Alas, the Legislature gutted the bill last week, and the current draft no longer extends the BioMAT program to 2030, incentivizes interconnection of bioenergy projects to existing infrastructure, requires utilities to upgrade facilities to reduce wildfire risk, or requires the Energy Commission to facilitate rural microgrids. What remains are some requirements for state agencies to report on the potential of biomass energy and mild suggestions for agencies to facilitate realization of that potential. Which is fine, but meaningful incentives to bring new biomass energy plants online would have been better. The County should be urging the Legislature to restore the provisions of AB 2878 that would reduce wildfire risk and improve the vitality of our forests and forest communities. This letter would have been very good to send two weeks ago but has sadly been made obsolete. .ATTENTION: This message originated from outside Butte County. Re: agenda item 3:06 I do not agree with any letter from the Butte County Board of Supervisors voicing support of AB2878 Biomass cogeneration. If unreliable electricity is the reason , let’s address the real elephant in the room, PGE. Do not allow the wildfire victims to become taken further advantage of by this bill. I urge all Board of Supervisors to look deeper into the negative health effects of this Biomass cogeneration issue. The future of the Butte County community depends on clean air and clean water, no amount of money can replace these resources once our leaders allow them to be misused or polluted. With the Camp Fire and North Complex WildFires the idea that any local leaders would suggest biomass occur in Butte County adds insult to injury . The American Lung Association says how toxic biomass is to our lungs. There is a known increase of breathing issues for the people of Butte County after inhaling woodsmoke particle filled air. Read this info from the American Lung Association don’t be fooled or ignorant!"https://www.lung.org/blog/dangers-wildfire-known-biomass# " burning biomass is also one of the most dangerous: particle pollution. These particles are so small that they can enter and lodge deep in the lungs, triggering asthma attacks, heart attacks, strokes and even death. Burning biomass also releases carbon monoxide, leading to headaches, nausea, dizziness, and in high concentrations, premature death. Burning biomass for electricity also produces nitrogen oxides (like nitrogen dioxide) and nasty cancer-causing chemicals, including benzene and formaldehyde. While these pollutants are harmful to us all, they pose even greater health risks for millions of more vulnerable Americans, such as infants and children, older adults, individuals with respiratory or cardiovascular disease, and diabetics. Too often, power plants are located where lower income communities live or work. People in lower income communities are even more vulnerable to these pollutants. But assuming that is indeed the case, this use of cash flow will save the Countyhundreds of thousands this year and millions down the road without depleting the fund's capacity to addressneeds with a direct nexus to the Camp Fire. This is clearly better than letting the money simmer in a low-yieldinvestment account, and I support both requested actions on this item. There are more problems with the latest draft than a concise letter can address, such as the effective prohibition on replacing fire-prone structures with modern structures up to current code, contravening the spurious statement of reasons and illustrating how calling the document Minimum Fire Safe Regulations is a misnomer. The BoF is working against the interests of communities within the State Responsibility Area and against the express will of the Legislature, such as by attempting to usurp authority regarding parcel splits when last year's SB 9 required ministerial approval in many cases due to the urgent need to facilitate housing. Director Daneluk has kept on top of this mess for the duration, and I urge you not only to endorse her criticisms stated here but to authorize her to keep pursuing this matter so devastated areas of Butte County can repopulate. The Board of Forestry and its staff continue to overreach but also continue to retreat when they get their hands slapped. We must continue to fight for what's best for Butte County and for self-determination. The Public is able to maketheir own health decisions and do NOT need interference - especially from local government. Butte County Public Health is required by law to prove we are in an actual emergency (and still has a State ofEmergency in place) and it’s the Board of Supervisors’ job to make sure that this legal obligation is fulfilled. NOButte County Health Officer has ever attended and provided evidence, as required by law, to support a localhealth emergency. You have removed the Covid-19 Update in Butte County; however, I watch the Covid-19Update in other counties. I demand youplace it back on the agenda until ALL health emergencies have been eliminated. Usually a vaccine is withdrawn from the market after 50 deaths or less. VARES is supposed to act as anEARLY WARNING SYSTEM and no one is being given legal INFORMED CONSENT which is a violation of ourlaws, the Nuremberg Code, as well as many others including but not limited to 21 U.S. Code 360bbb-3. I would urge the BOS to consider that the a large majority of residents who rent cannot afford the current skyrocketing costs of living, including food prices, gas, and rent. I am a Butte County employee, and earn right around the current median income for the county, and rent a one bedroom apartment in Chico, and can barely afford the rent currently, and cannot afford to move anywhere else because the rents are so high. I pay approximately 40% of my net income in rent at the moment, and simply cannot afford to pay any more. With 17% of Butte County resident in poverty currently (this equates to 34,000 people), this proposed increase in rents will disproportionately affect these 30,000+ people, as well as having knock-on effects that will almost certainly exacerbate the homelessness crisis in Butte County. Since the Campfire, rental availability in Chico has been at an all-time low. Rental providers have had no shortage of inflows or potential tenants from which to enact services with. And this claim though compelling at first read is anecdotal at best (absence of any economic papers or statistics) and though I can sympathize with my local landlords I must sympathize more with those in much more need. Currently inflation rates are sitting at 8.6%, which without this protection could allow rental rates on your everyday person to rise to above 13% in a given year. I must ask who are we protecting by allowing rental rates of this magnitude? Does this potential allowance for rate hikes help our local businesses, who barely can afford their own rents let alone the demands of a workforce that must pay rents such as these? With a poverty rate of 19.1% , how can we truly argue that a 13% raise for potentially 40,000 Butte county residents is something to be championed as a success by our Butte county supervisors? A friend and I walk up Humboldt road several times/week, as well as many bicyclists and it has been SO wonderful since the gates were installed on both ends. Prior to that closure, we were continually amazed at the traffic on that very rough road, even early in the mornings, and there were several illegal campsites up there. The closure has allowed walkers and bikers to enjoy the beauty and quiet that old historic road provides without the threat of homeless folks being inappropriate, spreading their trash all over and potentially starting fires. There are still several “campers” in cars, an old broken down RV and trucks on the roadside, between the gate and Stilson Canyon road, that frankly needs to be addressed, as there is garbage and broken glass EVERYWHERE. Thank you for keeping the gates closed, especially as we enter our dangerous fire season
