It always amazes me at the end of the year how much has been accomplished. With all the challenges that we have faced in recent years, the DDS staff continues to lean into the situation to bring innovation and dedication to the Butte County community. In addition to the numbers displayed in the attachment, below is a summary of this fantastic work effort: January General Plan Update kickoff meeting CAV Report meeting with Public Works, Department of Water Resources and FEMA Nitrate meeting with Environmental Health to address community needs STAKE program implementation North Complex fire rebuild – first rebuild permit submitted February REAP Grant awarded NEPA policy draft (for CDBG-DR MF) First Camp Fire Admin Permit for dry camping received Climate Action Plan Workshop Updated Department EIR procedures Old Durham Wood – Use Permit amendment approval at Planning Commission March Assisted with moving Tree abatement forward with inspection warrants for Camp Fire and 10- day notices for North Complex Fire Started up the homeless and housing task force Fence for Stirling City Burned Building (first time County has established safety fencing on an abatement case) Provided a presentation on GP 2040 update to Planning Commission Transmitted both the Housing Element APR and General Plan APR to the State ahead of schedule (by April 1) and confirmed receipt (and accepted by BOS on Mar 23) IS/MND completed with new VMT analysis for a TSM in Chico area April Coordination with Fire on Chapter 38a and MOU Fire Safe Council CEQA MOU Parrot/Phealan Diversion CEQA document released Transition staff back into DDS building in Orange Status DDS RFP review for TRAKiT replacement North Chico Specific Plan Village Vision Plan to the Planning Commission with a recommendation to the Board Durham Wood Appeal acted upon by Board 5-0 vote to uphold the PC’s approval Agricultural Buffer Unusual Circumstance Exception Request Direction Completed ALL Planning Division forms and applications updated with needed revisions/edits AND posted online Participation in Supervisor Connelly’s North Complex Town Hall meeting Building Safety Month Resolution and launch of new expired permits policy/amnesty May Developed approach for VMT analysis and thresholds under SB 743 Held Upper Ridge Community Plan Workshop #2 Preapplication for Utility Scale Solar Facility on the Roney Ranch north of Chico/Tehema County Discussion with Town of Paradise regarding LDOBRD for Camp Fire recovery within the Town Sphere of Influence 50 District Center clean-up First Hybrid – WebEx/In-Person PC meeting held on May 20 (with over 50 call-in members of the public) Oroville Heights Apartments issued. First large multi-family project permitted in the County in decades North Chico Village Vision plan at the Board. New cubicles installed for Code Enforcement workstations Participated in Stirling City Town hall meeting Paradise Alliance Church Community Education booth Butte College partnership up and running for IS team with job shadow participants Planning Commission hybrid meeting held, first time on site and online Upper Ridge Community Plan in-person Workshop #4 (Open House) where participants completed and submitted workbooks on the plan; also made available online Posted Setting and Trends Report online for GP 2040 Climate Action Plan presentation to the Upper Ridge Community Counsel Chapter 53 Updates approved by the Board for LDOBRD within Paradise SOI. Re-Build Advocate provided re-build permit training session to North Valley Catholic Social Services Presentation to the Chico Realtors Board Installed & tested new conference room AV system Discussed Urgency Ordinance and recovery issues with Senior Planner Efren Sanchez from El Dorado County Permit Coordination meeting with DDS and General Services September Draft Flood Ordinance review meeting Oroville City Elementary School District fire mitigation meeting Started functioning in the Trello application for current and advance planning project management Received draft Climate Action Plan from PlaceWorks for review Met with Cal-Fire and provided guidance for ADUs/setbacks/fire sprinkler standards Rebuild Advocate met with staff at Magalia Community Center to provide information on rebuilding and available resources AVA State Controllers report FY 20-21 completed and submitted Construction Stormwater Training – All Building Inspectors General Plan Update Workshop #2 Attended Upper Ridge Community Council Chapter 53 updates October Held General Plan 2040 Evening Workshop on Zoom w PlaceWorks on Environmental Justice and Housing Participated in WHI Best Practices interview with communitywildfire.org Provided presentation to Water Commission on Water Resources Element and GP 2040 Update Participated in meeting and provided direction concerning the use of Air Curtain burners at Camp Okizu with CalOES and CAO Insurance funds & collections reports built for Camp Fire recovery group Signed the Notice of Exemption for the Fire Safe Council Mt. Ida Fuels Reduction project.
