Motion: Appoint Tammy Flicker to the Planning Commission, as the district 1 commissioner, with a term ending January 6, 2025. Board Member / Committee Reports and Board Member Comments (Pursuant to California State law, the Board is prohibited from taking action on any item not listed on the agenda) Supervisor Lucero reported her attendance at the following: Constituent Meetings, GSA Meeting, Tour of Feather Falls w/ Forest Service to go over land clean up and recovery efforts, COC meeting, Legislative Committee meeting, Drought Task Force Meeting, Behavioral Health meeting, NACO meeting. Supervisor Lucero requested hazard mitigation funding sources, and USDA planning grant to be agendized on the June 08, 2021 meeting, Supervisor Kimmelshue supported this idea, along with Supervisor Connelly. Supervisor Ritter reported on her attendance at the following: Peace Officer Memorials Service Road Race, Opioid Safety Coalition meeting, Forest Ranch Fire Safety Council meeting, Behavioral Health Advisory Committee meeting, First 5 planning meeting, and the Welcome Brunch in Forest Ranch over the previous weekend. Page 4 BUTTE COUNTY BOARD OF SUPERVISORS AGENDA - MAY 25, 2021 5.02 Update of Budget, Legislative, and Other Current Issues by the Chief Administrative Officer Andy Pickett, Chief Administrative Officer introduced Brian Ring, Assistant Chief Administrative Officer, who provided a report requesting for a letter of support to advocate for 30 million dollars in funds to be included in the federal infrastructure package to aide in health and restoration in forest and headwaters. Motion: Approve letter of support authorizing the creation of advocate for 30 million dollars in funds to be included in the federal infrastructure package. (motion: Lucero; second: Kimmelshue) Vote: Motion passed unanimously Ayes: Supervisors Lucero, Ritter, Kimmelshue, Teeter, and Chair Connelly Nays: none A. COVID-19 Update by the Public Health Director Danette York, Public Health Director, provided an update on COVID-19. The following members of the public submitted public comment: Diana Dreiss, Michael Raphael (electronic), Jenna Duckhorn (electronic), Cynthia Pendery (electronic), Catherine Posey (electronic), and Cheryl Downey (electronic). B. North Complex Fire Update Anna Loughman, Assistant Director of Employment and Social Services, provided an update on debris removal efforts surrounding the North Complex Fire. 5.03 Community Cost Share Fund Authority and Capital Asset for the Training Tower at the Fire Department Training Facility Fire John Messina, Fire Chief, provided a presentation for the Board. Motion: Authorize the use of community cost share funds to purchase and install a training tower, and approve capital asset purchase (motion: Lucero; second: Kimmelshue) Vote: Motion passed unanimously Ayes: Supervisors Lucero, Ritter, Kimmelshue, Teeter, and Chair Connelly Nays: none The following member(s) of the public submitted public comment on this item: Robert Anderson Page 5 BUTTE COUNTY BOARD OF SUPERVISORS AGENDA - MAY 25, 2021 5.04 Information on Exploratory Wells and the Code Enforcement Process Public Health Danette York, Director of Public Health provided a report for the Board on the current status of exploratory wells and the code enforcement process. Motion: Eliminate the exploratory well program and offer customers the option to drill an exploratory borehole for determining water availability (must be destroyed same day), or to drill a well and go through the parcel clearance process (motion: Lucero; second: Kimmelshue) Vote: Motion passed 3 - 2 Ayes: Supervisors Lucero, Ritter, Kimmelshue, Nays: Supervisor teeter, and Chair Connelly No public comment was submitted for this item. 5.05 Contract with Knife River Construction for Midway Road Rehabilitation Public Works Radley Ott, Assistant Director of the Department of Public Works provided a report for the Board. Direction was provided to staff to provide full cost of project to see if it impacts the roundabout being installed, They would like staff to find out how wide the roads will be and where they will be located. It is requested that low density housing be placed near other neighborhoods, and whether a trail system will be implemented for walking along the levees.
