COUNTY OF BUTTE Declaration of Local Health Emergency California Health and Safety Code Section 101080 As the local health officer for the County of Butte, I hereby declare as follows: WHEREAS, on August 17, 2022 Avian Influenza was detected in a flock of birds located in Butte County; and WHEREAS, Avian Influenza is a zoonotic disease that can be transmitted from birds to humans; and WHEREAS, the Butte County Agriculture Commission and the California Department of Food and Agriculture (CDFA) worked with the owner of the birds to determine the safest way to prevent the spread of Avian Influenza; and WHEREAS, there is a threat of communicable disease due to a large number of potentially infectious animal carcasses; and WHEREAS, under the provisions of section 101080 of the California Health and Safety Code, I find that a local health emergency exists in Butte County due to the presence of Avian Influenza and the potential of an imminent and proximate threat of the introduction of this communicable disease and a threat to the public health, unless it is addressed and managed; and THIS DECLARATION OF HEALTH EMERGENCY shall continue in effect for no longer than (7) days, unless ratified by action of the Butte County Board of Supervisors. If ratified, this declaration of emergency shall continue until the Butte County Board of Supervisors proclaims the termination of the local health emergency, pursuant to their regular review every thirty (30) days under Health and Safety Code section 101080. NOW, THEREFORE, I, David Canton, D.O., local health officer for the County of Butte, in accordance with the authority vested in me by law, including section 101080 of the California Health and Safety Code, HEREBY DECLARE A HEALTH EMERGENCY to exist in Butte County, California due to the presence of Avian Influenza.
