The revised DPP generally addresses our previous review comments. Subject to Comments No. 2 through 6 below, PG&E is authorized to proceed with the proposed drilling program. 2. We have remaining concerns about the drilling methods and approach being proposed in relation to the resulting quality of information that will be obtained for the intended use of the results. This was not fully addressed in the DPP and we acknowledge that this is a challenging aspect of this project. In the final report of the drilling results, please address the quality of information obtained during the drilling program and how it will be used in subsequent analyses to account for any less than favorable results. 3. The résumés for two of the proposed drillers (Paul Britton and Nick Maher) are not acceptable. Their résumés do not indicate that they possess the requisite embankment dam drilling experience needed for this project. Please provide additional information demonstrating that they meet the experience 2 requirements set forth in our drilling guidelines, or else propose different drilling personnel. Alternatively, Tom Scott can be used to perform the mud rotary drilling on this project in addition to the sonic drilling. The résumés of the proposed geologist (Zach Washburn, William Roman, Jeremy Robinson and Richard Harlan) supervising the drilling work are acceptable. If any other individuals will be used to perform or supervise the drilling work besides those listed above, please submit their résumés for our review and authorization prior to them beginning work on site. PG&E is reminded that résumés for proposed project personnel must include specific project experience which is relevant to the kind(s) of work being proposed. 4. In the emergency notification call list in Section 8.0 of the revised DPP, please replace former FERC Branch Chief John Onderdonk with current FERC Branch Chief Wes Cooley, as follows: Wes Cooley, (415) 369-3340 (Office) Branch Chief (408) 480-5024 (Cell) 5. Please keep the current FERC project engineer, Mr. Michael Vail of this office, informed on the schedule and progress of the drilling work. Additionally, PG&E is reminded that any conditions observed during the drilling which could be an indication of a potential dam safety concern must be immediately reported to the Regional Engineer. 6. submit a geotechnical investigation report summarizing the results of the drilling by April 30, 2022. While we understand that this schedule was based on the assumption that the drilling would take place in 2021 rather than in 2022, this date has now passed without any extension of time requests for this item being received by our office. Accordingly, please provide an updated plan and schedule for submitting the geotechnical investigation report. Additionally, if the drilling being completed in 2022 rather than 2021 will impact any other upcoming submittal dates such as the revised stability analysis or Supporting Technical Information Document (STID) update (due May 28, 2021 letter), then please submit an extension of time request for these items as well, along with appropriate supporting justification. Within 45 days of the date of this letter, please provide the updated plan and schedule requested in Comment No. 6 above. Comment No. 2 should be addressed in the final drilling report, thus, a formal response to this comment is not required at this time. Comments No. 3 through 5 should be addressed during the drilling, and a formal 3 response to those comments is not required unless different project personnel will be used as noted in Comment No. 3.
