The Board of Supervisors welcomes the public to its meetings and encourages and appreciates public
engagement. The Board of Supervisors expects members of the public to act in a courteous, civil, and
respectful manner. Individuals who address the Board shall not make personal, impertinent, slanderous,
or profane remarks to any member of the Board, staff, or general public. The Board of Supervisors will
not tolerate loud, threatening, personal or abusive language, or disorderly conduct which disrupts,
disturbs, or otherwise impedes the orderly conduct of Board meetings. Violation of these rules of decorum
will result in the meeting being recessed.
2. CORRECTIONS AND/OR CHANGES TO THE AGENDA.
3. REGULAR AGENDA
3.01 Butte County 2021 Redistricting Draft Maps — Every ten years following the federal census, the
boundaries of the supervisory districts of the County must be adjusted so that the districts are
similar in population. Redistricting Partners, the consultants hired to manage the 2021
redistricting process in Butte County, have publicly presented at multiple Board of Supervisor's
meetings. During the November 22, 2021 Special Board meeting, the consultants returned to
present two maps: one revised draft district map identified as A6, derived from consultant draft
maps A3 and A4, and reviewed for consistency with requirements of the Fair Maps Act, and map
#69836, which was introduced by Supervisor Teeter and discussed at the November 9, 2021
Board meeting. At the conclusion of the meeting, a number of actions were taken by the Board
with one of the actions being direction given to the consultant to create new maps. The Board
used a motion and vote to take this action instead of simply providing direction to staff, which
would have been a cleaner action. While staff does not believe this to be a de facto Brown Act
violation, out of a desire to be as transparent as possible, the action is being agendized —ACTION
REQUESTED — 1) RESCIND THE FOLLOWING ACTION WHICH WAS TAKEN DURING THE
NOVEMBER 22, 2021 BOARD MEETING: THAT THE CONSULTANT RETURN AT A FUTURE
MEETING, WITH MAPS THAT CONTAIN THE FOLLOWING CONDITIONS: TWO VALLEY DISTRICTS

Public Comment: this is the area of the agenda where members of the audience may address the Board on any

Consent Agenda: These items are considered routine and are handled by one motion and vote of the Board. If
