west area of Chico. Th property consists of roughly 7.5 acres of event space and parking

Directions for travel to property (include written permission of property owners on any privately
maintained roads to be used: From Park Avenue, southwest on 17th St, the Southeast on
Normal St, which becomes Estes Road. Follow Estes Rd to the end, the property is at the end
of the road.

400 estimated participants
Description of proposed festival:
Benefit concert fundraiser, hosted by Chico Housing Action Team. Featuring live music, food
and drink, family event
Description of existing land use:
The property is a large private estate including a lawn, wood shop and non-productive orchard
A detailed plot plan of adequate scale to clearly show existing and proposed buildings and
improvements to be used for festival facilities shall accompany and be made part of the
“Application for Outdoor Festival License.” If the license is approved, the plot plan becomes part
of the license. The plot plan shall include the following information:
A.A scaled drawing of parcel boundaries
B.Location and dimensions of all existing and proposed improvements on the property.
C.Location and name of bordering streets, access roads, nearby crossroads, streets,
bodies of water and railroads.
D.North arrow and scale of drawing.
Detailed explanation of applicants program and plans:
Building construction: state dimensions, square footage and materials used:
A.Existing buildings: Stage : a 16” x 22” permanent structure, a raised platform facing
open land designated as the audience area
B.Proposed buildings: none
Will grading (excavation or fills) be necessary? No grading or excavation is necessary
Number of employees/volunteers: 50 volunteers
Security protection: safety team and volunteer security/ traffic coordinators will be in place
Water supply: Private well for hand wash areas, and also bottled water will be provided for
drinking
Distance to natural water course or storm drain: 200 yards to city storm drainage ditch
Anticipated on and off-site drainage improvements: no improvements necessary
Existing/proposed sanitation facilities including sewage disposal method: 4 portable rest rooms,
portable hand washing station, trash cans, 3-yard dumpster, recycle bins
Food supply: Food trucks, beverage booths including beer and wine, non alcoholic bottled
Medical facilities and services: First Aid Tent with first aid supplies, RN on site throughout event
Vehicle parking space (number of off-street parking spaces provided): 500 off street parking
spaces, traffic direction by parking staff. Biking will be encouraged for Chico residents, and a
bike valet service will be in place
Fire Protection: Security team to provide “Fire Watch”, fire extinguishers located in key
locations, water hose and water spouts in various locations around property
Proximity of water for firefighting purposes (hydrants, ponds, etc): 50 yards to Edgar Slough with
year round waste
Hazardous materials to be used (inflammables, explosives or strong chemicals):
No hazardous materials will be used
Use and control of public address systems: A public address system will be in place for
purposes of amplifying live music, and will be used as method of mass communication with
participants in event of emergency.
If it is proposed or expected that spectators, participants or other attendees will remain at night
or overnight, explain the arrangements for illuminating the premises and for camping or similar
facilities: no participants will remain overnight. Tower lighting will be installed in car park and
audience areas for additional light in evening hours.
Applicant’s plans to accommodate spectators, participants or other attendees in excess of those
estimated: tickets will be on sale for this event, so a count of total sales will be kept. If sales
pass a maximum of 400 tickets we will have ample time to make adjustments for the number of
participants or to cease further sales.
Provisions for cleanup of the premises and removal of rubbish after the even has concluded:
volunteer clean up crew will collect all trash, contracted waste hauler to remove dumpster.
A detailed explanation of the applicant’s plan for policing the festival, with particular emphasis
on the control and prevention of alcoholic and drug consumption, open fires, fireworks and
firearms: No fireworks or open fires of any kind will be permitted during event. Security team will
patrol during the event to ensure event rules and guidelines are adhered to. No weapons or
firearms will be permitted. This is a family friendly event.
Environmental Impacts:
Identify potentially significant environmental impacts associated with the festival: No significant
impacts
Environmental Setting:
Describe the project site as it exists before the festival; including information on topography, soil
stability, plants and animals, any cultural, historical or scenic aspects. Describe any existing
structures on the site and the use of those structures: The property consists of a farm residence
on flat, stable land. The estate has been updated to include a lawn and wood shop. The
property also contains historic barns, which will not be used for event purposes. The orchard
provides a natural barrier from the ecology of Edgar Slough.
Describe the surrounding properties, including information on plants and animals and any
cultural, historical or scenic aspects. Indicate the type of land use (residential, commercial,
agricultural etc.) intensity of land use (single family, apartments, shops, department stores, etc)
and scale of development (height, frontage, setback, rear yard, etc.): Historic agricultural use,
some livestock nearby. Current primary use is residential with single family home. The event
would be located in the rear yard away from the road.
