We have been looking into the issue of appointing Directors to the Resource
Conservation District (RCD). The specific question is if a qualifying resident can serve as
an RCD Director if they live outside the supervisory district that corresponds with the
RCD vacancy.
The answer, while convoluted, is yes.
To be qualified to be a director, a candidate must either live and own property in the
unincorporated area of a supervisorial district or be a designated agent for someone
who does. For a candidate to be a designated agent, a letter from an individual who
lives and owns property in the unincorporated area of a supervisorial district that
designates the candidate as that individual’s agent is sufficient to show that the
candidate is the designated agent.
So the first step for any potential candidate is to fill out the Board of Supervisors
application form and give it to the Clerk of the Board to determine whether the
candidate is qualified. If the individual lives outside of the supervisorial district, their
application must be accompanied with a letter from an individual who lives in the
district designating the applicant as their agent. At that point the appointment can be
agendized for Board of Supervisors consideration.
Currently, the RCD has vacancies in Districts 1 and 4, both for a Board of Directors
Regular seat.
