The current Executive Order N-13-22 was extended until September 30, 2022. There wasn't a press announcement, just an update on the CalOES website stating the extension. We are asking for this letter to be approved and sent to the Governor's Office asking to let Butte County be lifted from the order or let it expire entirely. We believe we have the support of the majority of Supervisors to move this forward and were told we could make the request at a future date. Please let me know if you have any questions or if I need to proceed in another manner. -- Jennifer Morris Executive Director North Valley Property Owners Association 984 East Ave Suite B-1 Chico, CA 95926 Governor Newsom, In November 2018 Butte County experienced one of the most destructive wildfires in state history. As a result of the Camp Fire, an Executive Order by then Governor Brown was issued limiting price increases for goods and services, rental housing, and hotels to no more than 10% from the price they were prior to the fire. Since the first executive order was passed on November 14, 2018, Butte County has been under a continuous price gouging ordinance (B-59 - 18, N-12-19, N-22-19, N-85-20, and N-13-22). With the continuation of the ordinance, housing providers have been forced to delay much needed capital improvement projects, tap into reserves, or run negative, all of which further exacerbates the amount of housing and quality of housing in our communities. We support the purpose for the original price gouging ordinance in general and oppose those that look to exploit the tragedy of our community members. However, Butte County is already regulated under the California Tenant Protection Act of 2019 (AB1482) that places an annual rent increase of 5% plus current CPI. Limiting Landlords from reasonable legal rent increases compounded with the steady rise in operating expenses is creating an unreasonable loss to Butte County housing providers and property owners through the continuous renewal of the 2018 price gouging ordinance. We formally request Butte County to be removed from the next price gouging executive order extension. We understand that there have been additional housing units lost since the Camp Fire and finding affordable housing for these fire survivors is still important. With that said, allowing housing providers to recoup expenses through increasing rent will allow them to continue to stay in business and provide good quality rental housing to our community members.
