No private roads are necessary for property access
Driving south-bound on Highway 70, turn right on to Pacific Heights Road, follow the road and
turn right on to Stuart Court. Follow the road to the end. The final 2 entrances on Stuart Court
are for 64 and 48 Stuart Court.
Festival Proposal:

Friday 2-11pm and Saturday June 18, 2022 11am-11pm (gates open at 10am)

between 100 - 500 people Friday , 100 - 500 Saturday
Description of proposed festival:
Harambee means, “All Pull Together.” This event is a celebration of music and culture in a fun
friendly family setting. There will be performances from live bands and DJs, camping will be
available, food vendors and yoga.
Description of existing land use:
Sunset River Resort currently hosts Berry Creek and Camp Fire Survivors. The site consists of
18 full RV hookups and has a capacity to accommodate considerably more. Additional requests
are also made for tent sites to be used during hosting Harambee Music Festival, to provide
accommodation to those families wishing to enjoy the event space and surroundings. Events
have taken place on the property in 2021 and 2022, with great success, hosting in excess of
200 patrons. Events which have taken place have been similar in nature to the proposed
festival, and have included live music and DJs, camping, parking allocation on property.
Other on site activities will include recreational sporting events, water activities (fishing,
kayaking, rafting), musical events (live musical performances, recitals) Expected duration of
events will vary between 2-8 hours. Expected noise to be associated with this project:music and
laughter. Additional equipment may be used on this project such as tents, generators, portable
toilets, etc.
The site currently has ample parking to facilitate visitors. As required, there is consideration for a
potential future parking plan to work with neighboring properties and business for additional
parking space.
A detailed plot plan of adequate scale to clearly show existing and proposed buildings and
improvements to be used for festival facilities shall accompany and be made part of the
“Application for Outdoor Festival License.” ***Please see attached***
If the license is approved, the plot plan becomes part of the license. The plot plan shall include
the following information:
A.A scaled drawing of parcel boundaries
B.Location and dimensions of all existing and proposed improvements on the property.
C.Location and name of bordering streets, access roads, nearby crossroads, streets,
bodies of water and railroads.
D.North arrow and scale of drawing.

Number of employees/volunteers: Partners in the event and family members will total 12 people.
Additional volunteers will total 100, to assist with parking, information, welcoming and directions
to patrons on entering Stuart Court, stage and sound.
Total partners, partner family members and volunteers will be 102.
Security protection: A detailed security plan has been developed by Peaceful Journey
Executive, a private security company. Proprietor is Donte Butcher, a police officer and field

Water supply: private well , Bottled water will be supplied for drinking
Distance to natural water course or storm drain: the property is adjoining the Feather River
Anticipated on and off-site drainage improvements: Site drainage is not necessary
Existing/proposed sanitation facilities including sewage disposal method:
15 Porta-potties and 15 hand wash stations will be installed for public use on site.
Additional PPE (masks and sanitizer will be provided in several locations on site free of charge)
Food supply: Food will be on sale from local vendors. All vendors will be required to comply
with Butte County standards for vending on the property. Paperwork for each vendor will be
collected in advance of event and kept on file for reporting purposes.
Medical facilities and services: a first-aid tent will be provided with a trained medical
professional on hand throughout the day June 17 & 18. First responder (Kim Hicks will be
present on site throughout the event)

Property is 5 minutes by vehicle from Oroville Hospital
Vehicle parking space (number of off-street parking spaces provided):
Up to 1000 parking spaces are available on site. We do not anticipate needing this many.
Fire Protection: (1) Sprinklers are located throughout the property. (2)Pumps available on site
for fire suppression, (3) 20 Fire Extinguishers to be placed in designated areas around property
in particular high traffic area. (4) no open fires including camp fires will be permitted on property

Proximity of water for firefighting purposes (hydrants, ponds, etc): Excellent water access
for fire trucks and other water carriers. Feather River runs through the property. Forest
management use the property’s river access to pump water from the river for use in the
community. CalFire, Palermo and Oroville Fire Dept are within a 5 mile radius of the property.
3 access points to property are available for emergency response. Appointed staff will be
stationed at each location throughout the event to direct traffic.
Command post will be provided near site entrance, within eyesight of the main event stage, to
coordinate emergency services in event of emergency and to disburse information. Secondary
post will be stationed near the stage area. Command post will be information and
communication hub for staff, volunteers and patrons and will also serve as a station for
observance of event proceedings. Security and volunteers will have mobile PA systems for
communication purposes.
Hazardous materials to be used (inflammables, explosives or strong chemicals):
No hazardous chemicals or explosives will be used. Diesel will be used to power the on-site
generator. Generator will be located at a safe distance 100ft from patrons and the public.
Generator will be manned by private personnel and access restricted to public. ***see attached
map
Use and control of public address systems: Public Address system will be in place, which
will also serve as method of mass communication with patrons in event of emergency. Event will
run Friday June 17th from 2pm- 11pm and Saturday June 18th from 11am to 11pm. PA system
will be installed on site facing away from Feather River, so as to minimise excessive sound
being carried down-river. Decibel level shall not exceed State standards and will be at no more
that 94dBl.
If it is proposed or expected that spectators, participants or other attendees will remain
at night or overnight, explain the arrangements for illuminating the premises and for
camping or similar facilities:
Tower lighting positioned every 50 feet to illuminate the premises which include the stage,
parking, camping, vending entrance and exit areas..
Applicant’s plans to accommodate spectators, participants or other attendees in excess
of those estimated:
This is a ticketed event which will track the number of patrons attending. The property is 46+
acres which can accommodate up to 10000 patrons and the estimated number of attendees,
staff and volunteers. The property has adequate space needed for additional parking and
camping and staffing to direct and address the excess of spectators, if the numbers were to
exceed the estimated turnout. Space is not an issue. A safety plan to ensure security and good
traffic flow to entrance and exit of the venue is in place. In addition there will be signage posted
along the access roads and the venue’s entrance and exit areas. ***see attached map
Provisions for cleanup of the premises and removal of rubbish after the event has
concluded:
During the event, there will be trash containers positioned throughout the grounds and signs
posted to dispose of any garbage and recycling materials. A cleanup crew of volunteers will also
be assigned to help cleanup and removal of rubbish both during and after the event is
concluded. Dumpsters will be placed at on site to aid in cleanup.
A detailed explanation of the applicant’s plan for policing the festival, with particular
emphasis on the control and prevention of alcoholic and drug consumption, open fires,
fireworks and firearms:
Firearms, fireworks, open fires, drug consumption is not permitted at this event.
Alcohol and smoking areas will be designated and earmarked with adequate signage meeting
ABC standards. Only patrons aged 21 and over will be allowed to purchase alcohol drinks. It is
required patrons show proof of age and ID prior to purchase. A wristband will be issued and
placed on the patron’s wrist to help identify and clear the legal age for consumption. Signage
will be posted in designated drinking areas. Staff providing services will also be instructed and
trained to enforce this policy. Any patrons and staff who violate this policy will be asked to leave
the event premises.
A dock is in place for emergency river access. Emergency boats are able to access the
property from the Feather River. Staff will be stationed at the water’s edge to keep an eye on
riverfront activity and ensure that patrons remain safe. Staff will also have access to kayaks to
patrol the water’s edge.
Event Security staff will be identified with proper gear labeled “Security.” Local law enforcement
staff will be hired and used to also assist with providing a safe environment and to control and
prevent alcoholic and drug consumption.

Environmental Impacts:
Identify potentially significant environmental impacts associated with the festival:
No significant environmental impact. Our objective in promoting outdoor events is the promotion
and enjoyment of our county’s natural landscape. Nothing is being added or removed from the
property in order to establish this event. The event will take place with the use of existing
structures only. Temporary structures will consist of 10x10 pop-up canopies.
Environmental Setting:
Describe the project site as it exists before the festival; including information on
topography, soil stability, plants and animals, any cultural, historical or scenic aspects.
Describe any existing structures on the site and the use of those structures:
The event site will take place at 64 Stuart Court, which consists of open land with various
mature trees and shrubs. We are not aware of any historical aspects. The Feather River flows
through the property, and river access is possible for swimming/ kayaking. A dock is in place for
emergency river access. The property is zoned for recreation and commercial use. ***see

The site has been designated as an RV park. On 3 acres, over to the far side of the property,
RVs on site which currently host Berry Creek and Camp Fire Survivors.
Describe the surrounding properties, including information on plants and animals and
any cultural, historical or scenic aspects. Indicate the type of land use (residential,
commercial, agricultural etc.) intensity of land use (single family, apartments, shops,
department stores, etc) and scale of development (height, frontage, setback, rear yard,
etc.):
The adjoining property to 64 Stuart Court (the event location) is Ball Rig Welding, at 68 Stuart
Court. Other surrounding properties include commercially zoned warehouses and open land
which is zoned for commercial use. These are located on Pacific Heights Road:
