Chair Amaro called the meeting to order at 1:32 p.m. and the pledge of allegiance was recited.

Chair Amaro invited comments or revisions on the aforementioned meeting minutes. No comments were
heard.
On motion by Director Schonauer, seconded by Director Gary Hansen, the meeting minutes of the June 14,
2022 meeting were unanimously approved as presented.
4.PERIOD OF PUBLIC COMMENT
Ben King reviewed highlights from a recent California Water Commission meeting, stating the Los Vaqueros
Reservoir Expansion project has been approved for additional funding and a whitepaper on groundwater

trading has been released. Mr. King encouraged the Board to review both the Sites Reservoir and Los Vaqueros
Reservoir together as potential connections to the State Water Project. Director Carmon asked where the Los
Vaqueros Reservoir is located whereby Mr. King answered it is located in Contra Costa County, east of San

5.STAFF UPDATES
Glenn Groundwater Authority (GGA) Program Manager, Lisa Hunter, stated the acknowledgment form has
been developed and approved in response to the well permitting executive order released in April. She is
working the Countys Environmental Health staff to implement the process to comply with the order.
Ms. Hunter stated she will have a more comprehensive update on the Countys staff recruitment at the next
meeting.
6.FINANCIAL REPORT

On motion by Director Gary Hansen, seconded by Director Enos, it was unanimously ordered to accept the
Monthly Activities Report as presented.

7.COLUSA SUBBASIN GROUNDWATER SUSTAINABILTY PLAN

Relating to item 7.a, Ms. Hunter stated the grant projects are winding down and all grant project work has
been completed as of June 30, 2022. The remaining portion of the grant involves grant administration in the
form of reporting, invoicing, and similar tasks which should be completed in August.
In relation to item 7.b, Ms. Hunter highlighted the Well Monitoring Pilot Program report, stating there are
16 participants, and though the agreements originally anticipated a 50% cost share for the program, there
was enough grant funding to cover 100% of the costs. Ms. Hunter also highlighted the land subsidence
benchmark report provided in the packet, stating there are 12 new benchmarks in the subbasin, five of
which are in Glenn County.
Ms. Hunter further stated that the Hydrogeologic Investigation Work Plan should be expected by the next
meeting which will assist in completing the next grant application. The Airborne Electromagnetic (AEM)
Survey project data is expected to be available in May 2023.
In relation to item 7.c, Ms. Hunter reviewed the projected grant timeline, stating the grant solicitation is
expected to open in October 2022; however,

agreements will be executed between September and November 2023. This schedule highlights that funding
will not be available through this program until late 2023, at the earliest. Only one application is allowed per
basin, so the CGA/GGA Technical Advisory Committee (TAC) will continue to work on prioritizing projects.
Ms. Hunter recommended the Board consider hiring a grant writer, which could be executed as an
independent task order with on call consultant Davids Engineering. Director Carmon spoke in favor of hiring
a grant writer. Director Lohse also spoke in favor of hiring a grant writer, given the short time line. Director
Arnold asked if the costs would be split with the CGA, whereby Ms. Hunter stated that arrangement has
been done in the past, whereby GGA held the contract with the consultant and invoiced the CGA at the end
of the project. CGA Chair, Denise Carter, stated the matter will be going to the next CGA Board meeting.
Chair Amaro asked how competitive the funding is for the grant and what the criteria is for selection,
whereby Ms. Hunter stated the funding is available to all high and medium priority basins, including the
critically over drafted basins, and each award will be between $1-20 million. Anjanette Shadley of the
Western Canal Water District stated there are 73 medium and high priority basins in California and that the
grant guidelines have not been released yet. Pat Vellines, DWR, clarified that the grant guidelines for Round
1 are available and should be the same or very similar to what is expected for Round 2. The consensus of
the Board was to pursue a grant writer for assistance with the next grant. Ben King also spoke in favor.
In relation to item 7.d, Ms. Hunter asked the Board to consider their approach to prepare the Water Year
2022 Annual Report, which is due April 1, 2023. The water year ends September 30, 2022 and that is when
work could commence. Ms. Hunter stated there would be heavy collaboration with the CGA since the report
is for the entire subbasin; she also suggested a technical consultant be hired to do the work. Director
Carmon stated he prefers that a Request for Proposals (RFP) or Request for Qualifications (RFQ) be issued
for any work to be done to remain competitive. Directors Roundy and Gary Hansen spoke in favor of hiring
Davids Engineering for familiarity, consistency, and efficiency purposes, whereby Ben King spoke in favor of
a competitive process. Chair Amaro inquired about the timeline for the RFP process, whereby Ms. Hunter
answered a six-week solicitation issued in mid-August would award a contract by October or November. The
Board consensus was to bring back this item as an action item at the next meeting to determine whether or
not to issue an RFP.
8.WATER CONSERVATION CAMPAIGN
Ms. Hunter reviewed the aforesaid matter, stating the overall discussion at the last three meetings has led
to consensus for an educational conservation campaign versus any mandatory actions due to the complexity
of any potential enforcement. She then asked what option(s) the Board would like to move forward with for
outreach and distribution and reviewed various ideas and options for the Board to choose from.
Chair Amaro asked where the funding would come from whereby Ms. Hunter stated this project would be
self-funded (not grant-funded) and there is funding in the budget. The amount would depend on what
options the Board selected. Director Carmon spoke in favor of utilizing various online mediums to
disseminate information to keep costs low. Director Gary Hansen spoke against mailers to be efficient with
staff time and resources and spoke in favor of highlighting the mission. Jaime Lely spoke in favor of
cost-efficiency and suggested a newspaper article and social media posts. Chair Amaro asked what portion
of the water users in the jurisdiction have supplied email addresses, whereby Ms. Hunter stated the exact
number is not known but it is not very many of the total users. Discussion ensued.
The Board consensus was to issue a press release and pursue as much online presence as possible in
distributing educational conservation methods and information. If the press release is not widely addressed

by the press, the Board may consider publishing an article in the local newspapers. The Board provided
direction for staff to work with the Executive Committee to finalize the water conservation campaign
materials.
9.GGA BOUNDARY ADJUSTMENT
a. *Consider pursuing GGA Boundary adjustment with DWR and State Water Resources Control Board.
b. *Consider suspension of Prop 218 fees for lands that may qualify for boundary adjustment.
Ms. Hunter stated a letter was received from Holly Reimers regarding comments on this item, which was
distributed to the Board and will be made available on the website.
GGA Counsel, Valerie Kincaid, reviewed the aforesaid matter, stating the memo enclosed in the packet
provides background and boundary adjustment considerations. Ms. Kincaid further stated that a GGA
boundary adjustment may be considered to move certain parcels under the jurisdiction of the State Board
instead of the GGA. The parcels most likely to qualify would be parcels without wells or small domestic well
users, and reviewed what the process would entail.
Director Gary Hansen commented on the presence of irrigation wells in the basin. Jaime Lely asked if the
parcels that would be removed from the District would also be removed entirely from the basin and all
reporting would be done to the State, whereby Ms. Kincaid stated the parcels would be removed from the
GGA jurisdiction, but not out of the basin. She further stated users would report to and pay fees to the State
Water Resources Control Board and would have to comply with SGMA no matter the jurisdiction. Discussion
ensued surrounding the differences in fees between the GGA and the State Water Board and the definition
of de minimis users.
Ben King asked if parcels with no wells are charged any fees whereby Ms. Kincaid stated the State Water
Board charges are based on a well head fee and water extraction fee. Mr. King also asked how irrigated
versus livestock parcels would be differentiated, Ms. Kincaid stated a determination would need to be made
on a case-by-case basis.
Jenny Scheer asked if the parcels with no wells are able to add wells or become mixed use parcels in the
future, whereby Ms. Kincaid stated the County would remain the well permitting agency and the State
Water Board would be the regulatory agency if parcels are excluded from the GGA. The GGA would not be
involved in that decision; however, the State Water Board and County would communicate regarding that
topic.
Mr. King asked if the parcel could be reinstated with another boundary adjustment, whereby Ms. Kincaid
stated this may be a possibility but the administrative costs of switching in and out of the basin is high.
Director Arnold asked if the parcels being adjusted have no viable water available, whereby Ms. Kincaid
stated there are some irrigated parcels included in this analysis so that may not be true.
Holly Reimers spoke to the need to separate parcels by irrigated lands that only use surface water, those
that use groundwater, and those that use both.
Chair Amaro clarified this item is to consider the boundary adjustment, and this is not the final action.
On motion by Director Roundy, seconded by Director Carmon, it was unanimously ordered to pursue a GGA
Boundary Adjustment with DWR and State Water Resources Control Board.

Ms. Kincaid stated that parcel analysis as well as outreach to the landowners will be crucial, and that the fee
suspension is not final but an act of a good faith effort while research is being conducted on the matter.
On motion by Director Carmon, seconded by Director Enos, it was unanimously ordered to suspend the Prop

Ms. Hunter reviewed the matter, stating the GGA has reached the end of their contract extension with the
current provider and so issuing an RFP is recommended. Ms. Hunter stated the option to extend the
contract for an additional three years will be included in the RFP.
On motion by Director Roundy, seconded by Director Gary Hansen, it was unanimously ordered to issue a
Request for Proposals for Annual Audit Services for Fiscal Year 2021/2022 pending Counsel review.

Ms. Hunter reviewed the aforesaid matter. Ms. Hunter stated the CGA is interested in collaborating which
may result in cost efficiencies and consistency across the basin.
Director Carmon suggested the GGA and CGA Ad Hoc Committees meet prior to releasing the RFQ, whereby
Ms. Hunter stated releasing the RFQ is no guarantee of a consultant selection and that if the GGA decides to
collaborate and select the same consultant as CGA, this could be negotiated in the contract scope of work.

Program and looks forward to tracking the status and results. Mr. King spoke regarding winter water rights,
permits, and fees.
Ms. Hunter stated the TAC is working closely with the CGA TAC to prioritize projects for the upcoming grant
application. Mr. Lohse added one of the questions the TAC was asked to consider is what happens if the
drought conditions persist. Mr. King, CGA TAC member, spoke about the new subsidence benchmarks and
potential locations for additional benchmarks.

7. GLENN COUNTY ADMINISTRATIVE SERVICES
a. *Approve cost-share of recruitment, hiring, and on-boarding costs for a new County employee that will
support GGA activities.
b. Provide direction on recruitment preferences.
At the February 14, 2022 meeting, it was requested that an item be placed on future agendas to discuss GGA
staffing. Discussion was initiated at the March 16, 2022 meeting. At that meeting, the Board reviewed various
options for staff support and requested staff to provide additional information on staffing needs to consider at a
future meeting.
On April 11, 2022 the Board continued staffing discussions and agreed the budget ad hoc committee would
consider options while developing the 22/23 budget and directed Director Carmon to request the County move
forward with creating a position for the water resources division.
At the May 9, 2022 meeting, Director Carmon reported that he had discussions with the County Administrator
Officer (CAO), who was finalizing the next fiscal year budget and the County planned to include the part time
employee position requested by the GGA, but the County requested the GGA share 50% of the costs for the
training of the new employee. It was agreed this item be placed on a future agenda for consideration.
At the June 14, 2022 meeting, Ms. Hunter reported she had initial discussions with the CAO in regards to cost-
sharing the onboarding of a new employee, and he had directed her to work with the Planning and Community
Development Services Agency (PCDSA) Director to determine the criteria for cost-sharing. Ms. Hunter further
stated that the new position was included in the new fiscal year budget.
The GGAs 22/23 Budget includes $170,000 for Administrative Services.
Relevant portions of the GGAs Joint Powers Agreement are included below.
ARTICLE 4: GOVERNANCE
4.10 Administrator. The Members hereby designate the County of Glenn to serve as
administrator of, and keeper of records for, the Authority.
EXHIBIT E- INITIAL FUNDING AND ADMINISTRATIVE SERVICES AGREEMENT RECITALS
ARTICLE 3: SERVICES AGREEMENT AND ENGAGEMENT OF CONSULTANTS
3.1 Agreement with County for Administrative Services.
3.1.1 Services Agreement between County and Authority. The Members
contemplate that the County of Glenn will provide administrative services and related for
the Authority during the term of this AGREEMENT. Upon formation of the Authority, the
County and Authority may negotiate a new administrative services agreement to
augment or supersede this AGREEMENT.
3.1.2 Scope of County Services and Recoverable costs. For the term of this
AGREEMENT, the County shall provide administrative and financial services to the
Authority. Such services many include, without limitation, project management related
to the administrative services for the Authority, including the development and
implementation of a Groundwater Sustainability Plan pursuant to SGMA, and financial,
bookkeeping, invoicing and contracting services. A more detailed scope of services shall

be stated in the services agreement between the County and Authority, as provided in
Article 3.1.1 hereof.
3.1.3 Invoicing and Payment and Reimbursement of County Services. The
County shall invoice the Authority quarterly for all costs and expenses incurred in carrying
out the services required under this AGREEMENT, and as required under future funding
agreement. Said invoices shall include the reasonable cost to the County for providing
the staff and human resources time required to carry out the administrative services
behalf, including but not limited to rents, overhead, materials, insurance, benefits, taxes
and the like. Invoicing shall be quarterly, and invoices shall include a statement of the
the prior month. The Authority shall pay all invoices within thirty (30) days of receipt.
3.1.4 Direction of the Authority Board. The services provided in this
AGREEMENT shall be at the direction of the Board of the Authority, although the County
is and shall remain the employer of any staff providing services hereunder. The County
shall be deemed an independent contractor to the Authority, and the Authority shall have
no authority to terminate, suspend, reprimand or otherwise discipline any County
employee providing services hereunder, but shall direct all employment issues and
complaints to the County which shall have absolute discretion to act.
The Bylaws for the Glenn Groundwater Authority adopted September 10, 2018 state the following:
ARTICLE 6. AUTHORITY ADMINISTRATION, MANAGEMENT AND STAFFING
PROGRAM MANAGER. The Program Manager of the Authority shall be the chief
administration officer of the Authority and shall be responsible for the proper and
efficient administration of the Authority. Subject to such supervisory powers as may be
given by the Board, the Administrator shall generally supervise, direct, and control the
business and the employees of the Authority.
6.1.2 The Board has appointed a staff member of Glenn County as Program Manager
will include necessary staff time as well as the purchase and maintenance of any
necessary materials and/or equipment required by the Program Manager in order to
complete the work.
6.1.3 Duties of the Program Manager. The Program Manager shall 1) develop agendas
and staff reports for Board packets; 2) bring pertinent issues to the attention of the Board;
3) prepare and present a proposed budget to the Board and control the approved budget;
4) appoint, direct and remove employees of the Authority; 5) implement and manage
contracts and agreements approved by the Board, and 6) perform such other and
additional duties as assigned by the Governing Board.
Pursuant to the JPA, Article 3.1.4, the County has requested the GGA Board provide direction and explicitly
approve the cost-share of recruitment, hiring, and on-boarding costs for a new County employee that will
support GGA activities.

team on these items.
Northern Sacramento Valley Integrated Regional Water Management (NSV IRWM) Plan solicitation for
Projects
The NSV IRWM is soliciting for projects to be included in the NSV IRWM Plan (NSV IRWMP). The NSV IRWM
spans a six-county area which includes Butte, Colusa, Glenn, Shasta, Sutter, and Tehama Counties. A grant
funding opportunity for this region is due in February 2023 and may be a good fit for some of the Colusa
Subbasin GSP projects. In order to be considered for IRWM funding, the projects must be included in an IRWMP.

the applications and makes a recommendation to the NSV IRWM Board as to whether the project should be

At the July 11, 2022 meeting, the Board held initial discussion on potential approaches to complete the Water
Year (WY) 2022 Annual Report, which is due to DWR by April 1, 2023. The water year ends September 30, 2022
at which point, preparation of the report could begin. After some discussion, the Board requested this item be
brought back to a future meeting to determine whether to issue a Request for Proposals (RFP) for this project. It
was also understood that this effort will be completed in coordination with the Colusa Groundwater Authority
and it is important to have concurrence with the approach selected.
Staff has communicated with the CGA and no clear direction from the CGA is immediately available, as differing
opinions on the approach exist. The CGA Board is scheduled to meet August 23.
Staff recommends the approach to issue an RFP and include the option to extend the agreement for two
additional years (Annual Reports 2, 3, and 4) pending concurrence with the CGA. If the RFP is released in late-
August for a six week period, an agreement could be executed in November 2022. If this approach is selected, a
special meeting may be needed to approve the RFP.
Additional discussion and direction on the approach for completing the WY 2022 Annual Report may include
other considerations. Examples of some considerations are listed below:
Coordination with the CGA (lead- staff, Executive Committee, TAC, and/or another committee)
Timeline/Schedule
Budget for report preparation (The GSP assumes $23,000 each for the CGA and GGA for GSP updates in
2023 and estimated annual reports will cost between $40,000 and $60,000 annually.

Discussion:
At the May 9, 2022 GGA Board meeting, the ad hoc committee provided an overview of potential
recharge project locations and necessary tasks to move forward with planning recharge projects. The
ultimate goal is for the GGA to be ready to utilize recharge opportunities as they arise based on specific

situations and locations. The ad hoc committee recommended the Board engage a technical consultant
to further develop recharge project planning and implementation including funding needs. The Board
held a detailed discussion on possible approaches and needs in order to implement select projects. The
Board favored bringing consultant on board to assist in the development of recharge projects.
The committee met on June 6, 2022 and reviewed the May 9 Board discussion, reviewed sample
Request for Proposals (RFP) and discussed a path forward to select a consultant to plan, analyze, design,
and implement groundwater recharge projects. The committee prepared a draft Request for
, which was approved at the June 14, 2022 Board
meeting.
The RFQ for Groundwater Recharge Consulting Services was released on June 17, 2022. Questions that
were submitted prior to the July 1, 2022 deadline were clarified in Addendum 1 issued on July 18, 2022.
The submittals were due on July 18, 2022.
The GGA received three proposals, all of which were deemed complete and qualified. Respondents
included:
Davids Engineering, Inc. (subcontractors: Environmental Science Associates, ERA Economics,
West Yost & Associates, California State University Sacramento Consensus and Collaboration
Program); Total proposed cost: $298,369
Geosyntec Consultants (subcontractor: Water and Land Solutions); Total proposed cost:
$157,860
Larry Walker Associates (subcontractor: ECORP Consulting, Inc., Cal Polys Irrigation Training &
Research Center, Kjeldsen, Sinnock & Neudeck, Inc., University of California Cooperative
Extension Program, Will Lewis Consulting); Total proposed cost: $79,763
The committee met on July 26, 2022 to review the proposals. It was quickly noted during the review
process that the costs were not easily comparable because the scope of work was not the same for each
proposal. Ultimately, the committee agreed to invite Geosyntec Consultants for an
interview/presentation. The interview was held August 4, 2022.
Following the interview, the committee held discussion on the three proposals and the additional
information from the interview. The committee agreed to recommend the Board engage Geosyntec
Consultants to provide recharge consulting services pending agreement on a scope of work and budget.
They further agreed it would be helpful to negotiate the first task to start the project quickly, and spend
additional time to develop the remaining tasks and budget. The four tasks identified are shown on page
18 of the proposal and a description of Task 1 begins on page 18 as well. Task 1 is estimated to cost
$40,835.
There are sufficient funds to cover Task 1 within the Professional Services, Special Department
Expenses, and/or GSP Development/Implementation budget line items.

Addendum 1
Addendum 1 is being issued to clarify certain sections. Clarifications are included in red text. All other
content remains the same.
1. Introduction
The Glenn Groundwater Authority (GGA) is seeking a qualified firm/professional to plan, analyze, design,
and implement groundwater recharge projects in the GGA portion of the Colusa Subbasin.
The GGA intends to award one or more contracts to a firm/professional that meet our qualification
criteria and has successfully performed services on similar projects in the past. The successful
firm/professional will be required to enter into a contract with the GGA for services requested in this
RFQ.
Statement of Qualifications (SOQs) must be received by July 18, 2022 at 3:00 PM to be considered for
this opportunity.

2. Background and Project Description
The GGA is one of two Groundwater Sustainability Agencies (GSAs) in the Colusa Subbasin, of the
Sacramento Valley Groundwater Basin, covering the portion of the subbasin within Glenn County. The
GSAs coordinated on a single Groundwater Sustainability Plan (GSP) that was submitted to the
Department of Water Resources in January 2022. The first Annual Report was submitted in April 2022.
These important documents outline historical and current conditions within the subbasin and outline
steps to achieve and maintain sustainability within the implementation timeframe.
One critical component of the GSP is developing and implementing groundwater recharge projects. This
RFQ is seeking a consultant to provide the planning, analyzing, designing, and implementing of selected
groundwater recharge projects in the GGA portion of the Colusa Subbasin.
3. Description of Services Required
The GGA is interested in exploring, designing, and implementing a phased recharge plan. It is expected
that the scope of services will consider previous studies and efforts when appropriate to determine the
most efficient and effective path forward. Services may include applying for water rights, coordinating
with appropriate Federal, State, and local agencies, cost-benefit analysis, determining the appropriate
mix of projects considering the range of available options, identification and design of project sites,
design of infrastructure if needed, and outreach.

During this time period, there would be substantial work completing these questions:

What is the best approach in terms of on-farm recharge versus dedicated recharge basins?
How might the GSA coordinate with local landowners, water suppliers (example:
irrigation/water districts), and neighboring GSAs or basins to create the largest benefit?
How can recharge projects be funded? These conversations would be in conjunction with work
that will be conducted by a rate consultant. The GGA does not expect this project to include a
rate consultant; rather, the GGA may engage the services of a rate consultant and the GGA
would expect both teams to coordinate as needed.
4. Desired Qualifications
The successful firm/team must demonstrate experience in the following areas specifically relating to
groundwater recharge:
Project planning and implementation
Familiarity with laws and regulations
Familiarity with CEQA/NEPA
Water quality components
Funding aspects
Identifying benefits
Public outreach and coordination
5. Format for Statement of Qualifications (SOQ)
Responses to the RFQ must be made according to the requirements set forth in this section, both for
content and for sequence. Failure to adhere to these instructions, or inclusions of conditions,
limitations, or misrepresentations in a response may be cause for rejection of the submittal. Incomplete
SOQs will not be considered. SOQs must be submitted on 8-

Experience and focus in the public sector is of vital importance. Describe related past
projects (please limit to 3 projects) completed along with a discussion comparing
similarities with this proposed project.
This section shall also contain a list of references for each sample project wherein
similar services were performed. At a minimum, the following information must be
included for each client reference:
Client name, address, direct project manager name, telephone number, fax
number and email address.
Detailed description of services provided similar to the services outlined in the
description of services required.
ii. Key Personnel. Provide resumes describing the background and statement of
qualifications for key personnel your firm would use on this project, including any
subcontractors that are considered as key personnel on this project.
iii. Statement of Qualifications for any subcontractors. If subcontractors/subconsultants are
to be used, the prospective contractor must include in the proposal a description of the
work to be done by each subcontractor/subconsultant. All subcontracts must be
approved by the GGA and no work shall be subcontracted without prior written
approval. It is expected that the discussion of subconsultants will also include
experience and references to similar types of work.
iv. Scheduling. Delineate the project scheduling process your firm uses. Use some or all of
the projects in the {ǒƒƒğƩǤ ƚŅ CźƩƒ /ğƦğĬźƌźƷźĻƭ ğƓķ 9ǣƦĻƩźĻƓĭĻ section, as well as other
projects (if necessary), as specific examples, which demonstrate your ability to deliver
your work on time.
d) Scope of Services in which the proposing respondents are requested to provide a reasonable
draft outline of phased tasks to complete during this project. This should include short
descriptions of the types of work that would be included in each phase and task. The final scope
of work will be negotiated during the final selection process. Should there be any tasks that are
expected to be performed by the GGA, these should also be clearly described as GSA tasks in
this section. The section shall also include a draft schedule with the timeline for completing all
tasks, including adequate time for the GGA to review work products and conduct any necessary
public outreach, hearings, or similar processes. Work should be phased in a logical manner.

While no page limit is specified, the respondent should be succinct while providing sufficient
detail to understand the proposed tasks and schedule.
e) Cost shall detail the cost portion of the SOQ. Respondent shall provide a draft estimate of the
number of hours necessary to complete each task along with the billing rate for all reimbursable
expenses. This billing rate should be provided for all personnel, along with their classification,
and any other reimbursable expenses. The final cost will be negotiated during the final selection
process. If a contract is entered into as a result of this RFQ, the price shall become fixed for the
term of the contract, unless agreed to otherwise. Note: The GGA has not defined a target
budget for these services.

Based on our experience and relationships with agencies across the state, we understand that GGA is leading the efforts for the
area in exploring, designing, and implementing a phased recharge plan focused on sustainability of the Colusa Subbasin. In
developing this proposal, we have reviewed numerous documents including the January 2022 Colusa Subbasin Groundwater
Sustainability Plan (GSP) and April 2022 Annual Report. These documents outline historical and current conditions within the
Subbasin and outline steps to achieve
Sustainable Groundwater Management Action (SGMA). This project touches on many of the subject areas for sustainability per
SGMA and we understand that the work done under this contract has potentially far-reaching outcomes as a foundational project.
Our team has extensive experience with groundwater recharge projects and are currently working on several throughout the Central
Valley that include assessment of best approaches for recharge, a pilot test for aquifer storage and recovery wells (ASR) in Tulare
County, Feasibility Assessment of Flood-MAR for the Sacramento Area Flood Control Agency (SAFCA), coordination with local
landowners, water suppliers and Groundwater Sustainability Agencies (GSAs), and funding opportunities.
Our proposed Project Manager, Mr. Joseph Turner is very familiar with this geographical area as he is the primary author of the
Lower Tuscan Aquifer Monitoring, Recharge, and Data Management project that forms the basis for understanding recharge
mechanisms in the Northern California area including within the Colusa Subbasin that was used in the preparation of the Colusa
Subbasin GSP. We intend to make sure that this project fulfills the specific technical requirements of the RFQ while establishing a

personnel, has worked with our proposed Project Manager, Joe Turner, PG, CHG, on several groundwater recharge projects
including a confidential client in Fresno County and a Grant funded project in Merced County. Geosyntec and WLS have a strategic
relationship where both companies subcontract services for the other. Jenny Scheer, the proposed Project Liaison is located in
primary technical specialists for the VanTol
project as discussed in this proposal. Between expertise working in the agricultural industry with a focus on groundwater
recharge in the Colusa, Corning, Butte, Vina, and Wyandotte Creek subbasins along xperience developing in
the central valley specifically working on groundwater recharge in the Merced, Madera, and Chowchilla subbasins, we feel confident
that WLS is the right fit as a partner for this project.

GGA is taking decisive action to address the immediate concern of declining groundwater levels, land subsidence, and dry wells in

Geosyntec is a consulting and engineering firm that works with private and public sector clients to
address new ventures and complex problems involving our environment, natural resources, and civil
infrastructure. We have strong water resource capabilities in the Western United States, with over
130 water resource professionals working across varied specialties in groundwater, stormwater,
surface water, and water treatment. Our Water Supply Resiliency program focuses on how these
core components of water resources can combine and interact to help public and private sector
clients sustainably manage water over the long-term.
Geosyntec provides a wide range of expert services in the areas of water supply development, water quality and water conservation.
Our scientists, engineers and permitting specialists provide our clients with integrated solutions, balancing the needs for water supply
development and ecological health. We are a recognized leader in hydrogeology and have been active supporting the development
of groundwater recharge programs throughout the Central Valley (Fresno County, Tulare County, City of Stockton, Merced County,
and Sacramento County). Our experience and lessons learned will not only provide a successful completion of this project but will
also add value to basin stakeholders through a fresh perspective on the work completed to date. Specific to GGA, we have
exceptional experience and expertise with the hydrogeology of the area and can assess the important issues related to groundwater

recharge potentials for a large municipal facility. Merced project is funded by a DWR grant and the Geosyntec/WLS team is working
with Ducks Unlimited to develop the scope for assessing planning alternatives for a multi-benefit project that will include both habitat

Geosyntec has provided valuable insight and advocacy for the SFKGSA towards achieving an overall program for ASR within the
basin. Geosyntec was able to help the agency identify realistic goals for operation of wells and identified key maintenance issue to
be considered. The system design was critical for the startup of the test to not drag air down the well as it limits the amount of water
that can be injected. Geosyntec is currently assessing changes to the well efficiency of the irrigation well to allow adjustments in the
ASR program and design appropriate operation and maintenance procedures for future ASR operations in the future.

WLS was retained by the LGAWD to manage the conceptualization, feasibility, design, funding, environmental permitting, land

water levels with a pressure transducer. After completion of the field program, Geosyntec prepared report discussing the suitability
of the property as a recharge basin and provided recommendations for future activities if the property is purchased.
Geosyntec has provided valuable insight into the potential use of property as a recharged facility. Based on the results of infiltration
testing and assessment on the ability of infiltrated water to reach groundwater, it was estimated that a 10-acre basin constructed on
property could infiltrate between 30 acre-feet per day to 280 acre-feet per day. Geosyntec also provided insights into future needs
for a recharge facility including additional testing needed, permitting, and fate of the infiltrated water that the Client is currently using
to assess if they will purchase the property.

of injecting surface waters from a nearby canal system into existing supply well then
extracting the water for use in irrigation practices as a test for ASR within the region.
Project included response to comments to project Work Plan from the Regional
Water Quality Control Board that included performance of aquifer test to assess
potential hydraulic and water quality effects on nearby domestic wells. The Work
Plan was approved based on data from the aquifer test and begin in the Summer of
2021 and is currently ongoing. Injection rates for the test range between 600 to 800
gallons per minute. Joe assisted with initial startup of the system to improve
efficiencies with the injection that included developing injecting process that did not
allow air to enter the well screen.

have the potential to allow adequate infiltration in this Flood-MAR project, 2,000 acre-feet of water for a pilot test and 14,000
acre-feet of water for full-scale implementation, to the regional groundwater aquifer systems; 2) demonstrate that dry well
technology can successfully infiltrate the anticipated volume of water during this Flood-MAR project; and, 3)demonstrate that a
Flood-MAR project within the Study Area consisting of both infiltration and later extraction will not adversely affect known
contaminant plumes in the area. The results of these analyses were also used to identify data needs for a Flood-MAR project
so that a work plan for the pilot study can be developed.
Lower Tuscan Aquifer (LTA) Investigation and Stable Isotope Recharge Study, Butte County Department of Water
and Resource Conservation (BCDWRC), CA
Joe acted as a project manager and chief hydrogeologist for this 3-year project funded by a DWR-awarded Proposition 50 Grant.
Butte County oversaw the project in cooperation with a four-county group comprised of Butte, Tehama, Colusa, and Glenn
counties. The project objective was to further the scientific understanding of the LTA system by assessing the recharge areas
that included the collection, analysis, and interpretation of the stable isotopes deuterium and oxygen-18. Other activities included
design and installation of nested monitoring wells and design, performance, and interpretation of aquifer tests conducted using
pumping of agricultural wells during normal irrigation practices. Other activities included conducting infiltration testing, assessing
groundwater interaction through the installation of monitoring wells, performance of aquifer pumping tests, water quality
interactions between surface water and groundwater, and stream aquifer interaction. Joe was the primary author for
development of field sampling plans that included identifying geologic formation boundaries from lithologic samples collected
during drilling. In addition, Joe helped BCDWRC with coordination and facilitating public outreach programs and meetings with
a Technical Steering Committee. The data collected from this project were critical in framing the basis for future studies of the
aquifer system including the need for additional isotopic studies.
Preparation of Groundwater Sustainability Plan, Sutter Subbasin, Sutter County, CA
As the senior principal hydrogeologist for preparation of the Sutter Subbasin GSP funded by a DWR-awarded Proposition 1
Grant, Joe was responsible for development of the hydrogeologic conceptual model and assessment of aquifer interactions and
source of salts identified within specific zones of the basin. The assessment included development of detailed hydrographs from
numerous nested wells within the basin used to assess aquifer interactions and stresses on the overall basin and water quality
data used to assess zones where impacts from natural conditions such as arsenic, iron, and manganese occurred.
Completion of Groundwater Sustainability Plans (GSPs) for the Vina and Wyandotte Creek Subbasins, Butte County
Department of Water and Resource Conservation (BCDWRC), CA
Joe is the project manager and senior principal hydrogeologist for completion of these GSPs funded by a DWR-awarded
Proposition 1 Grant. As part of this project, Joe provided review and comments to development of hydrogeologic conceptual
models based on previous work done in the basins, assessment of groundwater monitoring networks, and development of
sustainable management criteria, estimates of the sustainable yield, and project management actions and projects in
survey with regards to geologic formations presented as a cross-section for the Vina Subbasin GSP.

Development of HCM and Assessment of Groundwater Levels, San Pasqual Valley Groundwater Basin
Joe was the Project Manager and Senior Principal Geologist for development of hydrogeologic conceptual model (HCM and
assessment of groundwater level trends with the groundwater basin. The review was conducted to identify data gaps in the
HCM, assess seasonal variations in groundwater trends, assess interactions with surface water and groundwater and effects
from agricultural pumping, interactions between basin aquifers and underlying bedrock fractured system, provided
recommendations for development of data management system consistent with SGMA, and review relevance of existing
groundwater model of basin for use as part of the SGMA process.
Groundwater Quality Resource Stewardship Assessments, San Pasqual Valley Groundwater Basin
Joe was the Project Manager and Senior Principal Hydrogeologist for project designed to develop a tool that can be used to
assess existing and future operations within the groundwater basin and provide a roadmap for acceptable operations that will

impacts both within and outside the groundwater basin, literature search and preliminary GIS assessment and mapping,
development of a site prioritization and ratings table, and development of custom Excel spreadsheet tool for use as management
tool to assess future operations within the basin.
Installation of Nested Monitoring Wells, Aquifer Testing, Aquifer Recharge Assessment, and Preparation of
Monitoring Plan, San Pasqual Valley Groundwater Basin
Joe was the Project Manager and Senior Principal Hydrogeologist for project designed to provide data for use in development
of Groundwater Sustainability Plan. The project included: design, installation, and development of nested monitoring wells with
screens within basin sediments, weathered bedrock, and bedrock; downhole geophysical logging to assess orientation of
fractures and which fractures produced water; collection of water quality data including stable isotopes to assess recharge within
the basin; design of aquifer testing program using normal operations of agricultural supply wells; and preparation of monitoring
plan required by DWR.
Long Range, Reservoir-Basin Conjunctive Use Pre-Feasibility Assessment, El Monte and Moreno Groundwater
Subbasins
Joe was the Project Manager and Senior Principal Hydrogeologist for study of long-range planning and conjunctive use and
system optimization of the San Vicente reservoir, El Capitan reservoir, and the El Monte Valley and Moreno Valley groundwater
subbasins. The study included a variety of groundwater recovery and extraction methods for the pre-feasibility assessment of
conjunctive use alternatives between groundwater basins, reservoirs, and conveyance systems using a combination of aquifer
recharge and storage (ASR) wells, standard extraction wells, and streambed percolation. The San Diego Simulation Model
Version 4 was used to run simulations of the different alternatives.
Salinas River Valley Groundwater Basin Study, Monterey County Water Resources Agency, California
Joe was the technical manager and chief hydrogeologist for this 5-year project to conduct a comprehensive water resources
assessment of Zone 2C of the county's Salinas River Groundwater Basin. This two-part study was developed as part of the
Monterey County Board of Supervisors Referral and the litigation settlement agreement between the Salinas Valley Water
Coalition and the County of Monterey. The first part included a near-term assessment of the health and status of Zone 2C with
regards to potential water supply issues, such as seawater intrusion, should current drought conditions continue. The
assessment included developing a hydrogeologic conceptual site model, evaluating groundwater level and gradient changes
resulting from historical pumping, developing water balance, and assessing water quality conditions. The results of the first part
of the study were provided to Monterey County in a State of the Basin Report. Also reviewed stable isotope data for the basin
collected by others for use in assessing recharge sources and effects of seawater intrusion and assisting with the coordination
and facilitation of a technical steering committee and public outreach program.
Feasibility Analysis for Groundwater Recharge/Banking Facility, Confidential Client, Fresno County, California
Joe is the Project Manager and lead hydrogeologist to assess the potential for a 5,000-acre plot of land located in Fresno County
to be used for groundwater recharge and banking. The goals of this project were to identify areas within the property that would
facilitate successful recharge projects, estimate potential volumes of water that can be recharged, estimate the size, type, and
location of potential recharge facilities, identify potential sources of surface water, and identify data gaps needed to fully assess
recharge potentials. To accomplish these objectives, Joe reviewed previous studies conducted at the site and publicly available
information and developed a hydrogeologic conceptual model. Although the top 15 to 20 feet consisted of low permeability
materials that would not be conducive to groundwater recharge, Joe identified three areas of the property where groundwater
recharge could be conducted. The first area was about 40-acres within a former slough area where surface elevations were
lower and permeable soils conducive for groundwater recharge were near the surface. The other two areas, both about 350-
acres, had significant permeable soils starting at about 15 feet below groundwater surface and Joe recommended the use of
horizontal dry wells. Joe estimated a total potential recharge for the project site of 760 acre-feet per day. Based on these data,
Joe recommended two pilot projects to test and illustrate the benefits and impacts of groundwater recharge facilities at the site:
Small Scale Infiltration pilot test within slough area using several small-scale test plots, and pilot test using a small-scale
horizontal well system. Based on these recommendations, the requested proposals to conduct the pilot tests and Joe is working
with the Regional Water Quality Control Board, Freson County, and the Natural Resources Conservation Service who has
easements on the property to develop the details for the pilot tests.

subcontracted, our approach to this project will be a partnership. WLS will collaborate with Geosyntec on the following scope of work:

Water and Land Solutions
Water and Land Solutions is a water consulting firm formed in 2018. The genesis for company formation was declining agricultural
water supplies, which created the need for expertise and opened new markets for agricultural water consulting. WLS represents our
clientsincluding farming companies and mutual water companiesin the SGMA process and has been actively engaged in several
critically overdrafted subbasins including Merced, Madera, Chowchilla, Delta-Mendota, Tule, Kaweah, and Kern where GSPs were
submitted in 2020 and implementation is well underway. In the Merced Subbasin alone, WLS is leading 5 projects with groundwater
recharge elements that were recently awarded Round 1 Sustainable Groundwater Management Grants from DWR. The company is
based in Merced County with staff in the Sacramento Valley and in the Southern San Joaquin Valley.

iv. Scheduling
The types of projects Geosyntec performs routinely present challenges that require foresight and planning as well as quick responses
and corrective actions to keep them on track. We will bring this responsiveness to the GGA to assist in meeting the stated program,
scope, schedule, budget, and technical requirements. For projects with clear, identifiable work elements and schedules, accurate
cost estimates and schedules set the project up for success. For projects such as the GGA groundwater recharge consulting services
may have continually modified goals and changing schedules resulting from outside influences such as regulatory agencies and the
community, the key to responsiveness is flexibility, clear communication with the client, and the experience of the project staff with
similar situations. As demonstrated in Sections b.i and b.ii, we have assembled a staff for this project that not only provides individuals
with more than 20 years of experience, but a team of professionals that have worked together at similarly challenging projects
including recent projects that have had interactions with land owners, water districts, GSAs, state and local County Agencies, and
the community. We are confident that this experience will continue to serve the GGA project well.
The approach described below was used to successfully deliver the GSPs for the Vina and Wyandotte Creek Subbasins on budget
and by the State mandated submittal date of January 31, 2022. This approach was also used for the South Fork Kings GSA ASR
project so that water used during the pilot test could be used by the landowner during the 2021 irrigation season.
Geosyntec -Monitor-
project schedule, identify subtask start and completion dates, deliverables, milestones, client interface, environmental and permitting
activities, and budget. The cost-loaded schedule identifies the critical path and a baseline for resource use and cash flow. During
the monitor phase, key team leaders review, weekly, the schedule and budget by task and overall project. They calculate earned
value and compare it to the budget in the cost loaded schedule. During the act phase, the project manager identifies any tasks in
which progress (earned value) is falling behind the budget. These tasks are flagged for corrective action and can include reallocating
staff or budget, adding staff or overtime, or increasing productivity. To assist the project manager in this task, Geosyntec employs a
project dashboard system. This system provides up-to-the-minute financial information for all projects. Our team will use our project
management tools to help the project manager budget and track financial information, schedule, and project deliverables.

d. Scope of Services
Project Understanding
The GGA is one of two GSAs in the Colusa Subbasin covering the portion
of the subbasin within Glenn County (Figure 1). The GSAs coordinated on
a single GSP and the first Annual Report was submitted in April 2022. These
important documents outline historical and current conditions within the
subbasin and outline steps to achieve and maintain sustainability within the
implementation timeframe. Given minimal overdraft expected in the
subbasin even with climate change conditions, the subbasins managers
anticipate that overdraft can be managed by increasing supply through
projects, without the need for reducing demand through management
actions. A critical component for achieving and maintaining sustainability
are groundwater recharge projects. These projects can be prioritized based
on sustainability indicators for groundwater levels, land subsidence, and
groundwater dependent ecosystems and should also consider impacts to
domestic well users and disadvantaged communities.

The GGA is interested in exploring, designing, and implementing a
phased recharge plan that considers previous studies and efforts when appropriate to determine the most efficient and effective path
forward. Services may include applying for water rights, coordinating with appropriate Federal, State, and local agencies, cost-benefit
analysis, determining the appropriate mix of projects considering the range of available options, identification and design of project
sites, design of infrastructure if needed, and outreach.
As GGA embarks on an inaugural groundwater recharge project, it will build upon decades of studies and pilot projects for
groundwater recharge in the area. Key considerations for groundwater recharge projects will include site feasibility, water supply
cost and certainty, opportunities for partnership, funding sources, and optimal methods of recharge, As documented in Section B,
the Geosyntec/WLS team has extensive experience assessing groundwater recharge programs throughout the Central Valley
working with GSAs, water districts, landowners, the public, and regulatory agencies. From this experience we know how to identify
, coordinate with stakeholders, provide funding, and move recharge
projects from the planning stage to implementation.
Project Approach
A successful groundwater recharge program needs to consider the following issues:
Governance and Cooperation How will project needs be coordinated with various stakeholders including; landowners,
water districts, other GSAs, and address the legal and regulatory frameworks?
Funding How will projects be funded and how will landowners be incentivized or compensated?
Source Water Where will the recharge water come from, when, and how often?
Conveyance How will recharge water get to the project site?
Site Suitability Important physical parameters include suitability of soils (permeable or low permeability), land use, aquifer
suitability and storage capacity, water quality, and regional considerations.
Recharge Method How will the recharge water get into the ground and to the water table?
Groundwater Use How will the recharge water be removed or otherwise used?
Feasibility Analysis Is the project feasible?
As documented in Section B, the Geosyntec/WLS team has provided these types of analysis on numerous projects. We want to help
GGA make groundwater recharge happen in the Colusa Groundwater Subbasinart by evaluating feasibility for groundwater
recharge projects that the Recharge Pilot Project Ad Hoc Committee has discussed (VanTol, Jasper, Oliveras, and California Olive
Ranch), and ranking projects based on their various benefits and costs. Based on this work, one to two groundwater recharge
projects will be identified that can be implemented in the short-term. Doing so will provide the GGA with a chance to implement a
recharge project within six to twelve months, which will serve as an important learning experience for GGA. As an example of a

project considerations for this first phase, a recharge project at the VanTol property using surface water delivered through Orland-
Artois Water District can be feasibly implemented in the short-term. However, the water cost is higher than other alternatives,
especially this year, and the area of benefit is not likely to include the concerns around Orland where domestic well failures have
been concentrated. Our knowledge of local conditions will help with the evaluation of the projects.
The second task will be to rank groundwater recharge projects for the long-term given their respective costs and benefits. For
instance, in-stream recharge through Stony Creek might address the three challenges that the Orland-area faces. However, it is
more complicated to implement given the role of the U.S. Army Corps of Engineers and Orland Unit Water Users Association, which
is not a member agency of GGA. These tradeoffs will be discussed thoroughly with GGA and its stakeholders and analyzed
thoroughly by Geosyntec/WLS in a project ranking process for the long term.
Types of groundwater recharge to be considered include dedicated recharge basins, in-stream recharge, Flood-MAR on productive
agricultural lands, Flood-MAR on rotationally fallowed agricultural lands, and dry well recharge using both vertical and horizontal
wells. Dry wells can be used to recharge into deeper permeable materials in areas where surface materials are not amenable to
recharge and allow for other activities to occur at the surface. As discussed in Section B, Geosyntec is assisting the State Water
Board with developing the permitting requirements for dry wells for use in groundwater recharge projects and was cited for a proposed
groundwater recharge project in the adjacent Corning Subbasin for the City of Corning. In addition, the Geosyntec/WLS team is
currently developing a pilot study for horizontal dry wells for a confidential client in Fresno California where the top 15-feet of soils
are not amenable to recharge.
Identifying tradeoffs in time, costs, benefits, approach, and complexity between potential recharge projects is paramount. Our multi-
disciplinary team of professionals are all deeply engaged in SGMA development and implementation, particularly groundwater
recharge. We have experience from start to finish in implementing groundwater recharge projects through GSAs and can identify
pitfalls and win-win opportunities to leverage support from other partners.
Scope of Services
Four tasks have been identified for the initial phase of this contract:
Task 1 Short Term Project Identification
Task 2 Long Term Project Identification
Task 3 Meetings and Outreach
Task 4 Project Management
A detailed description of each of these tasks are presented below.
Task 1 Short Term Project Identification
The primary objective of this task is to prioritize at least one project for implementation during the 2022-2023 water year. The priority
project(s) will have available water supply, suitable soils for groundwater recharge, and require minimal environmental review.
Available funding will also be assessed. Applications for will start
in September or October of 2022, so it is not anticipated that the project will be proposed for that grant given the short timeframe.
To accomplish this objective, this task includes the following:
Obtain information from the GGA regarding potential projects that could be completed within the short term. It is anticipated
that these projects will include, but not be limited to, the VanTol, Oliveras, Jasper, and California Olive Ranch projects
discussed above.
Review existing studies including the 2002 Stony Creek Fan Study and 2017 VanTol groundwater recharge investigation
along with other relevant studies.
Conduct site visits and outreach with project proponents, landowners, and relevant water purveyors to gather additional
details, discuss feasibility for conducting recharge during the 2022/2023 water year, and assess potential fatal flaws.
Conduct a cost-benefit analysis that assesses access to water supplies, water rights, conveyance, costs, reliability, average
recharge potential (acre-feet), geographical zones of benefit, beneficiaries of groundwater recharge, monitoring costs, and
operation and maintenance costs.

The results of these assessments will be documented in a Phase 1 Report that will include at least one project for implementation
during the 2022/2023 water year plus descriptions of projects analyzed, results of cost-benefit analysis, outreach conducted, and
steps for implementation. An overview of these results will also be presented to the GGA Recharge Pilot Project Ad Hoc Committee
and board of directors (costs for these presentations are provided in Task 3).
Deliverables
Phase 1 Report with prioritized projects for implementation during 2022/2023 water year.
Assumptions
A total of 4 site visits will be conducted.
Two site visits can be conducted within one 8-hour day.
Each site visit will be attended by the Project Manager and Project Facilitator.
The report will be revised based on one set of comments provided by the GGA.
Phase 1 will prioritize a project in the Orland/Artois area given three noteworthy indicators:
The Artois area is one of two hotspots in the Colusa Subbasinand the only hotspot in Glenn Countywhere
measurable land subsidence is occurring
Groundwater levels in Glenn County have declined most significantly in the area around Orland and Artois from
2006-2017.
Orland is where hundreds of domestic wells have reported groundwater supply issues. DWR is funding $18
city limits and for trucked water for homeowners.
The goal of Phase 1 is for GGA to be able to implement a project in the next 6-12 months. Given the shorter timeline, no
additional outside funding is assumed and a grant submission is not part of Phase 1.

Task 2 Long Term Project Identification
The primary objective of this task is to identify groundwater recharge projects with the optimum mix of costs, benefits, complexity,
certainty, and timelines for the GGA to implement over the long-term. This will be completed using the following steps.
Step 1 Outreach
For this task, Geosyntec/WLS will work with the GGA to evaluate priority outcomes for the long-term projects. For example, questions
for GGA to consider include a minimum volume of water expected to be recharge, priority geographical areas, willingness to apply
for water rights, etc. After this evaluation we will:
Interview stakeholders including member agencies to identify other resources that local stakeholders may not have
proposed to the Recharge Pilot Project Ad Hoc Committee including potential groundwater recharge sites and potential
surface water supplies.
Identify potential groundwater recharge locations and methods for Phase 2, in addition to those considered for Phase 1.
Groundwater recharge methods to be considered include dedicated recharge basins, in-stream recharge, Flood-MAR on
productive agricultural lands, Flood-MAR on rotationally fallowed agricultural lands, and dry well recharge
Coordinate with GSAs in neighboring subbasins including Colusa Groundwater Authority, Butte Subbasin, Corning
Subbasin, and Vina Subbasin and with other potential partners such as The Nature Conservancy, Sustainable
Conservation, and local water districts.
As part of Task 3, Meetings and Outreach, we will also be attending monthly meetings with the Ad hoc committee and GGA board
meetings, as needed.
Step 2 Review Existing Studies and Preliminary GIS Assessment and Mapping
For this task we will review existing studies including the Colusa Basin Drainage Districts 1996 Hydrogeologic Investigation Report
for the Orland-Artois Groundwater Recharge Basin and a more detailed assessment of the 2002 Stony Creek Fan Study and 2017
VanTol recharge test. Other reports will be reviewed as identified during Step 1.

This step also includes development of a map of potential groundwater recharge areas based on file reviews focused on collecting
key datasets such as:

Soil permeability data
Information from the Soil Agricultural Groundwater Banking Index
Land ownership parcel map (provided by the County)
Creeks, canals, and other water bodies
Conveyance facilities
Water district boundaries
Roads and highways
High resolution aerial photos
Land use and irrigation source
Monitoring wells provided in the GSP
Topography/digital elevation map
Change in groundwater storage contours as presented in the Annual Report for the Subbasin.
The information will provide the basis for subsequent analysis to identify areas that may benefit from direct groundwater recharge.
Using the information developed above, criteria will be developed that identifies areas where it would be feasible and beneficial to
enhance groundwater recharge. This step also includes field checks of up to 6 sites to validate information.
Step 3 Short-list Projects
Based on the compiled data developed in Steps 1 and 2, criteria will be developed to determine potential managed groundwater
recharge locations and options for recharging (in-lieu recharge, flooded fields, spreading basins, canals, enhanced stream recharge,
gravel pits, dry wells). Based on the criteria, we will develop, map, and shortlist groundwater recharge study areas. We will then work
with the GGA to rank potential projects and narrow the list to six projects for more detailed analysis as described for Step 4. Potential
criteria for prioritization and ranking include:
Land availability
Land access and improvements
Soil suitability
Infiltration rates
Storage
Proximity to surface water conveyances
Costs to move water
Operations and maintenance
Environmental concerns
Reclamation
Need to apply for surface water rights
Certainty and timing of surface water supplies
The map will be presented to GGA in a Technical Memorandum (TM) that will also include the methods used for evaluation, data
collected and evaluated, and a summary of the evaluation criteria.
Step 4 Detailed Analysis
The short-listed projects from Step 3 will then be assessed similar to assessment described above for Phase 1 that includes a cost-
benefit analysis and potential funding sources for the projects. Potential funding sources include collaboration on new Proposition
218 process and future grant opportunities.

Task 3 Meetings and Outreach
As discussed for Tasks 2 and 3, the Geosyntec/WLS team is available to attend monthly GGA Recharge Pilot Project Ad Hoc
Committee meetings. In addition, we also attend GGA board meetings as appropriate during the course of the project to make
presentations for the tasks discussed above. It is also anticipated that throughout the project, the Geosyntec/WLS team will be
working closely with GGA and other stakeholders to coordinate activities, provide information, and answer questions. Specific
meetings will include a kickoff meeting to discuss the goals and objectives of the project and one meeting each to present and
discuss the results of Tasks 1 and 2.

Assumptions

person and two meetings by teleconference. For the Project Facilitator and Project Manager (when attending), including
travel time, each meeting will be 6-hours in duration with a total of 2-hours of preparation time. For meeting attended by
teleconference by the Project Manager each meeting will be 4-hours in duration with a total of 1-hour of preparation.
The monthly GGA Ad hoc meetings and teleconference meetings will be attended by the Project Manager and Project
Faciliatory using a teleconference service. Each of these meetings will be 2-hours in duration.
Task 4 Project Management
This task will include management of the project. To manage this project, Geosyntec
an internal management plan as a guide to monitor project performance. The plan will document critical success factors, milestones
and key deliverable dates, task budgets, and a project schedule.

11. GRANT WRITING SERVICES
a. *Approve approach to engage in grant writing services for the upcoming Sustainable Groundwater
Management Round 2 grant application pending concurrence with the Colusa Groundwater Authority
to:
Engage the services of Davids Engineering, Inc., OR
Request proposals from specific individuals/firms, OR
Issue a Request for Proposals to provide grant writing services for the SGM Round 2 grant
At the July 11, 2022 meeting, there was discussion on the SGM Round 2 grant. Staff recommended the GGA
consider hiring a grant writer to assist with preparing the grant application, in coordination with the CGA. There
was general consensus to pursue a grant writer as recommended.
Staff is requesting direction on the approach to engage in grant writing services. Three general options include
the following:
1. Engage the services of Davids Engineering, Inc.
a. New Task Order under existing agreement
b. New agreement
2. Request proposals from specific individuals or firms
3. Issue a Request for Proposals
Staff has discussed this approach with the CGA, and there is general support to move forward with hiring Davids
Engineering, Inc. to provide these services. Davids Engineering staff has indicated an interest in providing these
services, if the board desires. Davids Engineering would team with West Yost Associates who have grant writers
on staff.
After the discussion held on July 11, a member of the public suggested the firm Morrisons which is based out of
Chico. More information about the firm can be found at: https://morrisonco.net/services/#grants. Many other
consulting firms have grant writers on their team to assist with these types of projects.
Due to the short time-frame, option 3 is not recommended.
$35,000 is budgeted for professional services which could include grant writing services. Currently, $21,500
remains unallocated to a specific project. Other potential budget line items that could support this work include
special department expenses or GSP development/implementation. Initial estimates on grant writing services
based on consultant experience in the critically over-drafted basin applications could be $50,000 to $100,000. It
seems likely that the cost of application development would be less in the Colusa Subbasin than it was in the
critically over-drafted basins.
12. UPDATE ON WATER CONSERVATION CAMPAIGN
At the March 16, 2022 meeting, the Board requested a discussion item to consider supporting or developing a
water conservation campaign or another method of encouraging or requiring water conservation, particularly in
areas experiencing significant groundwater level declines. This could include an educational or awareness
campaign or specific groundwater extraction limitation requirements.
At the May 9, 2022 meeting, the Board discussed potential options and provided general support for outreach
related to water conservation. The Board directed staff to continue exploring this option and bring
recommendations to the Board for further discussion and/or action.

At the June 14, 2022 meeting, staff provided information to the GGA including considerations and examples of
outreach materials. At that meeting, there was general consensus that an educational or awareness campaign
focused on encouraging water conservation was more appropriate than mandatory actions at this time. A
request was also made to more explicitly include agricultural water use conservation in outreach materials.
At the July 11, 2022 meeting, additional direction was provided to focus efforts on a press release and online
presence and for the Executive Committee to finalize the water conservation campaign materials.
The Executive Committee met July 27, 2022 and finalized all materials. Staff prepared the press release and
website updates. The website materials were published and the press release was issued on August 4, 2022.
The press release was sent to media contacts and the interested parties email distribution list. Staff
communicated with representatives from the City of Willows and the City of Orland. The City of Orland
highlighted the press release on their website and social media and the City of Willows added the press release

Additionally, Staff has coordinated with the CGA and will be posting to the Colusa Subbasin social media outlets

The Glenn Groundwater Authority Encourages Water Conservation
The Glenn Groundwater Authority (GGA) is encouraging you to help our groundwater basin by conserving water. Conserve
at home. Conserve at work. Conserve on the farm. We are experiencing a significant drought and we need your help. Eight
of the last ten years have been classified as below normal, dry, or critical based on the Sacramento Valley Water Year
Hydrologic Classification. The Northern Sierra Precipitation 8-Station Index states our region is only at 79% of average
precipitation this year. The U.S. Drought Monitor shows over 97% of Glenn County is in Extreme Drought.
The GGA is the Groundwater Sustainability Agency managing the Glenn County portion of the Colusa Subbasin. This covers
the area generally south of Stony Creek, east of the coast ranges, west of the Sacramento River, and north of the Glenn-
Colusa County line. In coordination with the Colusa Groundwater Authority, the GGA submitted the Colusa Subbasin
Groundwater Sustainability Plan (GSP) as required by the Sustainability Groundwater Management Act in January 2022.
The GSP is a long-term, comprehensive, dynamic plan that will guide how groundwater is managed in the Colusa Subbasin.
The goals of the GSP are the maintain locally-managed sustainable groundwater resources to preserve and enhance the
economic viability, social well-being, and culture of all who use groundwater, while avoiding undesirable results. What
example, groundwater levels and land subsidence. Conditions are monitored throughout the subbasin and measured
relative to the criteria set within the GSP.
Basin conditions are evaluated at least annually during the development of the required Annual Report. The Annual
Report submitted in April 2022 indicated that groundwater levels have generally dropped since 2020, especially around
Orland and Artois. Since 2015, land subsidence has occurred in various areas, but most prominent between Orland and
Artois with up to -1.5 feet of vertical displacement. It is unclear how much of this subsidence is permanent.
How is the GGA helping during drought? The GSP includes a list of Projects and Management Actions that can be
implemented to help reach and maintain sustainable groundwater conditions. The GGA is evaluating these projects and
longer-term options to enhance drought resiliency. Immediate term solutions are being sought by Glenn County, cities,
and local water providers. If you are experiencing water supply issues, be sure to report your issues to Glenn County or
the California Department of Water Resources. There may be an assistance program that fits your circumstances. The link
to report water insecurities can be found on our website. The GGA is also pursuing planning for groundwater recharge
projects, has added additional monitoring for land subsidence, and is preparing for a grant opportunity that could provide
funds for on-the-ground projects.
The GGA supports the actions taken by local municipal water suppliers to encourage water conservation. The City of
Orland implemented Stage 2 of the Water Conservation and Shortage Contingency Plan effective May 1, 2022. This
includes limiting watering lawn and landscape to 3 days per week between 8 p.m. and 8 a.m. and implements a Stage 2
tiered rate str
Shortage Contingency Plan on May 23, 2022. Restrictions include limitations on outdoor watering to 2 days per week
between 6 p.m. and 8 a.m. and increased water waste penalties.

If you are a resident outside of these water service areas, we encourage you to implement a limited watering schedule
and to reduce water waste. Fix leaks. Wash vehicles only with a hose that has a shutoff nozzle or similar device. Do not
put water on driveways and sidewalks, unless for health and safety purposes. Do not water outdoor landscape within 48
hours after measurable rainfall. Be creative in finding your own solutions!
Local agricultural producers have also been affected by drought. Surface water allocations have been significantly reduced
or eliminated across the subbasin, with some receiving no surface water at all. In many cases, annual crops have been
fallowed or fewer acres planted while trees and other permanent crops are being irrigated sparingly. Agricultural water
users are similarly encouraged to utilize best management practices and conserve water as much as possible. Utilize your
surface water supplies if you have them and minimize groundwater pumping. Coordinate with neighbors, when possible,

The Audit Services Ad Hoc Committee was appointed at the July 11, 2022 meeting and has not met. The
committee expects to meet after Audit Services RFP closes. The RFP closes on August 19, 2022.
The GGA Executive Committee last met July 27, 2022. The committee finalized the water conservation
campaign materials which were discussed under item 12. The CGA/GGA Joint Executive Committee met January
28, 2022. The next GGA Executive Committee meeting is scheduled for October 26, 2022.
The Funding Ad Hoc Committee was appointed at the July 11, 2022 meeting and has not met. The committee
expects to meet following the close of the RFQ for GSA Data Review, Fee Analysis, and Rate Setting Services
which is scheduled to close on September 2, 2022. The committee may meet with the CGA ad hoc committee.
Coordination is occurring with the CGA for this potential meeting.
The Multi-Benefit Recharge Pilot Project Ad Hoc Committee last met on June 28, 2021 and provided a
recommendation to the GGA Board on July 12, 2021. The committee has no additional items to report. Staff
plans to reach out to The Nature Conservancy for an update on the related project.
The Recharge Pilot Project Ad Hoc Committee met July 26 and August 4, 2022 and provided a report and
recommendations during item 10. The outcomes of todays meeting, will guide the future work of this
committee.
The Technical Advisory Committee (TAC) last met jointly with the Colusa Groundwater Authority (CGA)
Technical Advisory Committee on July 8, 2022, which was reported during the July 11, 2022 Board meeting. The
next CGA/GGA Joint TAC meeting is scheduled for August 12, 2022. This meeting is expected to focus on the
upcoming SGM Grant application and prioritizing potential projects. The TAC expects to bring a prioritized list of
GSP Studies and PMAs to the GGA Board in September.

The Water Well Drilling Permits and Standards Ad Hoc Committee met April 7, 2022 and provided a
recommendation to the GGA Board on April 11, 2022. The next meeting has not been scheduled.
