The bill described in this letter would be great for the forest communities of Butte County. Alas, the Legislature
gutted the bill last week, and the current draft no longer extends the BioMAT program to 2030, incentivizes
interconnection of bioenergy projects to existing infrastructure, requires utilities to upgrade facilities to reduce
wildfire risk, or requires the Energy Commission to facilitate rural microgrids. What remains are some
requirements for state agencies to report on the potential of biomass energy and mild suggestions for agencies
to facilitate realization of that potential. Which is fine, but meaningful incentives to bring new biomass energy
plants online would have been better. The County should be urging the Legislature to restore the provisions of
AB 2878 that would reduce wildfire risk and improve the vitality of our forests and forest communities. This letter
would have been very good to send two weeks ago but has sadly been made obsolete.

Re: agenda item 3:06
I do not agree with any letter from the Butte County Board of Supervisors voicing support of
AB2878 Biomass cogeneration. If unreliable electricity is the reason , let’s address the real
elephant in the room, PGE. Do not allow the wildfire victims to become taken further
advantage of by this bill. I urge all Board of Supervisors to look deeper into the negative
health effects of this Biomass cogeneration issue. The future of the Butte County community
depends on clean air and clean water, no amount of money can replace these resources once
our leaders allow them to be misused or polluted.
With the Camp Fire and North Complex WildFires the idea that any local leaders would suggest biomass
occur in Butte County adds insult to injury . The American Lung Association says how toxic biomass is to
our lungs. There is a known increase of breathing issues for the people of Butte County after inhaling
woodsmoke particle filled air.

" burning biomass is also one of the most dangerous: particle pollution. These particles are so
small that they can enter and lodge deep in the lungs, triggering asthma attacks, heart attacks,
strokes and even death. Burning biomass also releases carbon monoxide, leading to headaches,
nausea, dizziness, and in high concentrations, premature death. Burning biomass for electricity
also produces nitrogen oxides (like nitrogen dioxide) and nasty cancer-causing chemicals,
including benzene and formaldehyde.
While these pollutants are harmful to us all, they pose even greater health risks for
millions of more vulnerable Americans, such as infants and children, older adults,
individuals with respiratory or cardiovascular disease, and diabetics. Too often,
power plants are located where lower income communities live or work. People in
lower income communities are even more vulnerable to these pollutants.
Why do we have the Butte County Air Quality Management agency

It does not explicitly say that such interest will equal or exceed the interest that would have been gainedby leaving the monies in place. But assuming that is indeed the case, this use of cash flow will save the Countyhundreds of thousands this year and millions down the road without depleting the fund's capacity to addressneeds with a direct nexus to the Camp Fire. This is clearly better than letting the money simmer in a low-yieldinvestment account, and I support both requested actions on this item.

The Board of Forestry is out of its depth here, incompetently attempting to legislate instead of straightforwardly
implementing the direction given by the Legislature in 2019. There are more problems with the latest draft than a
concise letter can address, such as the effective prohibition on replacing fire-prone structures with modern
structures up to current code, contravening the spurious statement of reasons and illustrating how calling the
document Minimum Fire Safe Regulations is a misnomer. The BoF is working against the interests of
communities within the State Responsibility Area and against the express will of the Legislature, such as by
attempting to usurp authority regarding parcel splits when last year's SB 9 required ministerial approval in many
cases due to the urgent need to facilitate housing. Director Daneluk has kept on top of this mess for the duration,
and I urge you not only to endorse her criticisms stated here but to authorize her to keep pursuing this matter so
devastated areas of Butte County can repopulate. The Board of Forestry and its staff continue to overreach but
also continue to retreat when they get their hands slapped. We must continue to fight for what's best for Butte
County and for self-determination.

Where is the Covid-19 Update on the Board of Supervisors’ agenda?
You must end ALL health emergencies, end any and ALL mandates, STOP this shot in Butte County, completelyand truthfully inform the public, and do NOT implement ANY mandates in the future. The Public is able to maketheir own health decisions and do NOT need interference - especially from local government. You have NO legalrights and (perhaps have been) will be practicing medicine without a license. There is NO emergency in ButteCounty and NEVER has been an emergency regarding Covid-19.
Butte County Public Health is required by law to prove we are in an actual emergency (and still has a State ofEmergency in place) and it’s the Board of Supervisors’ job to make sure that this legal obligation is fulfilled. NOButte County Health Officer has ever attended and provided evidence, as required by law, to support a localhealth emergency. You have removed the Covid-19 Update in Butte County; however, I watch the Covid-19Update in other counties. This is a requirement of law and it takes away the residents’ right to be informed andgive their opinions and concerns which is a First Amendment right and required by the Brown Act. I demand youplace it back on the agenda until ALL health emergencies have been eliminated. Then the Emergency UseAuthorization Criteria is null and void and no “vaccines” are allowed and a new set of laws are in place. Ms.Danette York, Board of Supervisors, (and others) need to be held liable for preventing evidence that does notprovide the whole picture and information on Covid-19. This is not informed consent, this is coercion, and I AMOUTRAGED AT THE COVID SHOT DEATHS AND MANY INJURIES!
“There was an opportunity to limit the loss and none was taken. You are on a collision course with theALMIGHTY.” Dr. Fleming recently reported, “If you are an elected official and taken an oath or even a non electedofficial that has been placed in a position of authority you have violated treaties, criminal statutes, liberties andcivil rights of Americans, U.S. Constitutional Law, and by definition you have committed treason. These arecriminal actions and people need to be held criminally responsible for their actions.”
It appears the government has caused an epidemic of suicides, bankruptcy, overdoses, domestic abuse, delayedthousands of life saving surgeries, psychologically damaged generations of children, taken two years of freedomfrom everyone, abolished the rule of law, created psychological and mental stress, and caused many other harmstoo numerous to list here. Let me remind you NO ONE has been untouched by the COVID lies and deceit.
I ask that you educate yourselves on Stockholm Syndrome in which hostages develop a psychological bond withtheir captors during captivity, psychological warfare techniques (being inflicted on our young people as well asmany others), How America Fell Victim to Mass Delusional Psychosis by Mark McDonald, Zimbardo’s FamousStudy on Stanford Prison Experiment (where guards were placed in a position of power and they began tobehave in ways they would not usually act in their everyday lives or other situations. Where the question was asked: Do good people do bad or evil things?, and the Milgrim Experiment (obedience to authority figures whichwas a series of psychology experiments conducted by Yale University psychologist Stanley Milgrim) to name afew. Then you and our law enforcement agencies should be familiarized with Ordinary Men by ChristopherBrowning. He shows how “men were transformed psychologically from ordinary men into active participants in themost monstrous crime in human history.”
Our Public Health Officials and local politicians know these “vaccines” are hurting healthy adults and children andhave not notified Butte County residents. A huge backlash and public outrage is coming as the true number ofdeaths and injuries caused by the experimental “vaccines” is made known. “Watch out! You have never faced therage of thousands of mothers” warns Naomi Wolf. The Expose’ reported “12,548 children have suffered a seriousadverse event due to the COVID “Vaccines” in the USA; and 106 kids have sadly died,” dated May 4, 2022.
Karen Kingston offers “Gene therapy products are all products that mediate their effects by transcription and/ortranslation of transferred genetic material and/or by integrating into the host genome and that are administered asnuclei acids, viruses, or genetically engineered microorganisms. The products may be used to modify cells invivid or transferred to cells ex vivo before administration to the recipient. See section III of FDA’s guidance entitled“Guidance for Industry: Gene Therapy Clinical Trials - Observing Subjects for Delayed Adverse Events” datedNovember 2006. Still Butte County agencies and officials aren’t officially warning the Butte County residents about these and otherrisks despite having been privy to this information for approximately two years or more. Butte County officialshave access to the same safety data we in the community have and this might be considered misconduct inpublic office. Government is setup to protect the people - not harm them. So, when harm is committed they areno longer acting in their official capacity they are acting in their personal capacity which could bring personalliability they hadn’t anticipated. It ’s irresponsible not to take action. We need to protect the children, thevulnerable, and damaged.

Coronavirus vaccines would have been withdrawn from the market due to the UNACCEPTABLY high mortalityrate. Usually a vaccine is withdrawn from the market after 50 deaths or less. VARES is supposed to act as anEARLY WARNING SYSTEM and no one is being given legal INFORMED CONSENT which is a violation of ourlaws, the Nuremberg Code, as well as many others including but not limited to 21 U.S. Code 360bbb-3. Voluntaryconsent is essential! Almost 1,300 side effects including death have been reported by Pfizer data and no one intheir right mind would knowingly take this kind of chance with their health. Del Bigtree says, “Probably 250,000people have been murdered by the Covid-19 shot.”
Butte County Board of Supervisors (and others) appear to have broken many state and federal laws by faking amedical emergency for funding.
18 U.S. Code 1040 - Fraud in connection with major disaster or emergency for benefits to get funding. This is acrime and you could be charged with 30 years in prison.

Money is NOT a reason to put Butte County residents and their children in harms way.
The pandemic was a hoax created by a fake PCR test (which can not diagnose), fake news and unscientificscience. NONE of the tests are approved or validated. They all are under emergency use authorization (EUA).This level of malfeasance (wrongdoing or misconduct especially by public officials) has never happened in ourhistory. Australia is admitting COVID shots are harming people and they are offering up to 600,000 incompensation.
The scientific facts are clear: Masks, lockdowns, social distancing and vaccines have all proven failures and muststop! The harm especially perpetrated on our youth is unconscionable. These catastrophic mistakes will not beable to be covered up. Butte County Board of Supervisors had the opportunity to decide not to lockdown ourcounty and tell ALL businesses they are essential. You should have backed your local businesses not harmedthem with silly mandates. Uphold the constitution - it s the law of the land! You answer to We the People, and wedemand more out of our public servants.

Are you brave enough to acknowledge and represent what truth
constituents have learned about hidden agendas or are you simply swayed
by dollars like most politicians?
Dear elected/appointed government official, I am a California resident and
citizen of the United States of America. You are one of the elected state
government leaders. So, you represent me. You were elected to serve and
protect me, my family, our property, our way of life. You were elected and
took an oath to protect and defend my constitutional rights and civil liberties
and those of all California residents, as identified in the state constitution.
You are also elected to defend me against encroachments on my
constitutional liberties guaranteed by our Constitution of the United States. I
am sending you this letter for a single reason: I demand that you use the
power and influence of your elected office and stewardship to immediately
appoint a special prosecutor to investigate crimes committed upon me and
my family and the residents of California and our country. The crime: The
illegal restraint of trade among the several states of our country in violation
of 15 USC § 1-3. This crime was and is being committed under the auspices
of the alleged “novel virus” SARS-CoV-2 pandemic. The perpetrators of
these crimes include Dr. Ralph Baric, the University of North Carolina at
Chapel Hill, the Center for Disease Control and Prevention, NIH, NIAID, Dr.
Anthony Fauci, and NIH-funded Sequoia Pharmaceuticals, among others
(the “Participants”). Together these Participants collaborated criminally to
restrain trade and/or commerce among the several States, and/or with
foreign nations. Specifically, these Participants conspired to develop, a
“novel virus,” an injection designed as a bioweapon, and diagnostic testing
technology, and caused that all these developments to be patented, all of
such patents to be eventually owned and controlled by the CDC. In 2002,
Dr. Ralph Baric and his team at the University of North Carolina at Chapel
Hill filed a patent on the same viral pathogen which the CDC claimed as
“novel” (the SARS coronavirus) a year later in 2003. Three days after the
CDC’s patent filing on the SARS genome, Sequoia Pharmaceuticals, funded
by the NIH, filed a patent for the “vaccine” on the novel virus, impossibly
invented and patented only three days earlier. These and the other
Participants used these fraudulently and illegally obtained patents to
effectively shut down the economy of the United States for nearly two (2)
years, illegally restraining trade, in the name preventing the spread of
COVID-19, the alleged disease caused by the allegedly novel virus, SARS-
Cov-2. These same Participants used these same actions and patents to
engage in anti-trust crimes in violation of 15 USC § 8. The inconvenient
evidence, compiled by the Participants themselves throughout the public
record of the US Patent and Trademark Office, reveals this calculated
criminal activity was an intended deception created and pursued by the
Participants in violation of US statutes. These crimes perpetrated by the
Participants have injured me and my family personally as well as our
property. The consequences of their crimes have trampled my
constitutionally guaranteed civil liberties, taken my property without just
compensation, all perpetrated knowingly by elected and appointed
government officials and their allies. It is time that a special prosecutor be
appointed to shine an investigative light onto this criminal darkness. Again, I
demand you take immediate action to appoint a special prosecutor to

Shortly after the fire, numerous landlords sent out notices of rent hikes in excess of the legal limit. For those that
rescinded their rent hikes, they often resorted to surcharges on utilities and obligatory services for the tenant
which were also illegal. There is clearly blatant disregard for the price-gouging prohibition and no effective
method of enforcement.
Price-gouging ordinances allow for increases based on tracked increases in costs. If the Board does not want to
support “those that look to exploit the tragedy of our community members,” the Property Owner’s could organize
budgeting classes to help landlords account for their legal rent increases.
It’s not just rent-gouging; it’s the threat of rent-gouging and eviction holding people hostage for our basic survival.
The severity of rent burden in Butte County undermines the entire economy. In the event of an emergency, there
will be unscrupulous, greedy and unsympathetic people. Some of them inside the north valley’s property owner’s
association. They’re asking for license and support to do what would otherwise be a criminal activity, which some
are already engaged in. The just answer is “no."

I strongly oppose this proposal. I would urge the BOS to consider that the a large majority of residents who rent
cannot afford the current skyrocketing costs of living, including food prices, gas, and rent. I am a Butte County

Chico, and can barely afford the rent currently, and cannot afford to move anywhere else because the rents are
so high. I pay approximately 40% of my net income in rent at the moment, and simply cannot afford to pay any
more. With 17% of Butte County resident in poverty currently (this equates to 34,000 people), this proposed
increase in rents will disproportionately affect these 30,000+ people, as well as having knock-on effects that will
almost certainly exacerbate the homelessness crisis in Butte County. I strongly urge the Board of Supervisors to
not approve this letter.

It is unconscionable that the board would even consider this exemption on behalf of an affluent group of property

possibly consider this a good thing? It would destroy the local economy. This is a direct antagonism on the poor,

fire. The irony of the pointless "San FranChico" protests is that the conservative supervisors who supported said

It's great to see it confirmed that we have in fact been covered by price gouging protections continuously since2018. It appears nobody actually knows this because it's not publicized anywhere, even on the County website.This needs to be improved so that landlords and tenants know their legal rights, which include the right forlandlords to raise rents more than 10% if they can demonstrate they have had increased expenses! Nobody isstopping landlords from recouping their expenses, and I assure you very few landlords have kept their rent undera 10% total increase since the Camp Fire. Many landlords are charging far more for units that they don't maintainwhile continuing to pay the exact same mortgage and taxes every month - this is the real issue we need to beaddressing.
Price gouging was rampant after the Camp Fire and continues to plague our community. Many of my youngprofessional friends have left to other cities because their rent surpassed their wages, or because they could notafford to raise children here. After the fire one local landlord attempted to demand a friend pay significantly higherrent or else she and her family would be evicted. For some, price gouging directly leads to homelessness -another intertwined crisis gripping our communities. We should be strengthening protections for renters duringcrises by ensuring we can easily report price gouging and receive free legal help. We also need just causeeviction protections to prevent retaliation against renters who report price gouging. None of this should soundunreasonable to landlords who have fair business practices.
Finally, I want to refute the concept that we don't need rent gouging protections because "Butte County is alreadyregulated under the California Tenant Protection Act of 2019 (AB1482) that places an annual rent increase of 5%plus current CPI". This law only covers a fraction of renters because it excepts most single family homes, mobile homes, and units where ANY tenant has occupied for less than a year.
Do not sign this letter. Supervisors Connelly and Teeter should be ashamed of themselves for bringing forward aneffort to legalize price gouging of their constituents during disasters.

Honorable Butte County Board of Supervisors
I think every reasonable citizen of Butte County supports the original rental price gouging executive order post
Camp Fire, as well as understanding that, at some point, this would unwind.
The Butte County Board of Supervisors is uniquely positioned to direct that staff research how our county can return
to market rate increases without unduly burdening renters who are under similar pressures as landlords in regards to
inflation and income losses -- many of whom are teetering on the edge of homelessness.
The correlation between increasing rent and homelessness is not a theoretical one either. According to a study[1] by
the Government Accountability Office from July 2020, a federal watchdog agency, a median increase of $100 in
rent can cause a nine percent increase in homelessness. The combination of the worst affordable housing crisis in the
entire state, where Butte County effective rental vacancy rate hovers near zero, leaves thousands of Butte County
renters stressed mentally as well as financially.

I am writing to express concern for the Letter of Support for Removal of Butte County from
Future California Executive Orders Regarding Rental Housing Price Gouging.
I represent Home & Heart, Butte County's only homesharing program. We started our work
right before the Camp Fire and have been heavily involved with fire survivors as both home
providers (older adults who need help aging in place) with home seekers (people seeking
affordable housing willing to help).
As well, we and our colleagues and partners doing housing work are seeing an unsettling trend
that our homeless and vulnerably housed are older and housing insecure for the first time. We
have seen examples of price gouging that older adults did not even realize until after they lost
their housing. We have seen housing prices go up about 10% each year and we have seen
older adults on fixed incomes who used to be financially secure unable to get by.
We are still very much in a housing crisis that is disproportionately affecting older adults and
low as well as middle income people and families. It is clear that the folks who wrote this
letter do not see what organizations like ours doing housing work see on a daily basis. If they
did, they would be advocating that the Executive Order be better advertised and enforced, not
removed.

Good evening,
I hope that you and your constituents are well. I'm reaching out to you today, a fellow Butte
County resident of nearly a decade, with my concerns over item 4.07. With an extensive
background in damage, and a bachelors in business from Chico State, I feel it is my duty to
report that there are claims in this item that seem woefully unsubstantiated and perhaps
detrimental to the challenges facing are wonderful county now.
My greatness concern is the reliance on the statement that current state mandates "are
adversely impacting housing management companies’ ability to maintain their facilities."
Since the Campfire, rental availability in Chico has been at an all-time low. Rental providers
have had no shortage of inflows or potential tenants from which to enact services with. And
this claim though compelling at first read is anecdotal at best (absence of any economic papers
or statistics) and though I can sympathize with my local landlords I must sympathize more
with those in much more need. Currently inflation rates are sitting at 8.6%, which without this
protection could allow rental rates on your everyday person to rise to above 13% in a given
year. I must ask who are we protecting by allowing rental rates of this magnitude? Does this
potential allowance for rate hikes help our local businesses, who barely can afford their own
rents let alone the demands of a workforce that must pay rents such as these? With a poverty
rate of 19.1% , how can we truly argue that a 13% raise for potentially 40,000 Butte county
residents is something to be championed as a success by our Butte county supervisors? These
are readily available facts about our county. If this item is to proceed I hope you in good
conscience have truly made a decision based off facts and knowledge. I hope you truly
consider the well-being of your constituents and reconsider the gravity of proceeding with
such an item.

At the request of the North Valley Property Owners Association and with the support of Chair
Connelly and Supervisor Teeter, staff prepared a letter requesting that Butte County be
removed from the next State Executive Order addressing rental housing price gouging. While
Butte County emphatically opposes all who look to exploit community members, the
California Tenant Protection Act of 2019 is in place to provide rent increase protections.
Continued restrictions provided under the State Executive Order are adversely impacting
housing management companies’ ability to maintain their facilities which further exacerbates
the amount and quality of housing available. (Other - Districts 1 and 5)
Action requested - APPROVE LETTER AND AUTHORIZE THE CHAIR TO SIGN

which prohibits “excessive and unjustified increases in the prices of essential consumer goods
and services.”

is your job as public servants to ensure that there is accountability to the people during times
of crisis.

WHAT? The county is asked by a property management firm (NVPOA) to
exclude the entire county from a statewide EO prohibiting rental home
price gouging? In a county with at least a 19% poverty rate and a housing
availability crisis, what is the rationale for allowing rental home price
gouging?
Serving residents, i.e., the voters who elected the Supervisors (and all
those who didn't vote), requires consideration of public needs and housing
is a fundamental need. Price gouging, by definition, is increasing the price
of goods, services, or commodities beyond that considered reasonable or
fair.
I want the BOS to ensure both residents of Butte County and businesses
are treated fairly and reasonably. I want the BOS to reject this blatant
attempt to secure unfair unreasonable profits at the expense of renters.

Dear Board of Supervisors,
It has come to our attention that NVPO has proposed to be excluded in future price gouging
prohibitions. As a Chico local member for 38 at years and renter for 20, I urge you to take the
people in consideration when making this decision. Already we have drastic numbers of
unhoused and unaffordable housing for the working class. Prices continue to rise while wages
have stayed the same for years. We will continue to see hardships and crisis due to climate
change and we need to take care of each other. Today, please keep your neighbors in mind
when you make decisions.
We love this community and we must do what is right to keep this community afloat. Siding
with NVPO would be a disservice to your community and the lives of thousands.

A friend and I walk up Humboldt road several times/week, as well as many bicyclists and it has been SO wonderful
since the gates were installed on both ends. Prior to that closure, we were continually amazed at the traffic on that
very rough road, even early in the mornings, and there were several illegal campsites up there. The closure has
allowed walkers and bikers to enjoy the beauty and quiet that old historic road provides without the threat of
homeless folks being inappropriate, spreading their trash all over and potentially starting fires. There are still
several “campers” in cars, an old broken down RV and trucks on the roadside, between the gate and Stilson Canyon
road, that frankly needs to be addressed, as there is garbage and broken glass EVERYWHERE. Thank you for
keeping the gates closed, especially as we enter our dangerous fire season
