Dear Frank L. Blackett:
This letter provides notification of Pacific Gas and Electric Company’s (PG&E) intent to
remove hazard trees near Round Valley Dam and spillway facilities, which are part of
PG&E’s DeSabla-Centerville Hydroelectric Project, Federal Energy Regulatory
Commission (FERC) No. 803. PG&E recently filed a tree removal plan with your office
requesting authorization to remove hazard trees along the spillway channel . This letter is
intended to supplement PG&E’s July 28, 2022, filing.
Round Valley Dam falls within the burn perimeter of the 2021 Dixie Fire. PG&E has
identified 193 dead and dying trees near the dam and spillway, which are flagged for
removal. A figure depicting the locations of the affected trees is provided in Enclosure 1 of
this letter. Further details regarding the hazard trees are provided in a table in Enclosure 2.
PG&E proposes to cut and remove the trees down to the stump (less than 2 f eet above the
ground surface). PG&E will update the visual inspection checklist for Round Valley Dam
(completed during monthly dam inspections) to include observation of any stumps within
25 feet of the dam embankment as areas of special monitoring. Inspection personnel will
observe the area around the stumps for evidence of decay , settlement, and seepage. If
deterioration of the stumps and root systems appears to be leading to adverse conditions
in the dam embankment or foundation, PG&E will assess the need and relative risks
associated with excavation and removal of the stumps and root systems.

The trees present a potential hazard to the public and PG&E personnel; thus, PG&E
requests FERC authorization for immediate removal of the trees.
