WHEREAS, recruitment and retention for law enforcement positions across the County has been an 'mg
challenge for several years; and
WHEREAS, several local law enforcement agencies including several comparator agencies have recently
implemented recruitment and retention incentives such as "signing bonuses" to attract applicants and maintain, public
safetystaffing at required levels; and
WHEREAS, innovative recruitment incentives such as referral bonuses have become one of the latest tools being
used by law enforcement agencies to enhance recruitment efforts by using internal staff as direct outreach liaisons; and
WHEREAS, through conversation, re|ationiships, mentoring and networking, current County employees have the
unique opportunity to contribute to the wealth of talent the County employs by referring applicants to vacant law
enforcement positions; and
WHEREAS the County places the safety and security mfconstituents, other members ofthe public and employees
as its main priority.
The Butte County Board ofSupervisors authorizes atemporary ahlaw enforcement recruitment incentive
program to be in, effect from the date of this approved resolution to June 30, 2024 consisting of a recruitment
incentive payment of$1,SU0to any current County employee who refers an individual applicant to any ofthe
following positions:
a. Deputy Sheriff
b. Correctional Deputy |
c. Correctional Technician |
d. PmbhcSafety Dispatcher
e. Probation Officer |
t Juvenile Detention Officer k
g. Probation Technician
The non -pensionable referral bonus payment shall be paid in two parts, $500 at time of applicant hire (upon
successful completion of all phases of the application, examination, background check process and appointment
to their positiom) and the final $1,0O8 when the individual successfully passes their established probationary
period.
3. Applicants for the above qualified positions shall identify bvname and department, the co�unNstaff member who
provided the referral by entering the name of the employee and the department in which the employee works in
the appropriate space imtheir online (NeoGov)application. The applicant desiQnet�ioninNeuGovvviUbethe only
4. The following exclusions to this program shall apply:
a. Only one county employee, per applicant shall be eligible for the referral bonus program, payment;
b. Referral of existing county employees to one of the above eligible positions shall not be eligible under this
program;
c. County employees who separate from employment forfeit eligibility for any unpaid portion of the referral
bonus payment not yet paid at time of separation;
d. County employees normally involved in the recruitment process to include but not limited to; Human
Resources Department staff and key recruitment/human resources, liaison staff in the Sheriffs Office and
Probation Department are not eligible.
5. The Board of Supervisors finds that there are several public purposes supporting this compensation, including the
continued recruitment and retention of competent and skilled government employees, maintaining the County
of Butte's position in the competitive labor market, efficiency of service provision, and the avoidance of potential
labor disputes.
6. The Butte County Board of Supervisors authorizes the Human Resources Drectorto resolve any conflict regarding
eligibility, disagreement with terms, payment timing or other applicable issues related to this temporary program.
7. This temporary referral bonus program shall be in effect for two years, ending on June 3011", 20,24
B. This resolution shall not be precedent setting.

by the following vote:
