HomeMy WebLinkAbout22-011I tM161 U11101 M-411 IsM NVA 10 ICU I*, I k1101110 Is 9:14 01:4 9-11A I A111101 k I*] MIMI% 14 1*4 1*3*10111 &A 4-MiTA F-11 I M4141M 101 Ift 0111 WA I11101110 a, I PALERMO CLEAN WATER CONSOLIDATION PROJECT WHEREAS, Butte County proposes to facilitate implementation of the Palermo Clean Water Consolidation Project (Project); WHEREAS, the Project is being implemented in response to a drought scenario, as defined by Water Code section 13198(a) and is intended to: (1) address immediate impacts on human health and safety; (2) address immediate impacts on fish and wildlife resources; or, (3) provide water to persons or communities that lose or are threatened with the loss or contamination of water supplies; WHEREAS, Butte County has the legal authority and is authorized to enter into a funding agreement with the State of California; and WHEREAS, Butte County intends to apply for grant funding from the California Department of Water Resources for the Project; NOW, THEREFORE, BE IT RESOLVED that the Butte County Board of Supervisors hereby authorizes the following: 1. That pursuant and subject to all of the terms and provisions of Budget Act of 2021. (Stats. 2021, ch. 69, § 112), the Director of the Department of Water and Resource Conservation (Director), or designee, is hereby authorized and directed to prepare and file an application for funding with the Department of Water Resources, and take such other actions as necessary or appropriate to obtain grant funding. 2. The Director, or designee, is hereby authorized and directed to execute the funding agreement with the Department of Water Resources and any amendments thereto. 3. MkUP04K- e"t' Board of Supervisors CDBG-DR MHP • Award $61.3 million • Round 1 was issued in August of last year • Received 10 projects, two also applied to the City and will be funded by its application • We submitted 8 to HCD to consider for funding, which amounted to $53.1 million. o The projects include: ■ Four in Chico • A 76 unit large family project on Cohasset • A 60 unit senior project on Cohasset • A 76 unit large family project on Cussik • A 80 unit senior project on Yosemite and Humboldt ■ Three in Oroville • Phase I of a 48 unit large family project on Mono • Phase 11 47 of a large family project on Mono • A 51 unit senior project off Table Mountain ■ A 48 unit large family of HWY 99 in Gridley • We have received conditional commitments for funding for the projects in Oroville o Today Andy will execute an agreement with an environmental consultant so those projects can begin NEPA review as they are on a tight timeline to begin the projects given their awards for disaster tax credits. We are doing our best to help all the funding sources align. o We will bring this to the Board for ratification on February 8 • The County has approximately $2.3 million left in its allocation and has issued a new RFP that is open on a first-come, first-served basis until funds are exhausted. • We also know the State has set aside $23 million in what they call Phase Il funds for communities demonstrating unmet needs for multifamily housing. We hope to receive project proposals that allow us to apply for that funding as well and bring more dollars into our community for housing.
