Dear Butte County Board of Supervisors,
Please direct Staff to look into the North State Shelter Team's Managed Campground proposal
on private land near the northwest intersection of Eaton Road & Cohasset Road.
Homeless couples and homeless residents with pets cannot stay together at the Torres
Shelter; and many homeless have been denied entry into the pallet shelters, no doubt just
to leave spots open for more homeless campers being swept from Chico's creekside
greenways. Thus, currently there are not enough beds available at Chico's two authorized
shelters for the hundreds of homeless residents needing help and inexpensive places to
live. As you know, because homeless residents in the U.S. also have Constitutional rights,
the cities and counties cannot clear out unauthorized campsites unless there exist enough
authorized places for those homeless residents to go. Numerous examples of Managed
Campgrounds (in Sacramento, Marysville, Eugene OR, Medford OR, Portland OR, etc.)
have shown that providing such humanitarian aid results in crime reduction and is much
less expensive than having to provide the additional ambulance rides, ER visits, police
time, court time, and jail time exacerbated by an under-addressed Shelter Crisis. Watch

examples. Criminalizing the homeless, most of whom have lived here for many years, does
not work. We also need to find ways to encourage many more local builders to build much
more low-income housing!
