This is a detailed description of the traffic management plan for the proposed minor use permit,
requested by Liane Christensen, applicant for the Christensen Family Trust property located at
4475 Nord Highway, Chico, CA 95973. This site includes an existing barn structure and open
space garden area that is being re-purposed for additional use to host weddings, ceremonies,
intimate gatherings, seasonal gatherings, corporate functions, retreats, fundraisers, end of life
ceremonies, specialty events and agritourism. Events will be held mostly on Saturdays from 4-
10pm.
DESCRIPTION OF FRONT ENTRY TO PROPERTY
The Barn driveway front entry area onto the property is located on the south side of Nord
Highway between Orchard Blossom Lane to the East and Hosler Avenue to the West.
The entrance has [2] 100watt LED posts lights on either side of the 18’ gate. The approach,
previously permitted and approved is approximately 45’long consisting of asphalt that transitions
to a hard packed gravel road. This road can support vehicles, buses and fire trucks. The gravel
road is located between rows of walnut trees and runs North to South leading to The Barn
straight ahead and to two [2] parking lot areas, one to the west and one to the east approximately
700 feet from Nord Highway. The road is lit with 13 low profile LED lights on posts. The road
ends at a 56’ in diameter concrete circle that is illuminated by the lighting on The Barn. The
circle has 3 hard packed gravel roads attached to it: The Barn road; the road to the east that is
connected to our home entrance and is used by vendors; and the road to the west that is lit for
exiting, making a well designed traffic pattern to and from The Barn. These roads have been
previously approved and signed off by CAL FIRE on Butte County Department of Development
Services permit B20-0293. [please see attached site plan prepared by Rolls Anderson & Rolls]
PARKING AREAS
There are approximately 75 spaces allocated for guest parking with 3 handicap spaces located to
the east side of the circle. The Parking lot has 45 light fixtures that each have [1] 60 watt LED
bulb to make a well lit area for guests going to and from The Barn.
EVENTS
For events the parking is controlled by a minimum of 3 parking attendants each wearing a bright
yellow/green traffic safety vest. At approximately one hour before the beginning of each event,
one parking attendant will be stationed at the entrance to alert guests to proceed down the hard
packed gravel road to the parking spaces on either side of the road. There will also be a sandwich
board with the name of the event on the driveway. One attendant will be stationed in the middle
of the road at the entrance to each parking area to direct traffic to either side of the road to the
parking areas and or to the handicap spots. That same attendant will direct alternative taxi
services/ and or shuttles or buses for drop off and exiting purposes. The remainder attendant will
be in the parking lot area to direct cars to park.
END OF EVENT
At the end of each event, the area is well marked with 12 exit signs distributed throughout the
parking areas directing traffic to the concrete circle that leads to a hard packed gravel road that
heads west away from The Barn through the trees to the western edge of the property. This road
is a hard packed gravel road that is well lit by 16 solar post lights leading cars to the end of the
hard packed road onto Nord Highway. Signs are posted notifying drivers that there is oncoming
traffic.
Exiting from The Barn happens between 8pm and 10:30pm on mostly Saturdays when there is
little to no traffic on the road. The exit road is located directly across from Hosler Avenue.
Please note:
These hard packed gravel roads and parking areas are located between the rows of walnut trees
and have accommodated orchard equipment and semi-trucks delivering The Barn lumber and
supplies with no noticeable impact. The roads and parking areas have been well compacted and
lasered for levelness and drainage. These areas were installed in late 2019. These roads have
been treated for dust control by Ferreira Water Service, Inc with an organic treatment
