I see that there are now "only" two Mobile Vaccination Clinics listed now on the website for
May. The Hmong Cultural Center on May 3rd and the Chico Library on May 11th. The prior
clinics at Stonewall Alliance and Haven of Hope seem to have been dropped (which is
fantastic news). I assume now that your Public Health emergency proclamation is terminated
many of the clinics you had planned were dropped for that reason.
Is this a safe assumption? At your last public report (March 8th Board of Supervisors
meeting) you stated you had ratched down incident command from high to mid tier and would
monitor every four weeks with the goal to demobilize after another 8 week operating period
(end of May) you were hoping to fully end your Department’s Emergency Proclamation in
conjunction with the County (which was separate).
On March 22nd, I was told by Supervisor Lucero that the County order was being terminated
March 30 along with the State. And that when the County order was terminated your Public
Health order would ALSO be terminated as they are two different proclamations.
The State has still not rescinded their health emergency and has several orders active through
the end of June. I suspect Governor Newsom will push those out past June so he can turn on
or off mask mandates (e.g. the Bay Area Rapid Transit system just put back in a mask
mandate under that emergency health order) and vaccine requirements (e.g. continuing to use
Emergency Use Authorization only experimental vaccines which is all we give here in Butte
County). So State is still operating with health emergency orders.
The County did not in fact terminate their order at the end of March but delayed until last
meeting on April 26th. Hallelujah and better late than never! So County does not have any
emergency declaration.
BUT DOES BUTTE COUNTY PUBLIC HEALTH STILL HAVE AN EMERGENCY
PROCLAMATION?
Because you do not give a public report any longer at the Board of Supervisors public meeting
we have no way to get updates or ask questions. On March 8th you and Chairman Connelly
were concerned about the 16 outbreaks and Supervisor Lucero mentioned concerns with
deaths from Omicron. That was your last public report. Where you reported moving your
incident command level down for the first time in two years and would continue to assess
every four weeks IN ALIGNMENT WITH THE COUNTY.
Please clarify and confirm the Department's Public Health Emergency status. Have you
demobilized incident command? Have you terminated your Department's health emergency
proclamation?
