Re: Preconstruction Activities on Lower Bucks Lake Dam Spillway
Dear Mr. Nimick:
This is in response to a letter dated July 28, 2022 from Mr. Robert Ellis that
submitted an Authorization Request for Preconstruction Activities for
Spillway Rehabilitation Project at Lower Bucks Lake Dam, which is part of the Bucks
Creek Project, FERC No. 619. We have reviewed the submittal, and we have the
following comments:
1. We authorize PG&E to proceed with only the following two work items:
a. removing vegetation (approximately 67 trees) within the project boundary
b. the installation of the piping components for the low-level outlet bypass
system.
Please notify us if you plan to proceed with this work. All other proposed work
required engineering and design services and includes some permanent work
components. Your submittal was incomplete and did not include what we require
for construction submittal packages. No other work outlined in your submittal is
authorized until the following comments are satisfactorily addressed and we
receive a complete and typical construction submittal package that address our
typical requirements, including the following items, which are not intended to be
all-inclusive.

2. For developing the access road and crane pad, please provide us with engineering
analyses, specifications, and PE stamped drawings for these items, as these are
engineered features. The crane pad was designed based on the preliminary
product guide for a grove GRT9165, six-wheel steer crane. Include an explanation
of how a geotechnical engineer will verify the stability of the pad.
3. Provide excavation plans and stability analyses for the crane pad section
(excavating to ~20 ft high with 0.5H:1V) and the access road section (excavating
to ~24 ft high with 0.5H:1V).
4. Provide us with the signed drawings indicated to be issued for construction or 100-
percent complete.
5. Provide a QCIP for all proposed work, other than the work included in Comment
No. 1.
PG&E is authorized to immediately proceed with the elements described in
Comment No. 1. No other work is authorized until our comments are adequately
addressed and we issue authorization for construction of those elements of the work.
PG&E is responsible for ensuring completion of any necessary environmental
coordination with resource agencies as well as the procurement of any federal, state, or
local permits required for the work.
Within 45 days of this letter, please address our comments or provide a plan and
schedule to address our comments. All required filings should be submitted using the
Commission’s eFiling system at https://www.ferc.gov/ferc-online/overview. For all Dam
Safety and Public Safety Documents, select Hydro: Regional Office and San Francisco
Regional Office from the eFiling menu. The cover page of the filing must indicate that
the material was eFiled. For assistance with eFiling, contact FERC Online Support at
