1. I NTRODUCTION
This report summarizes and documents the general site cleanup activities at the Kanaka
Project. STS Hydropower, LLC (STS), an indirect subsidiary of Eagle Creek Renewable Energy,
LLC, is the Federal Energy Regulatory Commission (FERC) licensee for the Kanaka Project
(FERC Project No. 7242) (Project) located on Sucker Run Creek in Butte County, California. This
Project was destroyed by the Ponderosa wildfire in August 2017. In a letter dated December 17,
2020, STS informed FERC that it did not intend to return the project to service and would
pursue a license surrender. STS is in the process of consulting with applicable Resource
Agencies, and currently plans to file a surrender application with the Commission.
2. B ACKGROUND
The Kanaka Project is located entirely on privately owned lands. STS leased the land to
construct and operate the facility. Following de
that it would not be returned to service, STS entered into a contractual settlement agreement
with the landowner to terminate the lease. The settlement agreement requires that STS clean
up the Project site and decommission the Project. The Landowner raised health and safety
concerns related to the condition of the site and requested that the clean-up and
decommissioning process be accelerated.

approval to complete the general site housekeeping and clean-up activities described in its
letters dated September 15, 2021, and January 6, 2022. January 13, 2022, FERC authorized the
activities to be completed by April 1, 2022. On March 25, 2022, STS requested an extension of
time to complete the general site cleanup activities due to the
commence work. Under therevised schedule, STS committed to complete the work and file a
brief construction report no later than May 30, 2022.
3. GSC LEANUP S UMMARY
Restore Access Road & Security Gate: The 2-mile-long access road was impassable by vehicle.
The route was cleared of downed trees and brush, and the security gate repaired.
Transmission Line: The 12-kV transmission line was isolated from the PG&E system following
the 2017 fire. Several damaged transmission poles were disassembled, removed, and disposed
of offsite.
Removed Miscellaneous Debris: Loose scrap metal and debris creating potential safety hazards
within the powerhouse and within the immediate vicinity was removed and disposed of offsite.
The contractor used the following equipment to complete general cleanup activities:
-pound excavator to pick up scrap metal and debris for disposal
-wheel dump truck used to haul scrap metal and debris offsite
-up truck
handheld tools

4. GSCAS UMMARY
Mr. Tony Archuleta, the former plant manager, served as the
Archuleta was responsible for overseeing the general contractor and supervising the
completion of all general cleanup activities.
Dragon Demolition served as the contractor hired to complete the general cleanup activities.
Dragon Demolition utilized a team of five workers. The work team was supervised by Mr. Tom
Carpenter of Dragon Demolition.
On March 16, 2022. Tom Carpenter directed mobilization of heavy equipment to the Project site
starting at Lumpkin Road, Ponderosa Way to Utility Road #3. The excavator and bulldozer
began grooming, filling deep ruts, removing overgrown brush, and transmission line, utility
poles as necessary to create safe clear access to the powerhouse. The access road work was
completed by March 30, 2022. On March 30, 2022, Dragon Demolition began loading and
transporting utility poles, miscellaneous hardware, and scrap metal debris offsite. The general
site cleanup was completed on April 5, 2022, and equipment was demobilized from the site on
April 6, 2022. Photographs and site reports are included in Appendices A and B.
No in-water work, or work on the water retaining or conveyance structure was conducted.
There were no environmental impacts observed or reported during the course of the general
site cleanup work.
