal or oral swabs. It is your
responsibility to ensure every Californian, including those with medical conditions, disabilities and religious
objections, who needs a COVID test gets one at no cost to the individual. No Californian should be
marginalized or discriminated against because they are unable to receive a COVID-19 test.
Considering the foregoing, A Voice for Choice Advocacy asks you to ensure COVID-19 saliva tests are offered
at at least one free testing site in your county, or made available through another location where individuals
can use their insurance, including Medi-Cal, to cover the cost.
A Voice for Choice Advocacy is creating a state-wide list of free COVID-19 saliva testing sites to share with
those not able to test otherwise, so please notify us at info@avoiceforchoiceadvocacy.orgwith any COVID-19
saliva testing resources you are aware of in your county.
Sincerely,
Christina Hildebrand,
President, A Voice for Choice Advocacy, Inc.
