I will respond to the person that sent the email directly through another email. The Rebuilding American Infrastructure with Sustainability and Equity (RAISE) discretionary grant program provides an opportunity for the Federal Government to invest in road, rail, transit, and port projects that promise to achieve national objectives. The RAISE program is a new version of the previously named BUILD and TIGER grant programs that began during the Great Recession. thth The Notice of Funding Opportunity for the 2022 program was issued on January 28, 2022. Applications were due last Thursday, April 14. California has had seven projects qualify for this funding from 2019 thru 2021. Of those seven projects, four have been major interchange projects in urbanized areas and three have been alternative transportation (bicycle/pedestrian/transit) projects in similar urbanized areas. All have been significant grant awards ranging from $9-$24 million, and all have significant matching contributions from other local revenue sources. Many of these projects relied on regional transportation agencies to act as the primary project sponsor. Butte County Public Works doesn’t deliver the type of projects or programs or have the local matching funding contributions that compete well with the grant’s primary objectives as listed above. Due to our current workload and the substantial time commitment necessary to prepare grant applications for projects that would likely be unsuccessful, Public Works made the decision not to apply for this grant funding during this most recent funding cycle. I see that the Biden administration’s infrastructure plan includes a grant request opportunity under the RAISE program. What is Butte County’s process to review County road projects that fit the criteria of this program? How many County projects qualify? How many of those have been or are being prepared for grant requests? And finally, what is the estimated total dollar amount of the requests Butte County is preparing under the RAISE program?
