Good afternoon Butte County and LAFCo!
Please find attached our regular monthly update for the purpose of keeping the Butte County Board
of Supervisors and LAFCo Board apprised of progress in the Sewer Project.
This month’s update includes notification that the Draft Environmental Impact Report will be
released on July 14, 2022 with a 45-day comment period. Upon release, the Town will provide a
separate notification of availability as well as information for public involvement opportunities.
We will continue to send these on a regular basis and welcome any opportunities to address the
Board(s) as requested.

This monthly memo is a high-levelsummary of activities for the purpose of regularcommunication with
Butte County agencies and to identify any need for formal Board presentations. For project
information, please see www.paradisesewer.com.
Efforts for Past Month:
Previous Updates: The Central Valley Regional Water Quality Control Board (Regional Board)
hostsmeetings of the Sewer Regionalization Project Advisory Committee (SRPAC). The

SRPAC last met on March 21at the City of Chico council chambersand finalized the first draft
of the Principles of Agreement (POA).The POA will serve as a starting point for drafting an
inter-municipal agreement (IMA) between Paradise and Chico to address treatment of Paradise
wastewater at the Chico Water Pollution Control Plant. Information about SRPAC meetings,
including agendas and meeting minutes, areat www.paradisesewer.com.
In May, sent out draft copies of Chapters 1 and 2 of the EIR for initial review by Butte County,
Butte LAFCo, the City of Chico, the Department of Financial Assistance (part of the State
Water Resources Control Board), and the California Department of Fish and Wildlife. In June,
received comments from all five entities and addressed those comments in the on-going work
on the Draft EIR.

At the Chico City Council meeting on June 7, the Chico Council authorized staff to begin
drafting the IMA, based on the final POA. Similarly, the Paradise Town Council, at its meeting

on June 14, authorized staff to proceed with drafting the IMA.
