Subject: Humboldt Ave Encampment / Safe Space Proposal
Dear Ms. Presson and Butte County staff,
I am writing to express my serious concerns over the growing encampment on Humboldt
Avenue, in the space known as "Windchime Park". I am a homeowner and resident in the
newly-annexed area of Chico known as Chapmantown, and I have lived in Chico since 1971.
I am concerned about the number of people in crisis who roam the streets at all hours, the
sanitation conditions in the area along Humboldt and the creek, the semi-abandoned vehicles,
etc. I am also very concerned for the small businesses in the area and the residents who are
forced to deal with this encampment 24 hours a day.
I no longer feel comfortable living in my own neighborhood; I no longer take walks, and as a
senior citizen, at times I am concerned for my personal safety driving through the
neighborhood.
This is not the "promise" of improved services we were "sold" with the 2020 annexation!
I understand there is a proposal by the North State Shelter Team that would provide at least a
partial solution to this ongoing problem. I encourage you and your staff to investigate that
proposal as soon as practical.
