Slope Erosion Mitigation Project Design Change Notification 1

Dear Frank L. Blackett:
This letter presents a design change notification (DCN) for the downstream slope erosion
mitigation project at DeSabla Forebay Dam, which is part of Pacific Gas and Electric
PG&E) DeSabla-Centerville Hydroelectric Project, Federal Energy Regulatory
Commission (FERC) No. 803. FERC authorized the project in a letter to PG&E dated May 4,
2022.
During preparatory work for this project, several soil samples were collected from the
embankment to verify the characteristics and test the properties of the existing embankment
material. The lab test results indicate the required compaction specification for the
embankment material of 95 percent relative compaction will be challenging to achieve based
on the characteristics of the material. Therefore, PG&E proposes to reduce the compaction
criteria for the existing embankment material as presented in the enclosed DCN (Enclosure 1).
To minimize potential construction delays associated with this design change, PG&E proposes
to incorporate this change into the as-built final construction drawings.
