Provide a forum for interagency cooperation and coordination in the prevention, detection, treatment and legal processing of child abuse cases; 2. Promote public awareness of the abuse and neglect of children and the resources available for intervention and treatment; 3. Encourage and facilitate training of professionals in the detection, treatment, and prevention of child abuse and neglect through promoting the use of the five protective factors to strengthen families; 4. Recommend improvements in services to families and victims; and 5. Encourage and facilitate community support for child abuse and neglect programs. Our Council was established in 1975 and was designated as the Child Abuse Coordinating Council by the Butte County Board of Supervisors in June of 1989. We are a 501(c)(3) nonprofit organization. Currently, annual funding is received from the State child abuse prevention funds for maintaining county Child Abuse Prevention Councils. Although each council is unique, in Butte County, funds are provided through contract agreement through the Department of Employment and Social Services in the amount of $52,000. The contract renewed effective July 1, 2022. Some of the highlights of the past year as we work to fulfill our goals include: Collaboration with Community Partners and Stakeholders, including: o Early Childhood Multidisciplinary Team o African American Family Cultural Center Community Advisory Committee o Citizen Review Panel on Child Abuse Prevention o First 5 Butte County o Mother’s Strong Coalition o Options for Recovery group o Tribal Task Force Committee o Hispanic Resource Council of Northern California o OARS These continued collaborations help connect organizations and are an ongoing effort to avoid duplication of services and to support the development of programs to strengthen children and families. Outreach has continued through o Monthly Council meetings (via Zoom). The meetings consist of a short program or educational awareness presentation as well as information sharing, collaboration, and coordination between community partners to keep providers updated on current program availability, as well as advocating for children and families by encouraging member participation in the legislative process and providing information on current legislative issues. It is anticipated that meetings would be held in a hybrid format (virtual and in-person) when it is determined that it is safe and healthy to do so. o Hosting Facebook page and CAPC website to provide important information and community updates o Providing regular email updates on training resources for professionals and community events to help strengthen families in Butte County. o Bus shelter ads in six locations and three languages placed countywide for three months (2021) o Annual Cross-Training sponsored by Butte-Glenn OFR and CAPC. This year we presented 2 Zoom trainings by Bryan Post. Taking part in community activities has been impacted this year due to the pandemic, however, we plan to participate in regional events as conditions improve. We were able to participate in the following events: o February: African American Family & Cultural Center Street Fair o April: Wildflower and Nature Festival in Oroville o April: Valley Oak’s Children Services Pop-Up events in Oroville and Gridley Coordinating of events for Child Abuse Awareness month in April were again affected by the pandemic. Nevertheless, activities included the following: Board of Supervisors Resolution Encouraged participation in the state-promoted wear blue day, art contest, and pledge. Outreach to over 9 schools or districts through Public Health Nursing Students at : Thermalito Elementary Tehama County Department of Education Willows Unified school District Chico Country Day Durham Unified School District Chico Unified School District Lassen View Elementary Orland Unified School District Red Bluff High School Flag Raising in Chico Managing the Frank Watters & Mary Anne Houx Children’s Fund is part of the work of the Council through a separate appointment by the Board of Supervisors and is funded outside of the parameters of the county contract. This includes coordinating the collection of donations, tracking funds, banking, generating, and coordinating signature and mailing of thank you letters to donors, distributing and soliciting grant applications, issuing grant funds awarded by the review committee, reviewing progress reports, and coordinating presentations by the award recipients to the general council. Our organization has recently gone through a change in leadership as Wendy Brown is no longer serving as the CAPC Executive Director. Our board of directors remains dedicated to continuing our work to serve as a catalyst to promote healthy families through building strong community partnerships that provide awareness, education, and outreach. We have scheduled a strategic planning meeting in the next month to organize and plan next steps for CAPC and begin the process of recruitment for a new Executive Director.
