HomeMy WebLinkAbout22-0101110`11 11111 11111 p WHEREAS, the County of Butte ("County") has a project to ensure a safe reliable water supply to the Palermo community located in Butte County which currently relies on local shallow groundwater supplies facing water quality and quantity challenges; and WHEREAS, the County has determined that the best long term Palermo water sollution is through the Palermo Clean Water Consolidation Project ("Project") and that funding will be needed for timely implementation of the Project; and WHEREAS, the County and South Feather Water and Power Agency have approved a Project MOUI through which to pursue Project funding sources to deliver a long-term water solution for the Palermo community; and WHEREAS, through the Project MOU the Project design and environmental documentation is being prepared and will be subm,itted as part of the final DWSRF Construction Application for the Project; and WHEREAS, the Project encourages water system consolidation and' improves the Technical, Managerial and Financial capacity for the Palermo community consistent with DWSRF guidelines a:nid policy objectives; and WHEREAS, the Project serves a small disadvantaged community that supports the Project as evidenced by the receipt of Letters of Support from community residents interested in receiving water service through the South Feather Water and Power Agency water system consolidation process; and WHEREAS, the Project has an estimated total project cost of approximately $12,400,00O to be funded through the DWSRF Program and other funding sources as required to, fully fund the Project; and WHEREAS, the County must approve a resolution as part of completing the Financial Package of its DWSRF Program Construction Application authorizing an appropriate designated representative to prepare and submit the DWSRF application, execute any agreements or amendments thereto, and deliver the Project in accordance with the guidelines and requirements of the DWSRF Program. NOW, THEREFORE, BE 11' RESOLVED that the Butte County Board of Supervisors hereby authorizes preparation and submission of a construction application for the Palermo Clean Water Consolidation Project to the Drinking Water State Revolving Fund, The Director of the Department of Water and Resource Conservation, or designee, is hereby authorized as, the Authorized Representative, to provide the assurances, certifications, and commitments required for the financial assistance application, including executing a financial assistance agreement with the State Water Resources Control Board and any amendments or changes thereto, and BE IT FURTHER RESOLVED AND ORDERED, the Authorized Representative, or designee, is authorized to represent the County in carrying out the COUnity's responsibilities under the DWSRF agreement, inclluding certifying disbursement requests on behalf of the County and comiplianice with applicable state and federal laws, vote: PASSED AND ADOPTED by the Butte County Board of Supervisors this 251" day of January, 2022, by the following AYES: Supervisors Lucero, Ritter, Teeter and Vice Chair Kimmelshue N'O,ES: None ABSENT: Chair Connelly ABSTAIN: None Andy Pickett, Chief Administrative Officer and!
