WHEREAS, the Board of Supervisors established the Butte County Master Fee Schedule by Resolution can March 24„
2009 and has amended the Fee Schedule over time; and
WHEREAS, pursuant to the provisions of the California Constitution and the laws of the State of California, the County
of Butte is authorized to adopt and implement fees for services, provided however, that such fees do not exceed the
estimated reasonable cost of providing such service; and.
WHEREAS, the County strives to increase and maintain clarity, consistency, and transparency of the fee process; and
WHEREAS, County Code section 3-331 allows periodic adjustments to user fees based on an increase in the cost of
providing services; and
WHEREAS, pursuant to County Code section 3-331 an increase in the cost of providing services for userfees is calculated
by the net percentage increase in the Employment Cost Index (ECI) (Not Seasonally Adjusted, Total Compensation, State and
Local Government, Index Number, All Workers) as published by the United States Department of Labor, Bureau of Labor
Statistics; and
WHEREAS, on November 10, 20'20 the Board of Supervisors approved a resolution amending the Master Fee Schedule
based on the net percentage increase in the ECI through the second quarter of 20'20; and
WHEREAS, the ECU in the second quarter of 2020 was 142.9 and the ECI in the second quarter of 2021.was 145.8, with
a net percentage increase of 2.03°✓; and
WHEREAS, the Assessor's Office, Clerk -Recorder's Office, Department of Information Systems, County Library,
Probation Department, Department of Public Health, Sheriff's Office, and Treasurer -Tax Collector's Office requests to apply the
ECI increase of 2.03% to fees in their fee schedules; and
WHEREAS, pursuant to County Code section 3-331, a fee mandated by another jurisdiction will be automatically
adjusted) to reflect the adjustments made to the fee by the other jurisdiction; and
WHEREAS, the Clerk -Recorder's office is applying State mandated fee increases to five Vital Records fees in their fee
schedule pursuant to Assembly Bill (AB) 128 effective January 1, 2022; and
WHEREAS, the Probation Department is removing 17 fees in their fee schedule pursuant to AB 1869, which repealed
the authority to collect criminal fees effective July 1, 2021, and Senate Bill (SB) 190, which repealed the authority to collect
juvenile related fees effective January 1, 20'18, and is applying changes for the purpose of general cleanup of fees to their fee
schedule.; and
WHEREAS, the Sheriff's Office is removing four fees in their fee schedule pursuant to AB 1869, which repealed the
authority to collect criminal fees effective July 1, 2021, and is applying changes for the purpose of general cleanup of fees to
their fee schedule; and
WHEREAS, the Probation Department and Sheriff's Office have discontinued charging fees in accordance with the
effective dates of AB 1869 and SB 190; and
WHEREAS, non -land use fees become effective no sooner than 30 days after the date of adoption, and
WHEREAS, a public hearing was noticed ten days prior to the date of this Resolution to allow consideration of the
proposed fee adjustments prior to adoption of this Resolution.
NO'1,111', THEREFORE, BE IT RESOLVER that the Butte County Board of Supervisors hereby adopt fees as delineated in
Exhibit A and amends the Butte County Master Fee Schedule to reflect the changes; and
vote
BE IT FURTHER RESOLVED all fee adjustments shall become effective January 1, 2022.

Title X Family Planning is set forth in the Code of Federal Regulations (CFR) Title 42 --> Chapter I --> Subchapter
D --> Part 59 - Grants for Family Planning Services. Fees for family planning services are billed to Medi -Cal or Family
PACT, which fund services for eligible clients. Private pay clients will be charged the same fees for family planning
services, and may be eligible for a sliding fee scale or a fee waiver reduction for family planning services. Fees are
determined by the type of visit plus charges for any specific service, test or medication.
Sliding Fee Scale and Fee Waivers for Family Planning Services: A sliding fee scale is used to determine a
schedule of discounts available for private pay clients with family incomes at or below 250% of the Federal Poverty Level
(FPL). The sliding fee scale waives fees for private pay clients with incomes at or below 1010% of the FPL. Fees may be
waived for private pay clients with family incomes above 1010% of the FPL, as determined by the Director of Public
