Recreation Operations and Maintenance Transition Plan and Schedule
Dear Christopher Carlton:
This letter memorializes the agreement between Pacific Gas and Electric Company
(PG&E) and the Forest Service regarding the transfer of operations and maintenance
(O&M) of the recreation sites listed below. The transfer is required by Condition No. 55
Recreation Management Plan (Plan) under PG&E's Bucks Creek Hydroelectric Project
license, Federal Energy Regulatory Commission (FERC or Commission) Project No. 619
(new license issued June 16 , 2022).
On June 18, 2022, PG&E participated in a video meeting arranged by Plumas National
Forest (PNF) Staff members to discuss PNF's continued operation of FERC 619
Recreation Facilities located on National Forest Se'rvice Lands through the remainder of
the 2022 season. During that meeting, PG&E and PNF discussed the steps that need to
take place to support the transition of PNF O&M of the subject recreation facilities to PG&E
at the end of 2022.
PG&E requests that PNF (through the current PNF concessionaire) continue to O&M the
following FERC 619 recreation facilities (as described in the RMP -source-RMP Table 2-1)
for the remainder of the 2022 recreation season:
•Mill Creek Campground (including 0.25 mi trail)
•Sandy Point DUA and Boat Launch
•Sundew Campground
•Hutchins Group Campground (including 0.25 mi trail)
•Lower Bucks Lake DUA
•Lower Bucks Lake Campground (7 self-contained RV sites along north shore)
•Three Lakes Trailhead and associated one-mile trail
If the PNF agrees with this request, PG&E understands that for the remainder of the 2022
recreation season, PNF and its concessionaire will operate and maintain the recreation
facilities as was customarily done over the last approximately 22 years, including the
normal shut-down/winterizing activities for all facilities and associated water/septic systems
(i.e., water system draining, septic vault/tank pumping, securing buildings for winter).

SUBJECT: FOREST SERVICE RESPONSE TO PROPOSED RECREATION OPERATIONS
AND MAINTENANCE TRANSITION PLAN AND SCHEDULE
PACIFIC GAS AND ELECTRIC COMPANY, BUCKS CREEK HYDROELECTRIC PROJECT (FERC NO. 619)
Dear Mr. Walker:
This letter is regarding the transition of operations and maintenance (O&M) of Plumas National
Forest (PNF) recreation facilities within Bucks Creek Hydroelectric Project (Project) from the
Forest Service to Pacific Gas and Electric Company (PG&E). This change in management is
required by the Recreation Management Plan (RMP) included within PG&E’s new Project
license, issued by the Federal Energy Regulatory Commission (FERC) on June 16, 2022.
In a letter to the PNF, dated August 15, 2022, PG&E requested that:
•the PNF continue O&M of seven recreation facilities within the Project license area
through the end of the 2022 recreation season, including normal shut-down/winterization
activities.
•the PNF notify Plumas County and any relevant California state agencies that PG&E will
be taking over O&M starting in 2023.
•the PNF make available Forest and concessionaire staff, for one day in the field, to meet
with PG&E and share knowledge of these recreation facilities.
PG&E further stated in the August 15 letter that PG&E’s concessionaire (American Land and
Leisure; AL&L) would be taking on O&M, and that PG&E/AL&L would provide an Annual
Operating Plan to the PNF by March 1, 2023.
Specific requirements and standards for PG&E’s management of these PNF facilities are clearly
described in the Project RMP. Given that, I concur with PG&E’s proposed transition plan for
these recreation facilities, with one exception: the PNF campground concessionaire will not be
able to attend the field meeting at recreation facilities with PG&E. Forest recreation and
engineering staff will attend this meeting and they have knowledge of these facilities.
The PNF intends to issue a special use permit (SUP) to PG&E to operate the government-owned
recreation facilities within the Bucks Creek Hydroelectric Project. Our rationale for requiring a
SUP is that it authorizes the commercial use of government-owned improvements by PG&E
within the license and the Annual Operating Plan will be an attachment to the SUP. The SUP

also ensures public safety by specifying items such as water system operation requirements and
the requirement for liability insurance.
