This contract is out of line with the legal services contracts approved on January 12, March 23, April 13, July 20,
August 10, and October 12 of this year. Either there are few firms willing to defend a case this thin or County
Counsel believes only an elite firm has a chance of defending it.
The public record does not reflect well on the Board's decision to incinerate eighty thousand taxpayer dollars by
rejecting every contribution from the impartial consultant to go with an insider's design. I reiterate that a court is
likely to overturn this decision. It would not serve the county as a whole to throw even more of our money at
lawyers when we are likely paying a special master to draw a new map regardless.
If this is what it costs for someone to agree to defend the redistricting plan described here as the County's,
perhaps the lobby behind it can chip in since their industry is so lucrative and they're so willing to throw their
money around.

I so wish that the Board had not put the County in the position of needing to hire attorneys to defend their
redistricting actions. To my mind, the Board's actions were deliberate to be sure that the more-than-50%-of-
ourCounty that is urban, would be unlikely to have 2 Supervisors That is, even though those speaking at and
writing
to the meetings were willing to give the minority rural/agricultural interests 3 of the 5 Board positions (that is, a
majority position), the rural/agricultural interests wanted 4 of the 5 Board positions and that is how the districts
were determined. The result dis-serves us all. No, the construct of "communities of interest" based on
groundwater vs. surface water, may be appropriate for the GSAs (Groundwater Sustainability Agencies), but it is
not appropriate for Butte County where ALL water resources (ground and surface) are critical to all parts of this
county. Also, discounting urban interests because they have City Councils dis-serves them and their county
interests.
My goal always is better governance; that is not what this Board has given us. Even worse, anyone observing
this can see the influence of Tuscan Water District proponents and Farm Bureau advocates, all of which through
this Board and LAFCo seem determined to turn over control of OUR aquifer over to non-local (absentee)
landowners. As a regular voter, I am begging you to do better. Thank you for your attention. Tasha Levinson,
