HomeMy WebLinkAbout21-170UPON RETIREMENT FROM BUTTE COUNTY Resolution No. 21-17Q WHEREAS, Pete CaUarco, Assistant Director, Department mfDevelopment Services announced his retirement effective December 30, 2021; and WHEREAS, Pete has worked in the City of Galtforfour years, Yuba County twice for eleven years, and Butte County sixteen years for a total career of thirty one years in government service; and WHEREAS, Pete brought his management expertise and experience to a variety of complex land use programs and projects in his tenure at Butte County, including: Participation and guidance in the General Plan 2030 Update and 2om|mg Ordinance Update from, 2006 to 2012 vvbema Pete attended nnmmy community meetings, Citizen Advisory Committee meetings, and other critical meetings and workshops too numerous tolist; and Service onthe Land Conservation Act (Williamson Act) Committee aind overseeing the processing and approval of numerous VVUU[annson Act Contracts to the benefit of the agricultural community within Butte County and providing guidance in general for the Williamson Act program, resolving many complex land use issues relating to the administration ofthe Williamson Act inButte County; and Guiding the County's Surface Mining and Reclamation Act (SMARA) Program, which oversees the reclamation of mim|ngoperations throughout the County, and providing guidance for the Mining Program, which permits mines and ensures that mines uphold the requirements of state and County rules and regulations to the benefit of the industry and citizens mfButte County; and Providing project management for several complex land use applications through, their initiation and ultimate approval, inc�|uding: the Rio, D Oro Specific Plan, the Whisper Ridge Golf Resort; and the Paradise Summit Subdivision;� and, Oversight and participation in the Buitte County Sustainable Agricultural Lands Conservation Plan and grant which involved the development of best management practices in sustainability for major fanning types, including cropland, rangeland, and grazing land; and Oversight and participation, in the ()rmvUka Urban Green Plan and grant, which, serves as a master document guiding and coordinating greening projects in the Oroville urban area; and Leading the Department of Development Services User's Group for many years, which helped to build a bridge between those who regularly use the Department's services and its regulatory role. This resulted in enhancement to customer service, education of both the Department's users and staff, and the opening of clear and transparent lines ofcommunication between sectors; and Becoming the County's first Zoning Administrator in 2013, which helped to streamline permit processes for hundreds, of land development applications in over 150 public hearings held since that time; and Petesactive involvement im numerous |emd use planning projects and issues, which he supplied in aca|m, reassuring presence tnall who had the benefit mfworking with him. Petescontributions iothis area cannot be overstated, bringing stromgtechnicai| understanding to all aspects of planning and having the ability to find solutions as well as providing a variety of feasible alternatives that moved projects forward, which benefitted the residents ofButte County and Development Services staff. WHEREAS, Pete led the EOC Plans and Intel section for sixteen years in support of the citizens of Butte County during multiple disasters 'including but not limited tothe ZOQ8 Lightening Complex, 2010,8 Humnbo|KFire, 2017 Spillway Emergency, 2017Wall, Ponderosa, and Wind Complex Fires, 2Q18 Camp Fire, and 2O2ONorth Complex; and WHEREAS, Our Halloween costume contests will not bethe same and NOW, THEREFORE, BE0[RESOLVED that the Butte County Board ofSupervisors, onits own behalf and onbeha� of the residents of the County of Butte wishes to express to Pete Calarco sincere appreciation for his �edicatKon and outstanding service rendered to the residents of the County of Butte, and further wishes him warmest regards upon his retirement ashecharters this exciting new course with his family.
