Butte County may not be in a position to non-renew this contract right now but should avoid getting locked into
licensed proprietary software at ever-increasing expense. This particular software leads to workflow where grant
deeds are indexed to parcels in the Recorder's database weeks before transfers are manually keyed in by the
Assessor's Office while hundreds of tax bills get sent to erstwhile owners. The user interface on the public
terminals downstairs looks vintage 1988.
Butte and the other counties continually paying tribute to this vendor should investigate commissioning
modernized software the public will own rather than license. This will make it easier to configure the front end and
to update the back end as needed. I know many financial institutions are still running COBOL from the 1960s with
an "ain't broke" philosophy, but since frequent changes to state law modify the assessment and collection of
property tax, the management software should be written in a modern language a small team can keep up-
todate. There's no telling what the vendor may charge next year to conform with the next Proposition 19, and the
closed-source model traps counties into paying that price. In the long term, converting to non-proprietary
software will save taxpayers millions. Butte should bring this up with peers in RCRC and CSAC before yet
another extortionate renewal shows up on a consent agenda in May 2023.

Bare on the Ridge has contributed years of volunteer effort to improving wildfire response, raising funds to keep
Sawmill Lookout staffed and later to install high-tech cameras. It is sad to see them dissolve yet gratifying to see
them wrap up with this gift to the community. While I have my ALERT FM receiver in hand, many others are still
waiting, and this donation will allow DESS to distribute far more units than would otherwise be possible. Thanks,
ladies, for making this a stronger and safer Ridge.

Where is the Covid-19 Update on the Board of Supervisors’ agenda?
You must end ALL health emergencies, end any and ALL mandates, STOP this shot in Butte County, completelyand truthfully inform the public, and do NOT implement ANY mandates in the future. The Public is able to maketheir own health decisions and do NOT need interference - especially from local government. You have NO legalrights and will be practicing medicine without a license. There is NO emergency in Butte County and NEVER hasbeen an emergency regarding Covid-19. Butte County Public Health is required by law to prove we are in an
actual emergency and it ’s the Board of Supervisors’ job to make sure that this legal obligation is fulfilled. NOButte County Health Officer has ever attended and provided evidence, as required by law, to support a localhealth emergency. Ms. Danette York (and others) need to be held liable for preventing evidence that does notprovide the whole picture and information on Covid-19. This is not informed consent, this is coercion. I AMOUTRAGED AT THE COVID SHOT DEATHS AND MANY INJURIES!
“There was an opportunity to limit the loss and none was taken. You are on a collision course with theALMIGHTY.” Dr. Fleming recently reported, “If you are an elected official and taken an oath or even a non electedofficial that has been placed in a position of authority you have violated treaties, criminal statutes, liberties andcivil rights of Americans, and U.S. Constitutional Law and by definition you have committed treason. These arecriminal actions and people need to be held criminally responsible for their actions.”
It appears the government has caused an epidemic of suicides, bankruptcy, overdoses, domestic abuse, delayedthousands of life saving surgeries, psychologically damaged generations of children, taken two years of freedomfrom everyone, abolished the rule of law, created psychological and mental stress, etc. Let me remind you NOONE has been untouched by COVID fraud.
I ask that you educate yourselves on Stockholm Syndrome in which hostages develop a psychological bond withtheir captors during captivity, psychological warfare techniques (being inflicted on our young people and others),How America Fell Victim to Mass Delusional Psychosis by Mark McDonald, Zimbardo’s Famous Study onStanford Prison Experiment (where guards were placed in a position of power and they began to behave in waysthey would not usually act in their everyday lives or other situations. Where the question was asked: Do goodpeople do bad or evil things?, and the Milgrim Experiment (obedience to authority figures which was a series ofpsychology experiments conducted by Yale University psychologist Stanley Milgrim) to name a few. Then you andour law enforcement agencies should be familiarized with Ordinary Men by Christopher Browning. He shows how“men were transformed psychologically from ordinary men into active participants in the most monstrous crime inhuman history.”
Our Public Health Officials and local politicians know these “vaccines” are hurting healthy adults and children andhave not notified Butte County residents. A huge backlash and public outrage is coming as the true number ofdeaths and injuries caused by the experimental “vaccines” is made known. “Watch out! You have never faced therage of thousands of mothers.” Warning by Naomi Wolf. The Expose’ reported “12,548 children have suffered aserious adverse event due to the COVID Vaccines in the USA; and 106 kids have sadly died,” dated May 4, 2022.
Karen Kingston offers “Gene therapy products are all products that mediate their effects by transcription and/ortranslation of transferred genetic material and/or by integrating into the host genome and that are administered asnuclei acids, viruses, or genetically engineered microorganisms. The products may be used to modify cells invivid or transferred to cells ex vivo before administration to the recipient. See section III of FDA’s guidance entitled“Guidance for Industry: Gene Therapy Clinical Trials - Observing Subjects for Delayed Adverse Events” datedNovember 2006. She says, “these are bioweaponswhose purpose is to poison, harm, and kill with their own patents.” I have sent you and law enforcement agenciesin Butte County these patents with NO response.

Still Butte County agencies and officials aren’t officially warning the Butte County residents about these and otherrisks despite having been privy to this information for approximately two years or more. Butte County officialshave access to the same safety data we in the community have and this might be considered misconduct inpublic office. Government is setup to protect the people - not harm them. So, when harm is committed they areno longer acting in their official capacity they are acting in their personal capacity which could bring personal
liability they hadn’t anticipated. It’s irresponsible not to take action. We need to protect the children, thevulnerable, and damaged.
A “vaccine” with reports of wayyyy over a million adverse events and deaths is NOT safe, effective, or free aspromoted by Butte County Board of Supervisors and Butte County Public Health as anyone can clearly see.
The center for Disease Control and Prevention released new data showing a total of 1,247,131 reports of adverseevents following COVID-19 vaccines between December 14, 2020 and April 22, 2022 up 9,484 to the VaccineAdverse Event Reporting System (VARES). VARES is the primary government-funded system for reportingadverse vaccine reactions in the U.S.
It is a voluntary reporting system for reporting adverse reactions to the U.S. and has been estimated to accountfor only 1% of vaccine injuries. As of April 22, 16% of deaths occured within 24 hours of vaccination, 20% ofdeaths occurred within 48 hours of vaccination, and 59% occurred in people who experienced an onset ofsymptoms within 48 hours of being vaccinated.
Every Friday, VARES publishes vaccine injury reports received as of a specified date. Reports submitted toVARES require further investigation before a causal relationship can be confirmed.
The data included a total of 27,349 reports of deaths - up 183 over the previous week. And 222,836 reports ofserious injuries - up 1,930 with tragic stories that never end. I include an article from The Expose’ dated May, 3,2022 entitled How many people have been murdered by the COVID-19 injection? This article includes 16 pageswith links as one rather large example. No response from Butte County Board of Supervisors, DA Ramsey, SheriffHonea, or Butte County County Counsel.
NOTE: *Children have a 99.97% chance of recovering from COVID; however, if they DON’T get the shot theyhave a 100% chance of NOT being vaccine injured! “A scientific study conducted by scientists from the U.S. Foodand Drug administration and the Centers for Disease Control found Covid-19 Vaccination increased Children’srisk of suffering Myocarditis by over 13,000%.” Attorney Todd Callender, “Based on what we are seeing, the ratesright now are excess mortality of 84% and excess of every kind of disease at 1100%. We are expecting a 5,000%
or so increase in excess mortality for this year 2022. An enormous number.”
Dr. Cole says, “It is an absolute crime to inject this liquid into the arm of a child. There is no way we use ourchildren as human shields and guinea pigs when kids survive this virus statistically at 100%…a shot that is nowALL risk with NO benefit.”

We know Covid-19 vaccines do NOT prevent infection or viral transmission and natural immunity is robust and farsuperior. In addition to VARES website we have the Yellow Card (1,477,322 injuries and 2,082 deaths throughApril 7, 2022), Eudra System (43,898 dead and 4,190,493 injuries through April 23, 2022) whistleblowers, DMEDdata, insurance documentation (data shows 40% increase in death of people under 64 and calls this the worsecoverup in human history & other injuries), U.S. Senate expert witness testimony states there are 410,000unexplained deaths in Americans. RFK Jr. shows, “Why the COVID-19 ‘jab is the most deadly vaccine in history.”I’ve sent you Dr. Mike Yeadon, The COVID Lies with his resources.
Coronavirus vaccines would have been withdrawn from the market due to the UNACCEPTABLY high mortalityrate. Usually a vaccine is withdrawn from the market after 50 deaths or less. VARES is supposed to act as anEARLY WARNING SYSTEM and no one is being given legal INFORMED CONSENT which is a violation of ourlaws, the Nuremberg Code, as well as many others including but not limited to 21 U.S. Code 360bbb-3. Voluntaryconsent is essential! Almost 1,300 side effects including death have been reported by Pfizer data and no one intheir right mind would knowingly take this kind of chance with their health. Del Bigtree says, “Probably 250,000people have been murdered by the Covid-19 shot.”
Butte County Board of Supervisors (and others) appear to have broken many state and federal laws by faking amedical emergency for funding.
18 U.S. Code 1040 - Fraud in connection with major disaster or emergency for benefits to get funding. This is acrime and you could be charged with 30 years in prison.
18 U.S Code 1038 - False information and hoaxes. The hoax in this case there is NO emergency. The penaltycould be life in prison.
CA Health and Safety Code 101080 - Requires you by law to terminate the emergency at the earliest date.
Penal Code 148.3 - False reporting an emergency. There is NO emergency.
Title 18 U.S.C. Section 242 - It’s a crime to willfully deprive a person of a right or privilege under the Constitutionby local officials. You could be imprisoned up to life.
Government Code 8630 - Requires termination of the emergency at the earliest date.

The scientific facts are clear: Masks, lockdowns, social distancing and vaccines have all proven failures and muststop! The harm especially perpetrated on our youth is unconscionable. These catastrophic mistakes will not beable to be covered up. Butte County Board of Supervisors had the opportunity to decide not to lockdown ourcounty and tell ALL businesses they are essential. You should have backed your local businesses not harmedthem with silly mandates. Uphold the constitution - it’s the law of the land! You answer to We the People, and wedemand more out of our public servants.
Masks cause carbon dioxide poisoning, significant and possibly permanent damage to a child’s brain, drop in I.Q.points reported in newborns, lowers I.Q in other age groups, retards speech and language development, cripplessocial skills, and has lead to depression, self harm, and substance abuse, increase in suicides and crime duelargely to the lockdowns, masking, and social distancing. Board of Supervisors have the authority to rescind all health orders, mandates, and “‘vaccines” in Butte County.The office of the Board of Supervisors serves to preserve, protect, and defend the Constitutions of the UnitedStates and California. Board of Supervisors have a duty to faithfully execute our laws not to repeatedly engage inconduct that violates the Constitutional rights of the citizens of Butte County. When there is fraud immunitydisappears. It is null and void and there is no statue of limitations on fraud.
What is the official safe limit in terms of deaths and injuries reported to be the actual numbers that is deemedacceptable, above and beyond which the program must be stopped given that the Covid-19 “vaccines” are statedto be “SAFE*EFFECTIVE*FREE” by Butte County Public Health and Board of Supervisors? Tell us what is theofficial safe limit in terms of deaths and injuries reported?
The fallout of the pandemic is going to be catastrophic - especially on the children! The “vaccines” are deadly andcause severe injuries at alarming rate and therefore must be stopped in Butte County.
If Butte County residents are not getting educated how do they make an informed decision?
Lastly, GEERT VANDEN BOSSHE (and many others are sounding the alarm): MY FINAL CALL explains theproblem with continuing to “vaccinate”. We may never be able to establish herd immunity.

It diverts limited resources to law enforcement rather than to infrastructure and other urgent countyneeds. It benefits the Sheriff’s department but it does not benefit the public or enhance life and safety in ButteCounty.
The purpose of Assembly Bill 481 is to control the acquisition of military equipment and to make that acquisitionfully public. Because legislators were alarmed at how often local law enforcement agencies use militaryequipment against civilians AB 481 became law.We have the National Guard should it ever be needed.We do not need militarized policing in Butte County.Margaret Swick

I hope the published information will include the total effective cost of the proposed
acquisitions. For example, besides the initial capital cost of an armored personnel carrier
(bearcat?), there will be costs to garage it, to service it, to practice with it, and so on. Some of
these are one time, some are yearly, some are out of pocket, some are the salaries and
overhead of the personnel involved.
With the roads (and other infrastructure) obviously needing so much attention, it’s hard to
actually imagine the hypotheticals that would justify a large outlay of money, and it would be
nice to be dealing with good actual projections about the total cost of the military package.

I am disturbed by the Sheriff’s Military Equipment list that includes unmanned aircraft system
Drones costing $22,996 for two, Robots, armored vehicles, Launchers and Rounds,and other
weapons. I do not want the militarization of our county sheriffs rather I’d like to see more de-
escalation and implicit bias training for our public safety officers.

Public Comment for Agenda Item 5.02 - Military Equipment.
I'm a Camp fire survivor. When my house burned down I lost all the tools in my garage. 30
years of gathering tools, some my Dad gave me. A heartbreaking loss.
Since that day, I have been working on slowly re-building my tool set. Sometimes when
browsing around Amazon, I see a tool, I think, ahh, I used to have one of those, I better buy
it, never know when I'll need it. I'll find a project where it will be a perfect fit. You know, boys
and their toys?
In the Sherriff's listing of military hardware is the story of boys with their toys. Buy them and
boys will want to use them. But they're not toys. These are tools of mass destruction.
These are tools with only one purpose, to kill us, the Butte county residents.
Buying and or supporting the use of these tools is unconscionable. They seem to represent
a plan by the Sherriff's office to go to war against, well, who?
From January 1 to March 30 of 2022, there were 144 mass shootings across the United
States. No amount of military equipment was able to stop these horrific crimes. Purchasing
the proposed military equipment will NOT make us safer.
The HUNDREDS of THOUSANDS of dollars cut out of the precious funds of the Butte
county budget to purchase and maintain these tools of mass destruction will be wasted
instead of being spent on the DRAMATIC need for the psychological and social needs of
our community.
Do NOT approve this waste of resources in our county. Instead, use the money to fashion
new and innovative ways to help our homeless population, to help those in our community
that are disadvantaged.
Use the funds for police training of de-escalation techniques, with follow up specialized
training to address what is learned in the classroom to application of these techniques in
the field.
Use the funds to fashion emergency response similar to Eugene, Oregon's successful
CAHOOTS project.

I oppose the purchases of military equipment to be used on civilians in our cities and
county.
5.02 9:35AM - Timed Item - Sheriff’s Office Military Equipment Use Policy and Proposed
Ordinance
Effective January 1, 2022, Assembly Bill 481 (2021-2022), which is codified in
Government Code sections 7070-7075, requires a law enforcement agency,
which includes Sheriff’s Offices, to obtain approval from the applicable
governing body, via adoption of a Military Equipment Use Policy (Policy) by
ordinance, prior to the law enforcement agency funding, acquiring, or using
military equipment. The Policy will be posted to the Sheriff’s public Internet
website for thirty days prior to a public hearing concerning the military
equipment at issue, after which the Sheriff’s Office will return to the Board
of Supervisors for approval of the Policy by adoption of the proposed
Ordinance. Sheriff’s Office recommends review and comment regarding the
proposed Policy and Ordinance by the Board and the public. (Sheriff)

public comment for Supervisor Mtg Agenda item 5.02:
More military equipment? Really? Do we needed it? What is the total lifetime cost of each
piece of equipment (purchase storage, upkeep, training, disposal …)? This not a FREE or
cheap deal. Certainly we can find a better use of our money?
The pubic perception is huge and negative. Police are not military. We are not a county under
siege. If you have it you WILL find a way to use it. Let's don’t go down this road.
