The Board of Supervisors expects members of the public to act in a courteous, civil, and respectful manner. Individuals who address the Board shall not make personal, impertinent, slanderous, or profane remarks to any member of the Board, staff, or general public. The Board of Supervisors will not tolerate loud, threatening, personal or abusive language, or disorderly conduct which disrupts, disturbs, or otherwise impedes the orderly conduct of Board meetings. Violation of these rules of decorum will result in the meeting being recessed. 2. CORRECTIONS AND/OR CHANGES TO THE AGENDA. 3. REGULAR AGENDA 3.01 Butte County 2021 Redistricting Draft Maps — Every ten years following the federal census, the boundaries of the supervisory districts of the County must be adjusted so that the districts are similar in population. Redistricting Partners, the consultants hired to manage the 2021 redistricting process in Butte County, have publicly presented at multiple Board of Supervisor's meetings. During the November 22, 2021 Special Board meeting, the consultants returned to present two maps: one revised draft district map identified as A6, derived from consultant draft maps A3 and A4, and reviewed for consistency with requirements of the Fair Maps Act, and map #69836, which was introduced by Supervisor Teeter and discussed at the November 9, 2021 Board meeting. At the conclusion of the meeting, a number of actions were taken by the Board with one of the actions being direction given to the consultant to create new maps. The Board used a motion and vote to take this action instead of simply providing direction to staff, which would have been a cleaner action. While staff does not believe this to be a de facto Brown Act violation, out of a desire to be as transparent as possible, the action is being agendized —ACTION REQUESTED — 1) RESCIND THE FOLLOWING ACTION WHICH WAS TAKEN DURING THE NOVEMBER 22, 2021 BOARD MEETING: THAT THE CONSULTANT RETURN AT A FUTURE MEETING, WITH MAPS THAT CONTAIN THE FOLLOWING CONDITIONS: TWO VALLEY DISTRICTS Page 1 BUTTE COUNTY BOARD OF SUPERVISORS AGENDA - NOVEMBER 22, 2021 (A NORTH AND A SOUTH), A CITY SPLIT IN CHICO THAT INCLUDES THE SCHOOL DISTRICT LINES, A SPLIT IN OROVILLE THAT UTILIZES THE FEATHER RIVER, THAT FOREST RANCH AND COHASSET STAY TOGETHER, COHASSET AND FOREST RANCH MAY OR MAY NOT BE IN THE SAME DISTRICT AS THE TOWN OF PARADISE, NORTH OF THE CITY OF OROVILLE/FEATHER RIVER SHALL BE INCLUDED IN THE TOWN OF PARADISE DISTRICT, AND CONSIDER PUBLIC COMMENT THAT HAS BEEN RECEIVED (INCLUDING NOT DIVIDING UP MECHOOPDA), CHICO MAY BE DIVIDED INTO 4 DISTRICTS, OROVILLE MAY BE DIVIDED INTO 3 DISTRICTS, AND THE DISTRICT THAT THE TOWN OF PARADISE RESIDES IN MAY BE UNDERPOPULATED SIMILAR TO WHAT HAS BEEN CONSIDERED PREVIOUSLY; AND 2) DIRECT THE CONSULTANT TO RETURN AT A FUTURE MEETING, WITH MAPS THAT CONTAIN THE FOLLOWING CONDITIONS: TWO VALLEY DISTRICTS (A NORTH AND A SOUTH), A CITY SPLIT IN CHICO THAT INCLUDES THE SCHOOL DISTRICT LINES, A SPLIT IN OROVILLE THAT UTILIZES THE FEATHER RIVER, THAT FOREST RANCH AND COHASSET STAYTOGETHER, COHASSET AND FOREST RANCH MAY OR MAY NOT BE IN THE SAME DISTRICT AS THE TOWN OF PARADISE, NORTH OF THE CITY OF OROVILLE/FEATHER RIVER SHALL BE INCLUDED IN THE TOWN OF PARADISE DISTRICT, CONSIDER PUBLIC COMMENT THAT HAS BEEN RECEIVED (INCLUDING NOT DIVIDING UP MECHOOPDA), CHICO MAY BE DIVIDED INTO 4 DISTRICTS, OROVILLE MAY BE DIVIDED INTO 3 DISTRICTS, AND THE DISTRICT THAT THE TOWN OF PARADISE RESIDES IN MAY BE UNDERPOPULATED SIMILAR TO WHAT HAS BEEN CONSIDERED PREVIOUSLY. Meetings start at 9:00 a.m. and are Diane Brown held in the Board of Supervisors Chambers, County Administration Building, 25 County Center Drive, Oroville. At Auditor-Controller*: the end of each year the Board adopts a meeting schedule for the upcoming year. Meeting dates can be changed Graciela Gutierrez as a result of holidays or other events so please check the meeting calendar to be certain. Copies of the adopted meeting calendar for the year are available in the County Administrative Office or on the Clerk of the Board Behavioral Health: website page. Scott Kennelly Chief Administrative Agenda Information: Officer: The agenda for every meeting of the Board is posted in front of the County Administration Building at least 72 Andy Pickett hours before each meeting, and is available by mail subscription, e-mail subscription, or at the Clerk of the Board Chief Probation Officer: website. A copy of the agenda and supporting materials provided to the Board of Supervisors members to Wayne Barley explain each agenda item (excluding documents that are not a public record within the meaning of the Public Records Act) are available for your review at the County Administrative Office, the Chico, Oroville, and Paradise Child Support Services: libraries (please do not remove items from these files), and at the Clerk of the Board website. Copies of Sean Farrell supporting materials can be made for you at a charge to cover costs. The list of communications included with Clerk-Recorder/ the agenda packages is not comprehensive. Bruce Alpert Agenda Format and Meeting Order: Development Services: Paula Daneluk The agenda is usually organized into the following areas and meetings generally proceed in the following order: 1. Public Comment: this is the area of the agenda where members of the audience may address the Board on any District Attorney*: matter not listed on the agenda. The Board, by law, cannot take action on any matter not listed on the agenda, Mike Ramsey but may respond to statements or questions and provide staff direction. Employment & Social 2. Consent Agenda: These items are considered routine and are handled by one motion and vote of the Board. If Services: you wish to discuss any item on the Consent Agenda you can either fill out a speaker card (located in the back of Shelby Boston the board room) and give it to the Clerk of the Board (sitting to the right of the Board) or, when the Chair asks if Fire Chief: there is anything anyone would like to remove from the Consent Agenda, stand and approach the podium and John Messina request the item be removed. The removed items are discussed at the end of the Regular Agenda. 3. Regular Agenda: this is where presentations to the Board and items that require full discussion are heard. Items General Services: removed from the Consent Agenda are discussed under this section. Grant Hunsicker 4. Public Hearing and Timed Items: this is where items that are required by law to be heard as a public hearing are Human Resources: set. This is the section where appeals before the Board are usually discussed. Hearings may start after the time Sheri Waters listed, but will never start before the time listed. Information Systems: 5. Closed Session: The Board is authorized, by law, to meet in a closed session in certain circumstances. This area Dino Cabal of the agenda identifies those items that will be discussed during the closed session. Library: Public Participation: Narinder Sufi It is the policy of the Board of Supervisors, and a requirement of the California Open Meetings Law, to allow Public Health: members of the public the opportunity to comment on all matters before the Board. Public participation is limited Danette York to matters within the subject matter jurisdiction of the Board pursuant to Government Code Section 54954.3. Public Works: The Board has adopted policy and procedures to facilitate the meeting process and conduct.
